PC RES 1976-004RESOLUTION NO. 76-4 (P.C.) A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES APPROVING TENTATIVE PARCEL MAP NO. 6467 WHEREAS, Tentative Parcel Map No. 6467 has been filed, which would split the existing lot located at 30419 Miraleste Drive into four lots, Identified as Parcels 1, 2, 3, and 4, each having a minimum area of 29,000 square feet; and WHEREAS, pursuant to the Subdivision Ordinance, the Planning Commission received the map on June 10, 1976; NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS: Section 1. That Tentative Parcel Map No. 6467 does not violate the standards for tentative subdivision maps as promulgated in Section 91012-A of the Rancho Palos Verdes Subdivision Ordinance. Section 2. That Tentative Parcel Map No. 6467 is in com- pliance with the Development Code of the City of Rancho Palos Verdes. Section 3. For the foregoing reasons, the Planning Commission of the City of Rancho Palos Verdes hereby grants approval of Tenta- tive Parcel Map No. 6467, subject to the conditions and restrictions marked "Exhibit A", which are necessary to protect and preserve the health, safety, and general welfare in the area. This approval expires twelve (12) months from the date of ap- proval of this parcel map by the Rancho Palos Verdes City Council. 2. The ingress -egress easement shown on the tentative map shall be delineated on the final parcel map and labeled as a named pri- vate driveway. 3. Prior to recordation, a bond shall be posted guaranteeing the installation of at least 20 feet of pavement within the private driveway serving all four (4) parcels, with 26 feet of pave- ment adjacent to the required fire hydrant for a linear distance of 25 feet on both sides of the hydrant. 4. A maintenance agreement for this private drive shall be approved by the City and recorded in the deeds of each of the four (4) lots. 5. Prior to recordation, comply with Section 66493-C (relative to special assessments) of the State Subdivision Map Act. 6. Easements shall not be granted or recorded within areas proposed to be granted, dedicated, or offered for dedication for public streets or highways, access rights, building restriction rights, or other easements until after the final parcel map is filed with the County Recorder, unless such easements are subordinated to the proposed grant or dedication. If easements are granted after the date of tentative approval, a subordination must be executed by the easement holder prior to the filing of the final parcel map. A final parcel map prepared by or under the direction of a regis- tered civil engineer or licensed land surveyor must be processed ' `through the Mapping Division of the City Engineer prior to being '=filed with the County Recorder. Prior to submitting the parcel map to the City Engineer for his examination pursuant to Section 66450 of the Government Code, obtain clearances from all affected departments and divisions, including a clearance from the Subdivision Section of Mapping Division of County Engineer for the following mapping items: mathematical accuracy, survey analysis, and correctness of certificates and signatures. Submit a preliminary parcel map guarantee if grants, dedications, or offers of dedication are to be made by certificate on the parcel map. A final parcel map guarantee will be required at the time of filing of the parcel map with the County Recorder. 7. Approval of this land division is contingent upon the installa- tion and dedication of local main line sewers and separate house laterals to serve each lot of the land division for Parcels 2, 3, and 4. The subdivider shall consult the Sanitation Division of the De- partment of City Engineer to determine the sewer design require- ments. Easements are tentatively required, subject to review by the City Engineer to determine the final locations and requirements. Assessment No. 103 of County Improvement No. 2371, according to our record, is not paid and if a final map is filed, all out- standing assessments must be paid prior to filing. 8. The grading plan must be approved by the City Engineer prior to filing of a final map. Prior to issuance of building permits, submit a soil engineer's report on the expansive properties of soils, as such soils are de- fined by Building Code Section 2904-(b) on all building sites in the proposed subdivision. 9. All lots shall be served by adequately sized water system facil- ities, which shall include fire hydrants of the size and type and location as determined by the Fire Chief. The water mains shall be of sufficient size to accommodate the total domestic and fire flows required for the land division. Domestic flows required are to be determined by the City Engineer. Fire flows required are to be determined by the Fire Chief. At the time the final land division map is submitted for checking, plans and specifications for the water system facilities shall be submitted to -the City Engineer for checking and approval, and shall comply with the City Engineer's standards. Approval for filing of this land division is contingent upon approval of plans and specifications mentioned above. If the water system facilities are not installed prior to the filing of this land division, the subdivider must also submit a Labor and Materials Bond in addition to either: a. An Agreement and a Faithful Performance Bond in the amount estimated by the City Engineer guaranteeing the installation of the water system, or b. An Agreement and other evidence satisfactory to the City Engi- neer, indicating that the subdivider has entered into a con- tract with the serving water utility to construct the water system as required and has deposited with such water utility security guaranteeing payment for the installation of the water system. There shall also be filed with the Waterworks and Utilities Division of the City Engineer a statement from the water purveyor indicating that the proposed water mains and any other required facilities will be operdtdd by the purveyor and that under normal operating conditions, the system will meet the requirements for the land division. The Fire Chief's Office requests that two (2) fire hydrants with 6" x 4" x 21/2" heads, James Jones No. 3708 or approved equal, six inch diameter lateral, six inch gate valve, and six inch diameter riser or bury be installed -- one to upgrade the existing fire hydrant located on the west side of Miraleste Drive, approximately 700 feet north of Chandeleur Drive, and the other a new fire hydrant on the north side of the proposed easement, approximately 300 feet west of Miraleste Drive, or at such other location as may be acceptable to the Fire Chief's Office. The Fire Chief's Office advises that under normal operating condi- tions, the fire flow for this land division map is to be 1250 gpm for a duration of two (2) hours at 20 psig residual. 10. Prior to filing the final land division map, the following condi- tions must be fulfilled: a. The final map must be approved by the Engineering Geology Section to assure that all geologic factors have been properly evaluated. b. A grading plan must be approved by the Engineering Geology Section. This grading plan must be based on a detailed engi- neering geology report and/or soils engineering report and must be specifically approved by the geologist and/or soils engineer and show all recommendations submitted by them. It must also agree with the tentative map and conditions as ap- proved by the Planning Commission. All buttresses over 25 feet high must be accompanied by calculations. c. All geologic hazards associated with this proposed develop- ment must be eliminated or delineate a restricted use area approved by the consultant geologist to the satisfaction of the Engineering Geology Section and dedicate to the City the right to prohibit the erection of buildings or other structures within the restricted use areas. Special Conditions: The corrective work recommended by the soil engineer for the uncompacted fill must be completed or bonded for prior to recordation. 11. Provide water mains, fire hydrants, and fire flows as required by the County Forester and Fire Warden for all land shown on the map to be recorded. Provide unobstructed fire protection access easements as required by the Forester and Fire Warden. Where driveways extend further than 150 feet and are of single ac- cess design, turnarounds suitable for fire protection equipment use shall be provided and shown on the final map. Turnarounds shall be designed, constructed and maintained to insure their integ- rity for fire department use. The private driveways shall be indicated on the final map as "FIRE LANES" and shall be maintained in accordance with the Los Angeles County Fire Code Ordinance No. 2947. Minimum requirements: 20 -foot paved driveway, 26 feet wide adjacent to the fire hydrant for a linear distance of 25 feet on both sides of the hydrant. 12. Parks and Recreation in lieu fees of $2,725.98 shall be paid to the City.
