RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF RANCHO PALOS VERDES
GRANTING ENVIRONMENTAL ASSESSMENT NO. 509
AND CONDITIONAL USE PERMIT NO. 116 FOR
THE REMODEL AND EXPANSION OF AN EXISTING
CHURCH AND SCHOOL FACILITY IN AN INSTITU-
TIONAL ZONE.
WHEREAS, Christ Lutheran Church has requested approval
for Environmental Assessment No. 509 and Conditional Use
Permit No. 116 to procede with a three phase remodel and
expansion of an existing church and school facility at 28850
Western Avenue in an Institutional (I) district; and
WHEREAS, after notice pursuant to the provisions of the
City's Development Code, a hearing was held on March 24, 1987
at which time all interested parties were given an
opportunity to be heard and to present evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS
FOLLOWS:
Section 1: That the proposed construction and uses are
permitted in the zone, subject to the issuance of a
conditional use permit.
Section 2: That the proposal will have no significant
impact on the environment, since the project is categorically
exempt under class 14 of the California Environmental Quality
Act, since the increase in school capacity is less than 25%.
Section 3: That the proposed project is not contrary
with theintentof the General Plan.
Section 4: That, given the project's location, design,
and the uses adjacent to the subject property, which include
retail commercial, single family and multi family
residential, granting the conditional use permit will not
adversely affect the peace, health, safety or general welfare
of the area, nor will it be materially detrimental to
property values, jeopardize, endanger or otherwise constitute
a menace to the public health, safety or general welfare of
person or properties in the surrounding area.
Section 5: That the subject property being approximately
147,157 square feet, is adequate in size and shape to
accommodate the proposed uses and other development features
which might be prescribed in this Resolution.
Section 6: That the subject property, which fronts
Western Avenue—, a fully developed street with curbs, gutters,
street lights and street trees, is adequately served by
public and private facilities and by a highway of sufficient
width and improvements to carry the kinds and quantity of
traffic the proposed use might generate.
Section 7: For the foregoing reasons, the Planning
COMMi
ssion of the City of Rancho Palos Verdes hereby grants a
conditional use permit for the uses described herein, subject
to the uses described herein, subject to the conditions of
approval in Exhibit "A", which are necessary to protect the
public health, safety and general welfare in the area and
will make possible development of the city in an orderly and
efficient manner and in conformity with the intent and
purposes set forth in this title.

EXHIBIT "A"
Conditions of Approval
•
1. The applicant shall submit a landscape lighting and
irrigation plan for review and approval by the Director of
Environmental Services. The landscaping plan shall
specifically address buffering and screening of the two story
classroom building from the adjacent single family
residences.
2. Any roof mounted equipment not included in this
application shall be subject to the review and approval of
the Director of Environmental Services.
3. The applicant shall provide a trash enclosure on the
subject site that shall be enclosed on four (4) sides by a
solid wall, six (6) feet in height, constructed of material
compatible with the main facility and screened from view from
any public street. One side of the structure shall be a
solid, self -latching gate adjacent to an adequately paved
concrete access for collection.
4. Staff shall make a visit to the site within 60 days of
the completion of the third phase of construction to check
the adequacy of the parking facilities for compliance with
the intent of the Conditional Use Permit. Staff can require
the striping of parking stalls in the rear lot if there is a
determination by the Director of Environmental Services that
the approved parking configuration is causing negative
impacts to the surrounding properties.
5. The hours of operation for the adult center shall be
restricted to the weekends and evenings after 5:00 p.m. so as
not to create a parking conflict with the operation of the
school.
