A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF RANCHO PALOS VERDES RECOMMENDING TO THE
CITY COUNCIL GENERAL PLAN AMENDMENT NO. 16,
ZONE CHANGE NO. 15, AND APPROVAL OF A FINAL
NEGATIVE DECLARATION FOR ENVIRONMENTAL
ASSESSMENT NO. 512.
WHEREAS, the City Council initiated General Plan Amendment
No. 16 and Zone Change No. 15, to change the existing general
plan designation from residential to commercial retail and to
change the existing zoning from residential single family (RS -5)
to commercial limited (CL) at the property owner's request for
property located at 28041 Hawthorne Boulevard; and
WHEREAS, the Planning Commission held public hearings on
these matters on August 11, August 25, and September 8, 1487, at
which time all interested parties were given an opportunity to be
heard and present evidence.
NOW, THEREFORE, the Planning Commission of the City of Rancho
Palos Verdes does hereby recommend to the City Council as follows:
Section 1: The Planning Commission has reviewed and
considered the initial study for Environmental Assessment No. 512
-in reaching it,s- decision to recommend approval of General Plan
Amendment No. 16„ and Zone Change No. 15. Further, the Planning
Commission finds that the approval of these amendments and zone
change will not result in significant adverse environmental impact
because the revised zoning and general plan designations would be
consistent with the existing use of the site and a development
agreement would accompany the changes to further control the
impacts of the operation of businesses at the site.
Section 2: The Planning Commission finds that Zone Change
No. 15 is consistent with the General Plan (Amendment No. 16).
Section 3: The Planning Commission finds that the site is
physically suitable for the proposed use, since it is located at
the intersection of a major arterial and collector and it is
topographically oriented toward these streets.
Section 4: The Planning Commission finds that there is a
need to maintain the economic diversity of the City by supporting
the existing commercial use of this site.
Section 5: The Planning Commission finds that the uses
permitted by the proposed zoning and general plan designation
would be compatible with surrounding development because a
development agreement will be executed between the City and the
property owner to control the use and operation of the site.

Section 6: The Planning Commission finds that the
development standards of the proposed CL zone are most consistent
with existing site development.
Section 7: For the foregoing reasons, the Planning
Commission of the City of Rancho Palos Verdes hereby recommends
approval of General Plan Amendment No. 16, Zone Change No. 15, and
a Final Negative Declaration by an affirmative vote of the
majority of its members.
