PC RES 1977-008 410 411 RESOLUTION NO. 77-8 (P .C . ) A RESOLUTION OF THE PLANNING COMMISION OF THE CITY OF RANCHO PALOS VERDES APPROVING TENTATIVE PARCEL MAP NO. 6862 WHEREAS , Tentative Parcel Map No. 6862 has been filed for a . 94 acre lot, located at 29075 Palos Verdes Drive East , which would create two (2) lots , identified as Parcel 1 and Parcel 2 , each having an area of at least 20, 000 square feet; and WHEREAS the Planning Commission has reviewed this matter at a Public Meeting on January 11 and April 12 , 1977 and has approved, subject to stated conditions ; and NOW, THEREFORE , THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS : Section 1 . That Tentative Parcel Map No . 6862 is consistent with the General Plan. Section 2 . That the proposed use of the lots is for single family dwellings and associated uses , which is compatible with the objectives , policies , and general land use specified in the General Plan . Section 3 . That the site is physically suitable for the potential type of development and density proposed , and will not result in substantial environmental damage , based on compliance with the City' s Development Code , the General Plan, and the California Environmental Quality Act (CEQA) . Section 4. That the division of land and associated improve- ments will not be materially detrimental to property values , jeopardize , endanger, or otherwise constitute a menace to the public health, safety or general welfare of persons or properties in the surrounding area, nor will it adversely affect the peace , health, safety or general welfare of the area, since conditions of approval are required. Section 5 . There are no public easements which will be inter- fered with by this division of land. Section 6. For the foregoing reasons , the Planning Commission of the City of Rancho Palos Verdes hereby grants approval of Tentative Parcel Map No. 6862 , subject to the attached conditions marked Exhibit "A" , which are necessary to protect the public health, safety, and general welfare in the area . This Tentative Parcel Map shall expire one year from date of approval. 2. Prior to the issuance of building permits, plans must be approved to eliminate the sheet overflow and ponding or elevate the floors of the buildings with no openings in the foundation walls to at least twelve inches above the finished pad grade and to provide for contributory drainage from adjoining properties. 3. All lots shall be served by adequately sized water system facilities, which shall include fire hydrants of the size and type and location as determined by the Fire Chief. The water mains shall be of sufficient size to accommodate the total domestic and fire flows required for the land division. Domestic flows required are to be determined by the City Engineer. Fire flows required are to be determined by the Fire Chief. 4. At the time the final land division map is submitted for checking, plans and specifications for the water system facilities shall be submitted to the City Engineer for checking and approval, and shall comply with the City Engineer's standards. Approval for filing of this land division is contingent upon approval of plans and specifications mentioned above. If the water system facilities are not installed prior to the f1liAg of this land division, the subdivider must also submit a labor and materials bond in addition to either: a. An agreement and a faithful performance bond in the amount estimated by the City Engineer guaranteeing the installation of the water system, or b. An agreement and other evidence satisfactory to the City Engineer indicating that the subdivider has entered into a contract with the serving water utility to construct the water -system, as required, and has deposited with such water utility security guaranteeing payment for the installation of the water system. 5. There shall also be filed with this Division a statement from the water purveyor indicating that the proposed water mains and any other required facilities will be operated by the purveyor and that, under normal operating conditions, the system will meet the requirements for the land division. 6. A final parcel map prepared by, or under the direction of, a registered civil engineer or licensed land surveyor must be processed through this Department prior to being filed with the County Recorder, unless waived in accordance with the Subdivision Map Act. 7. Provide a minimum width of 15 feet for the flag strip serving Parcel 1. • Exhi "A" TT#6862 pag 8. Provide proof of access to the subdivision and delineate said access on the final map. 9. If signatures of record title interests appear on the final map, submit a preliminary guarantee. A final guarantee will be required at the time of filing of the parcel map with the County Recorder. If said signatures do not appear on the final map, a preliminary title report/guarantee is needed that covers the area showing all fee owners and interest holders. The account for this preliminary title report/guarantee should remain open until the final parcel map is filed with the County Recorder. 10. Prior to submitting the parcel map to the City Engineer for his examination pursuant to clearances from all affected departments and divisions, including a clearance from the Subdivision Section of Mapping Division of --the County Engineer for the following items: mathematical accuracy, survey analysis, correctness of certificates and signatures, etc. 11. Private sewage disposal system shall be installed and maintained in compliance with local codes and ordinances. 12. The private driveways shall be indicated on the final map as "fire lanes" and shall be maintained in accordance with the City Fire Code. 13. A parkland dedication fee of $848.00 shall be paid to the City prior to approval of the Final Parcel Map. 14. Prior to recordation, comply with Section 66493-C (relative to Special Assessments) of the State Subdivision Map Act. 15. Prior to recordation, a bond shall be posted guaranteeing the installation of a paved driveway to Parcel 2, via the pole portion of said parcel. 16. Sewer easements are tentatively required, subject to review by the City Engineer, to determine the final locations and requirements. 17. Prior to issuance of Building Permits for Parcel 2, require re- location (Per Code) or elimination of the existing stable. 18. The recommendations of the consultant, Lockwood Singh and Associ- ates, should be followed for issuance of grading or building permits.
