A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF RANCHO PALOS VERDES APPROVING THE DRAFT NEGATIVE
DECLARATION FOR ENVIRONMENTAL ASSESSMENT NO. 505
AND CONDITIONAL USE PERMIT NO. 115
WHEREAS, Terry Schaper has requested approval of CUP No.
115, and E.A. No. 505 to install a Liqufied Propane Gas (LPG)
dispensing unit at Schaper ' s Unocal , located at 31200 Palos
Verdes Drive West; and
WHEREAS, the Planning Commission conducted a public
hearing for these applications on Tuesday, February 10, 1987,
at which time all interested parties were invited to attend
and give testimony.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE
AS FOLLOWS:
Section 1: That the site is adequate in shape and size
to accommodate the proposed LPG dispensing unit; in that
all setback requirements can be met without interfering with
on-site traffic circulation.
Section 2 : That the site is adequately serviced for
vehicular access by Palos Verdes Drive West (to the west) and
Hawthorne Boulevard (to the north) , which are capable of
handling the traffic generated by the existing service
station and the proposed LPG dispensing unit.
Section 3 : That approval of the LPG dispensing unit in
its recommended location on the site will not result in
significant, adverse impacts on the public or surrounding
properties , due to the mitigation measures required in the
Draft Negative Declaration for E .A . No . 505, which have been
incorporated into conditions of approval in Exhibit "A" ,
attached hereto and made a part hereof.
Section 4: That the addition of a LPG dispensing unit to
an existing automotive service station is not contrary to the
General Plan; in that the sale of such fuel is compatible
with the existing land use on the site, which itself is
consistent with the General Plan and Zoning land use
designations for the subject property.
Section 5 : For the foregoing reasons, the Planning
Commission of the City of Rancho Palos Verdes does hereby
approve Draft Negative Declaration for Environmental
Assessment No . 505 and Conditional Use Permit No . 115,
subject to the conditions contained in Exhibit "A" , attached
hereto and made a part hereof, which are necessary to protect
the public health, safety and general welfare in the area.

EXHIBIT "A"

The Draft Negative Declaration for E.A. No. 505 and CUP No.
115, are approved subject to the following conditions :
1. This approval shall expire one (1) year from the date of
the Planning Commission action (upon closing of the 15
day appeal period) if application for building permits
has not been made.
2. Not more than two (2) , 499 gallon, LPG tanks may be
installed for the proposed dispensing unit; subject to
the determination of the Los Angeles County Fire
Department.
3 . All required permits and approvals shall be obtained from
the following agencies, prior to installation of the
proposed dispensing unit:
a. The Rancho Palos Verdes Building and Safety Division;
b. The Los Angeles County Fire Department; and
c. The South Coast Air Quality Management District.
4. The proposed LPG dispensing unit shall be located in the
southeast corner of the subject property, as shown on the
approved site plan (designated "Recommended Location" ) ,
and shall have a minimum 20 foot setback from the rear
(east) and side (south) property lines .
5. Any and all inoperable vehicles located on the subject
property shall be removed prior to issuance of City
permits .
6. Sign permits shall be obtained from the Environmental
Services Department for any permanent and/or temporary
signs to advertise the sale of LPG.
7. The applicant shall post a cash deposit, bond or
combination thereof, in an amount to be determined by the
Director of Public Works , to pay for the costs to improve
a Class II bike path in the Palos Verdes Drive West
right-of-way.
8. All delivery vehicles to the subject property shall follow the City's
designated and appropriate truck r y
