RESOLUTION NO. 76-3 P.C.
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF RANCHO PALOS VERDES APPROVING TENTATIVE PARCEL
MAP NO. 6660
WHEREAS, Tentative Parcel Map No. 6660 has been filed, which
would split the existing lot located at 77 Headland Drive into two
lots identified as Parcel 1 and Parcel 2 , each having a minimum area
of 29, 000 square feet; and
WHEREAS, pursuant to the Subdivision Ordinance, the Planning
Commission received the map on May 11, 1976;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS :
Section 1. That Tentative Parcel Map No. 6660 does not violate
the standards for tentative subdivision maps as promulgated in
Section 91012-A of the Rancho Palos Verdes Subdivision Ordinance.
Section 2 . That Tentative Parcel Map No. 6660 is in compliance
with the Development Code of the City of Rancho Palos Verdes.
Section 3. For the foregoing reasons, the Planning Commission
of the City of Rancho Palos Verdes hereby grants approval of Tenta-
tive Parcel Map No. 6660 , subject to the conditions and restrictions
marked "Exhibit A" , which are necessary to protect and preserve the
health, safety, and general welfare in the area.

c. The usage of the lots may be limited by the size and type of
sewage systems that can legally be installed.
d. Domestic water will be supplied by California Water Service
Company.
This approval relates only to the minimum requirements of the
Plumbing Code and does not include an evaluation of geological
problems.
13. Provide water mains, fire hydrants , and fire flows as required by
the County Forester and Fire Warden for all land shown on the map
to be recorded.
Provide unobstructed fire protection access easements as required
by the Forester and Fire Warden.
Where driveways extend further than 150 feet and are of single ac-
cess design, turn-arounds suitable for fire protection equipment
use shall be provided and shown on the final map. Turn-arounds
shall be designed, constructed and maintained to insure their
integrity for fire department use.
The private driveways shall be indicated on the final map as
"FIRE LANES" and shall be maintained in accordance with the Los
Angeles County Fire Code Ordinance No. 2947.
Provide 15 foot paved driveway to flag lot.
14 . The City shall be supplied a reproducible copy of the final map.
15. A waiver be signed and submitted not opposing any future sewer
assessment district formation.
EXHIBIT "A"
. This approval expires 12 months from the date of approval of
this parcel map by the Rancho Palos Verdes Planning Commission.
2. No violation of sewer discharge requirements shall occur per
Section 66474.6 of the Subdivision Map Act.
3. Park and Recreation fees of $460.42 are required.
4. Provide a 10 foot on-site ingress -egress fee easement to Parcel 2
(along the south line of Parcel 1) along with proof of a 10 foot
off-site easement directly contiguous to the above mentioned
strip and delineate the entire 20 feet on the final parcel map.
These easements are to be reserved in documents for the use of
all parcels and so noted on the parcel map.
5. Prior to recordation, post a bond with the City of Rancho Palos
Verdes guaranteeing the paving of the ingress -egress easement to
the rear parcel with a minimum of fifteen feet.
6. Prior to recordation, comply with Section 66493-C (relative to
special assessments) of the State Subdivision Map Act.
7. Easements shall not be granted or recorded within areas proposed
to be granted, dedicated, or offered for dedication for public
streets or highways, access rights, building restriction rights,
or other easements until after the final parcel map is filed with
the County Recorder, unless such easements are subordinated to the
proposed grant or dedication. If easements are granted after the
date of tentative approval, a subordination must be executed by
the easement holder prior to -the filing of the final parcel map.
A final parcel map prepared by, or under the direction of, a Reg-
istered Civil Engineer or Licensed Land Surveyor must be processed
through the City Engineer - Mapping Division prior to being filed
with the County Recorder.
Prior to submitting the parcel map to the City Engineer for his
examination pursuant to Section 66450 of the Government Code,
obtain clearances from all affected Departments and Divisions including
a clearance from the Subdivision Section of Mapping Division of County
Engineer for the following mapping items: mathematical accuracy,
survey analysis, and correctness of certificates and signatures.
Submit a preliminary parcel map guarantee if grants, dedications
or offers of dedication are to be made by certificate on the
parcel map. A final parcel map guarantee will be required at the
time of filing of the parcel map with the County Recorder.
8. A geology and/or soil engineering report may be required prior to
approval of building or grading plans.
9. The property in and adjacent to natural drainage courses is subject
to flood hazard. Portions of the property are subject to sheet
overflow and high velocity scouring action. Drainage plans and
necessary support documents to comply with the following require-
ments must be approved prior to filing of a final map:
a. Provide drainage facilities to remove the flood hazard to the
satisfaction of the City Engineer and dedicate and show the
necessary easements on the final map, or
b. Place a note of flood hazard to the satisfaction of the City
Engineer on the final map and dedicate to the City the right
to restrict the erection of buildings or other structures
within those portions designated as areas subject to flood
hazard.
c. Show and label all natural drainage courses unless they are
replaced by drainage facilities.
d./ No building permits will be issued for lots subject to flood
hazard until adequate drainage facilities protecting those
lots are operable as determined by the City Engineer.
10. All lots shall be served by adequately sized water system facili-
ties which shall include fire hydrants of the size and type and,
location as determined by the Fire Chief.
The water mains shall be of sufficient size to accommodate the
total domestic and fire flows required for the land division.
Domestic flows required are to be determined by the City Engineer.
Fire flows required are to be determined by the Fire Chief.
If the water system facilities are not installed prior to the
filing of this land division, the subdivider must also submit
a Labor and Materials Bond in addition to either:
a. An Agreement and a Faithful Performance Bond in the amount es-
timated by the City Engineer guaranteeing the installation of
the water system, or
b. An agreement and other evidence satisfactory to the City En-
gineer, indicating that the subdivider has entered into a
contract with the serving water utility to construct,the water
system as required, and has deposited with such water utility
security guaranteeing payment for the installation of the
water system.
There shall also be filed with the City Engineer - Waterworks and
Utilities Division a statement from the water purveyor indicating
that the proposed water mains and any other required facilities
will be operated by the purveyor and that under normal operating
conditions the system will meet the requirements for the land divi-
sion.
One fire hydrant with a 6"x4"x215" head, conforming to AWWA
Standard No. C 503-75, six inch diameter lateral, six inch gate
valve, and six inch diameter riser or bury be installed to upgrade
the existing fire hydrant located on the east side of Headland,
approximately 300 feet north of Palos Verdes Drive East.
The Fire Chief's office advises that under normal operating condi-
tions, the fire flow for this land division map is to be 1250 gpm
for a duration of two hours at 20 psig residual.
11. Prior to the filing of a final map, submit information showing the
location of all private sewage disposal components which are to
remain in use. If any such private sewage disposal system is not
on the same lot or parcel with the building it serves, the proposed
lot line shall be relocated to so provide, or a replacement sewage
disposal system complying with Plumbing Code requirements shall be
provided prior to the division of the land by sale.
12. Although sanitary sewers are not available to serve the area covered
by Parcel Map 6660, the Los Angeles County Department of Health Service:
has no objection to approval on the condition that:
a. The private sewage disposal systems be installed in compliance
with Los Angeles County Ordinances No. 2269 and No. 7583.
b. If, for any reason, it is found that the requirements of the
Plumbing Code cannot be met on either of the proposed lots,
the Los Angeles County Department of Health Services will
recommend that no building permit be issued for the construc-
tion of homes on such lots.
