A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF RANCHO PALOS VERDES APPROVING
CONDITIONAL USE PERMIT NO. 112 AND GRADING
NO. 955 FOR THE CONSTRUCTION OF A REMOTE
TELEPHONE SWITCHING UNIT
WHEREAS, General Telephone Company of California, has requested
approval of Conditional Use Permit No. 112 and Grading No. 955 to construct
a remote switching unit at 3945 Dauntless Drive, in a RS-3 zone, and
WHEREAS, after notice issued pursuant to the provisions of the City's
Development Code, a public hearing was held on November 25, 1986 at which
time all interested parties were given an opportunity to be heard and to present
evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS:
Section 1: That the proposed construction of a remote switching
unit is permitted in the zone, subject to the issuance of a conditional use
permit.
Section 2: That the proposal is categorically exempt under Section
15303 of the California Environmental Quality Act.
Section 3: That the proposed project is not contrary with the intent
of the General Plan.
Section 4: That, given the project's location, design, and the
low intensity nature of the use, granting the conditional use permit will
not adversely affect the peace, health, safety or general welfare of the area,
nor will it be materially detrimental to property values, jeopardize, endanger
or otherwise constitute a menace to the public health, safety or general welfare
of persons or properties in the surrounding area, subject to the conditions
contained in Exhibit "A", attached hereto and made a part hereof.
Section 5: That the subject property being approximately 13,500
square feet, is adequate in size and shape to accommodate the proposed uses
and other development features which might be prescribed in this Resolution.
Section 6: That Dauntless Drive is a fully developed street with
curbs, gutters, street lights and street trees, and can adequately serve the
kinds and quantity of traffic the proposed use might generate.
Section 7: That the proposed grading is the minimum necessary to
gain access to the site and complies with the guidelines contained in the
City's Development Code.
Section 8: For the foregoing reasons, the Planning Commission of
the City of Rancho Palos Verdes hereby approves Conditional Use Permit No.
112 and Grading No. 955, subject to the conditions of approval contained in
Exhibit "A", attached hereto, which are necessary to protect the public health,
safety and general welfare in the area.

EXHIBIT "A"
Conditional Use Permit No. 112 and Grading No. 955 are approved subject
to the following conditions:
1 . This approval shall expire one year from the date of adoption of
this resolution, unless applications for building permits are made
prior to that time. Extensions may be granted by the Planning
Commission if requested prior to expiration.
2. Construction of the Remote Switching Unit (RSU) and all appurtenant
improvements shall be in substantial complicance with the plans
reviewed and approved by the Planning Commission.
3. The RSU shall have a pitched roof and shall not exceed a height
greater than 13 feet as measured from the finished grade of the
pad shown on the approved plans.
4. Construction activities shall be limited to the hours of 7:00 a.m.
to 7:00 p.m. Monday through Saturday.
5. A water truck shall be used during construction activities to control
dust.
6. A grading and drainage plan shall be reviewed and approved by the
City Engineer and Geologist prior to issuance of permits.
7. The air conditioning compressors and Emergency Standby Engine shall be
enclosed to achieve a maximum decibel level of 45 dB at the northeast
side property line, which shall be verified by a field test prior to
issuance of Certificates of Occupancy,
8. Maintenance and inspection of the Emergency Standby Engine shall be
limited to the hours of 8:00 a.m. to 7:00 p.m. , Monday through Friday,
and 9:00 a.m. to 7:00 p.m. on Saturdays.
9. The RSU building and enclosing wall shall be stuccoed and be of a
muted color so as to blend in with the surrounding residential
structures.
10. Detailed landscape and irrigation plans shall be reviewed and approved
by the Director of Environmental Services prior to issuance of permits.
All plant materials should be of a low water need and low maintenance
variety. Irrigation systems shall be on automatic timers and shall
be adjusted for seasonal water needs. Any exterior lighting details
should be included in this plan. Said lighting shall comply with
Section 17.54.030 of the City's Development Code.
