A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF RANCHO PALOS VERDES
GRANTING A NEGATIVE DECLARATION AND
CONDITIONAL USE PERMIT No. 117 FOR
THE INSTALLATION OF AN OUTDOOR LIGHTING
SYSTEM AND TO ESTABLISH A CHAPEL SHOP IN
AN INSTITUTIONAL ZONE.
WHEREAS, The Wayfarers Chapel, a religious institution,
has requested approval of a Negative Declaration for
Environmental Assessment No. 507 for Conditional Use Permit
No. 117 to install an outdoor lighting system and establish a
chapel shop at 5755 Palos Verdes Drive South.
WHEREAS, after notice issued pursuant to the provisions
of the City' s Development Code, a hearing was held on
February 24, 1987 and March 10, 1987 at which time all
interested parties were given an opportunity to be heard and
to present evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS
FOLLOWS:
Section 1: That the proposed installation of an outdoor
lighting system has been determined to be a minor project by
the City Council and was granted an exemption to the
Landslide Moratorium. Final approval is subject to the
issuance of a Conditional Use Permit.
Section 2 : That the proposed chapel shop is permitted in
the zone, subject to the issuance of a Conditional Use
Permit.
Section 3 : That the proposal will have no significant
impacts on the environment, due to the implementation of the
mitigation measure contained in the Final Negative
Declaration for E.A. No. 507, which have been incorporated
into the conditions of approval in Exhibit "A" of this
resolution.
Section 4: That the proposed project is not contrary
with the intent of the General Plan.
Section 5: That, given the project ' s location, design,
and the uses adjacent to the subject property, which include
single family residential and recreational open space,
granting the Conditional Use Permit will not adversely affect
the peace, health, safety or general welfare of the area, nor

will it be materially detrimental to property values,
jeopardize, endanger or otherwise constitute a menace to the
public health, safety or general welfare of persons or
properties in the surrounding area.
Section 6 : That the subject property being approximately
three and a half acres , is adequate in size and shape to
accommodate the proposed uses and other development
feature which might be prescribed in this Resolution.
Section 7 : That the subject property, which fronts Palos
Verdes Drive South, a fully developed street with curbs,
gutters and is adequately served by public and private
facilities and by a highway of sufficient width and
improvements to carry the kinds and quantity of traffic the
proposed use might generate.
Section 8 : For the foregoing reasons, the
Planning Commission of the City of Rancho Palos Verdes hereby
grants a Conditional Use Permit for the uses described
herein, subject to the conditions of approval in Exhibit "A" ,
which are necessary to protect the public health, safety and
general welfare in the area and will make possible
development of the City in an orderly and efficient manner
and in conformity with the intent and purposes set forth in
the Development Code.

EXHIBIT "A"
Conditions of Approval
1. The height of the garden lights shall be a maximum 3
feet from grade to the top of the fixture and the wattage of
these lights shall be 40 watt incandescent bulbs.
2. The height of the parking lot fixtures shall be 10 feet,
per Code performance standards in Section 17.54.030B. The
wattage of the parking lot standards should be limited to 70
watt incandescent bulbs and the standards should be placed so
that they do not illuminate properties other than that
belonging to the Wayfarers Chapel.
3. The Chapel walkways, gardens and parking lots shall be
lit only when the facility is in use after dark. At all other
times, only the lights that have been illuminated at night in
the past (i.e. tower, entrance sign, front parking lot) shall
be permitted to remain on after hours.
4. Chapel lighting shall be restricted to current
hours,defined below. Any proposed increase in hours
of lighting would require approval by the Director of
Environmental Services and may be subject to a Special Use
Permit or Conditional Use Permit Review.
Current hours of operation at Wayfarers Chapel:
Staff hours (7 days/week) 6:00 a.m. to approx. 10:00 p.m.
Weddings (7 days/week) 8 :00 a.m. to 8:00 p.m.
Office hours (7 days/week) 9: 00 a.m. to 5:00 p.m.
Special Events (3 dates/year) to 1:00 a.m.
5. The Chapel shop shall be located in an existing,
permanent facility that is currently open to the public. In
addition, the hours of operation shall coincide with the
Chapel 's regular office hours. Any expansion of this use
would be subject to a Conditional Use Permit revision.
6. All utilities and conduits serving the outdoor lighting
system shall be place above ground. Conduit can be
camouflaged by groundcover or decorative landscaping
materials (pebbles and bark) . Should be Landslide Moratorium
Ordinance be lifted, these utilities would be required to be
undergrounded.

7. Staff shall make a visit to the site within 30 days of
the installation of the outdoor lighting system to check the
level of illumination for compliance with the intent of the
Conditional use Permit. Staff can require the fixtures to be
replaced with lower wattage bulbs if there is a determination
by the Director of Environmental Services that the approved
level of illumination is causing a negative impact to the
surrounding properties.
