A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF RANCHO PALOS VERDES DENYING THE APPEAL OF HEIGHT
VARIATION NO. 461 THEREBY APPROVING THE PROJECT AT
2080 DORADO DRIVE.
WHEREAS, the Director of Environmental Services approved Height
Variation No. 461 for a two-story residence located at 2080 Dorado Drive; and
WHEREAS, on September 10, 1986, Mrs. Leroy Fass filed an appeal to
the Planning Commission within 15 days of the decision of the Director of
Environmental Services; and
WHEREAS, on October 12, 1986, the Planning Commission considered
the appeal of Height Variation NO. 461 at which time all interested parties
were given an opportunity to be heard and present evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1: The proposed structure is designed and situated in such
a manner as to minimize view obstruction, as the shape and pitch of the roof
are not in line with the principal, identifiable view and the height is
approximately equal to or less than the pad elevation of the appellant's
property.
Section 2: View impairment for the portion of the proposed residence
over sixteen feet high does not significantly impair the primary view from
the properties located at 2003 and 2015 Caddington Drive, identified as having
a view as set forth in the City's Development Code.
Section 3: The proposed structure is not located on a ridge or
promontory.
Section 4: The structure does not significantly impair a view or
vista from public property (parks, major thoroughfare, bikeways, walkways,
equestrian trails, etc. ) which has been identified in the City's general plan,
coastal plan, or City-approved viewing areas.
Section 5: There is no significant cumulative impact caused by
granting the application as the grade differentials between Dorado and Caddington
are significant.
Section 6: That after consideration of the appeal of Height Variation
No. 461 on October 12, 1986, the Planning Commission denied the appeal and
thereby approved the project at 2080 Dorado Drive.
