RESOLUTION NO. 77-01
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF RANCHO PALOS VERDES GRANTING A CONDITIONAL
USE PERMIT FOR THE CONSTRUCTION OF RESIDENTIAL
QUARTERS FOR AN EDUCATIONAL FACILITY IN AN
INSTITUTIONAL ZONE
WHEREAS, the Salvation Army has requested a Conditional Use Permit for
the construction of nine residential structures, which are intended to
house officer training personnel, at 30804 Hawthorne Boulevard in an
institutional zone; and
WHEREAS, after notice issued pursuant to the provisions of the City' s
Development Code, public hearings were held on November 23, December 13 ,
December 28, 1976 , and January 11, 1977 , at which time all interested
parties were given an opportunity to be heard and to present evidence.
NOW, THEREFORE, the Planning Commission of the City of Rancho Palos Verdes
does hereby find, determine and resolve as follows:
Section 1: That the proposed residential structures are permitted in an
institutional zone, since they are part of and necessary to the function
of the educational facility, subject to a Conditional Use Permit.
Section 2 : That the site is served by Hawthorne Boulevard, Palos Verdes
Drive South, and a private access road, all of which are designed to carry
the type and quantity of traffic generated by the proposed use.
Section 3 : That the subject use, with the safeguards and conditions
imposed by this permit will cause no significant adverse effects to adjacent
properties or the permitted uses thereof.
Section 4 : That the subject use is in conformance with the General Plan
which designates the site for an institutional use.
Section 5: That, given the project' s location, design, adjacent uses, and
lot configuration and size, the site is adequate to accommodate the pro-
posed use.
Section 6: For the foregoing reasons, the Planning Commission of the
City of Rancho Palos Verdes hereby grants approval of Conditional Use
Permit No. , 20, subject to the conditions found in Exhibit "A" , which are
necessary to protect and preserve the health, safety; and general welfare
in the area.
APPROVED and ADOPTED this 11th day of January ,1977 .

EXHIBIT "A"
1. All final site, building, landscaping, irrigation, lighting,
and grading plans shall be approved by the Director of Plan-
ning prior to issuance of construction permits.
2. That prior to final approval, plans be submitted to the Fire
Department for review and that applicable recommendations be
met (such as hydrant requirements, etc.).
3. That a cross section (detail) of the proposed access road be
submitted and approved by the Director of Public Works.
4. That all on -street parking bays be a minimum of eight feet
by twenty-four feet (8' x 241) or equal.
5. That all outdoor lighting conform to the lighting standards
in Section 9683 of the Development Cod6-.
6. That future development (which requires grading) in the
"sphere of influence" be prohibited unless such grading is
minor in scope -and/or necessary for low intensity activities,
as established in the Salvation Army's Master Plan for the
facility.
7. That approval of this conditional use permit is in no way
intended to conceptually or officially approve other activi-
ties proposed on the Salvation Army's master plan, which was
presented during public hearing.
