RESOLUTION P.C. NO. 79-23
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF RANCHO PALOS VERDES GRANTING A CONDI-
TIONAL USE PERMIT FOR THE LIGHTING OF A CHURCH
PARKING LOT LOCATED AT 3975 ARMAGA SPRING ROAD
WHEREAS, Mt. Olive Lutheran Church has requested a conditional use permit
for four parking lot lights mounted on two poles for the nighttime illumination of
the parking area; and
WHEREAS, after notice issued pursuant to the provisions of the City's
Development Code, public hearings were held on October 23 and December 11, 1979,
at which time all interested parties were given an opportunity to be heard and to
present evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS:
Section 1: That said lights are permitted in any district subject to the
approval of a conditional use permit.
Section 2: That the parking lot already exists and that the site is ade-
quate in size and shape to accommodate said lights.
Section 3: That the site is presently served by Armaga Spring Road.
Section 4: That the approved lights are compatible with the surrounding
uses and no significant adverse effects to adjacent properties will result since
mitigation measures are required as conditions of approval. Further, the Planning
Commission has reviewed and considered the information in Environmental Assessment
No. 373 and hereby finds that a Negative Declaration was granted pursuant to City
and State Environmental Guidelines.
Section 5: That the subject use is not contrary to the General Plan.
Section 6: For the foregoing reasons, the Planning Commission of the City
of Rancho Palos Verdes hereby grants a conditional use permit for the use described
herein subject to the conditions found in Exhibit "A" of this resolution, which are
necessary to protect the public health, safety, and general welfare in the area.
APPROVED and ADOPTED this 11th day of December, 1979.

EXHIBIT "A"
CONDITIONAL USE PERMIT NO. 53 IS APPROVED SUBJECT TO THE FOLLOWING CONDITIONS:
1. No off-site illumination or direct viewing of the fixtures shall be
allowed, and the overall height of the poles and fixtures shall be
no greater than sixteen (16) feet, as measured from adjacent parking
lot grade.
2. Shielding on all fixtures is required. The applicant shall comply
with a lighting -plan -showing final location of all fixtures and a
diagram delineating foot candle output a distance of fifty (50) feet
from each fixture, as presented to the Planning Commission on Decem-
ber 11, 1979.
3. Lamps shall be of a mercury vapor type (or equal) and no greater
than 400 watts per lamp.
4. The Director of Planning shall be notified within two (2) weeks of
installation of lights for inspection purposes. Said inspection
shall include a determination as to whether any direct or off=site
illumination exists. If said condition does exist, a condition for
additional shielding shall be required.
5. Within two (2) weeks of this approval a lighting/timing schedule
shall be submitted for the lights. Said schedule shall be subject
to approval by the Director of Planning. The schedule may be re-
vised by the Director of Planning.
6. This permit shall expire within twelve (12) months from this date
unless permits have been applied for.
