A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
RANCHO PALOS VERDES RECOMMENDING ADOPTION OF CODE AMEND-
MENT NO. 1, MAKING REVISIONS TO SECTIONS 9612, 9614, AND
GLOSSARY OF THE DEVELOPMENT CODE PERTAINING TO ANTENNAS
WHEREAS, the City has initiated Code Amendment No. 1; and
WHEREAS, the Planning Commission previously recommended amendment and
the City Council refefred the matter back to the Commission for further study; and
WHEREAS, the Planning Commission has held an additional public hearing on
this matter on May 31, 1977, at which time all interested parties were given an
opportunity to be heard and present evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES
DOES HEREBY RECOMMEND TO THE CITY COUNCIL AS FOLLOWS:
Section 1. That the Code revisions are necessary to correct, clarify and
amend the language of the Code.
Section 2. That the Commission has further studied the matter.
Section 3. For the foregoing reasons, the Planning Commission of the City
of Rancho Palos Verdes hereby recommends approval of Code Amendment No. 1, pursuant
to Exhibit "A" attached.

EXHIBIT "A"
Proposed Amendments To The Antenna Section Of The Code
"9612. E. 3. Guy Wires, Anchors and Antenna Arrays.
Guy Wires and Anchors for antenna systems, may be located within
any interior side yard and rear setbacks. An antenna array may
overhang any interior sideyard and/or rear yard setback, but may
not be closer than one (1) foot to the vertical projection of the
property line.
"9614. B. Non -Commercial antenna structures.
1. Two antenna structures with a combined total array area of sixteen
X16} fourteen (14) square feet and forty-five (45) feet in height
or less are exempt.,More than two such structures pursuant-te
may be approved with a Minor Exception Permit.
2. Antenna structures higher -than forty-five (45) feet but less than
seventy-five (75) feet in height, measured pursuant to Section 9614
(B) (4), with an Antenna Permit.
a. Upon receipt of a completed application for an Antenna Permit,
the Director shall notify by First Class Mail all-ewnere-ef,
e4jeeent-property-and all owners of property within 300 feet
of the perimeter of the subject property.
(1) No combined total antenna array envelope size shall exceed
16 14 square feet. (See 9614.B.4.d)
(2) No permit shall be issued for an antenna system that is
in violation of FCC rules and regulations.
b. If no written objections are received by the Director within
fifteen (15) calendar days of the date of mailing of the
Antenna Permit Notifications, the Director shall grant the
permit. An appeal may must -be filed within 10 fifteen (15)
calendar days of the date of approval.
C. If any written objections based on the criteria below are
received by the Director of Planning, a public hearing shall
be scheduled before the Planning Commission. This-hea"ttg

no additional fee for the hearing, as it is not an appeal.
(1) The decision of the Planning Commission;-er-Gettne*IT shall
be based on the following criteria:
(a) The proposed structure will not unreasonably obstruct
the major view from a neighboring residence.
(b) The location, array size, and height of the proposed
structure will minimize view obstruction.
(c) Where the criteria of Items (a) and (b) above cannot
be satisfied,the Commission or Gettaell shall impose
crank -up supports to be lowered to a height to be
determined by the Commission-at,-Ieaet-f-arty-f+ve-{44}-
feet when a FCC licensed operator is not on the
premises when the antenna system is used for both
receiving and transmitting. For antennas used for
services not requiring an FCC licensed operator, the
Commission or-Geune4l may impose such conditions as
crank -up supports, or any other conditions as are
deemed necessary to minimize view obstruction.

(d) Where the view obstruction cannot be satisfactorily
mitigated the Commission shall deny the permit.
d. The decision of the Planning Commission may be appealed to the
City Council. Any appeal must be made in writing within fifteen
(15) days of the decision, together with a fee, as established
by Resolution of the City Council.

be valid only for the applicant while he lives on the property
listed on the application and shall be void if the applicant
se115-meves-irem does not reside en the property for more than
three months.
3. Antenna structures exceeding seventy-five (75) feet in height and/or
with a combined total array envelope size exceeding 16 14 square
feet, measured pursuant to Section 9614 (B) (4) , only with a Con-
ditional Use Permit, pursuant to Chapter 7, Part 1.
4. Height Measurement and Array Size
a. The height of the structure shall be the total maximum to
which it is capable of being extended.
b. For an independent structure or one mounted on another acces-
sory structure, the height shall be measured from the highest
point of existing grade to be covered by the foundation of the
structure.
c. For a structure mounted on a main building, height shall be
measured pursuant to Section 9113 (B) .
d. The array envelope size of an antenna or antenna system shall
be the summation of all of the plane projections of each part
of the antenna comprising the array and shall include all booms,
elements and masting above the support that are part of the
antenna system as calculated by EIA Standard RS-222-B, December
1972.
5. Antenna structures greater than two (2) inches in diameter shall
be free-standing and no guy wires shall be permitted.
&%- 6. Experimental and temporary antenna structures erected for thirty
(30) days or less are exempt. A maximum of three (3) such thirty
(30) day periods shall be allowed in any twelve (12) month period
ealeedef-year:- These periods may not be consecutive. Such

67 7. Expansion of an approved antenna array not to exceed ten percent
(10%) of the approved combined total array envelope (and not to
exceed the maximum of 16 14 square feet) may be approved as an
amendment to the permit with no fees required. Any change in
array configuration that lees-flet-Ifterease-er-that reduces an
approved array envelope shall be permitted and shall not require
a modification to the original Antenna Permit nor are any fees
required.
�- 8. New-eftd-ex4st fig All antenna structures shall be maintained in
good repair at all times. Failure to comply with the safety
standards established in Section 2308 of the Building Code shall
be cause for revokation of the permit.
81- 9. Antenna systems that are "non-conforming prior uses" shall be re-
quired to conform to the 16 14 square foot combined total array
envelope size when existing antennas are replaced with new arrays.
This does not apply to arrays that are removed for maintenance
and/or repair and then are reinstalled, nor does it require that
the antenna structure height requirement be met. An antenna permit
shall be required on a no fee basis.

"Glossary Antenna Structure -- Antenna Structure shall mean a receiving
and/or transmitting aerial for the purpose of reception or
transmission of electromagnetic radiation normally referred to
as radio waves and shall include supports and systems (tower,
mast, antenna array, guy wires, anchors).
Antenna Array -- That portion of an Antenna Structure that is
directly (both actively and passively) responsible for the
detection or transmission of radio waves.
Array Envelope Size -- The summation of the plane projections of
all parts of the Antenna Array and including that portion of the
support called the mast to which the antennas are mounted as
calculated by the method of the Electronic Industries Association
(EIA) Standard RS -222-B, December 1972. The array envelope size
shall be expressed in square feet (ft.2).
