ADJOURNED MEETING
JUNE 28, 1998
CALL TO ORDER
The meeting was called to order at 2 10 P M. by Chairman Clark at the Ocean
Trails project site.
ROLL CALL
Present Commissioners Alberio, Lyon, and Vannorsdall, Vice Chairman
Cartwright, and Chairman Clark
Commissioner Paris arrived at 2.20 P M and Commissioner
Slayden arrived at 2.45 P.M. respectively
Absent None.
Also present were Assistant City Manager Petru, and Recording Secretary Morreale
from the City and Mr Zuckerman and Mr. Pallinger representing Ocean Trails LP
At the project site, Mr. Zuckerman displayed a photoboard of the proposed
clubhouse and the maintenance facility. He stated that the ridgeline line of the roof
was proposed at approximately 33' high and that an increase in the square footage
in the size of the clubhouse was proposed to 33,000 square feet Mr Zuckerman
stated that this was upon the request of their golf management company (Western
Golf) to enable them to properly operate the facility Mr. Zuckerman informed the
public and the Commission that the maximum occupancy for the banquet and the
restaurant facilities would remain the same with no modifications proposed for the
parking lot surrounding the clubhouse. Mr Zuckerman pointed -out the flagged -pole
at the project site which represented the highest point of the roof of the clubhouse
and stated that the clubhouse would not impose a view impairment for the
surrounding neighborhood.
In regards to the maintenance facility, Mr Zuckerman stated that the pad elevation
would not change from the approved plans, but stated that the building would be
relocated and the proposed size of the building would be increased. He stated that
the proposed building was now modified to an elongated building which was tucked
into the back of the slope The parking lot would be reconfigured to be located
between the building and Paseo Del Mar Mr Zuckerman stated that there was a
retaining wall at the rear of the building and that noise issues would be mitigated
since the building only opened to one side Mr Zuckerman stated the reason for
the increase in square footage in the size of the maintenance facility was to provide
sufficient space to store their equipment inside rather than outside of the building
Assistant City Manager Petru clarified to the Commission and the public that the
view sections presented by the developer were not accurate and did not represent
the actual view impact of the clubhouse
Chairman Clark asked the public if they had questions for the developer regarding
the proposed project.
Mr. Raymond Green, 3200 La Rotunda Drive, asked what the elevation of the
natural grade was compared to the building pad height of the clubhouse Mr
Zuckerman replied it depended on what side of the building you stood at, since the
natural grade at the front of the lower pad was probably about 204' and the back of
the lower pad was about 200'. The difference between natural and finished grade
would be approximately five feet above
Mr. Herb Hyatt, 32424 Aqua Vista Drive, stated that the original clubhouse and
parking lot was situated close to Palos Verdes Drive South and that the Seacliff
Hills Homeowners Association fought strenuously to relocate the building so that it
would not impact their view
Ms. Sharon Solari, 4035 Palos Verdes Drive South, stated that the majority of the
surrounding neighbors requested the developer to flag the proposed clubhouse to
show how high the proposed project would be and if it would effect their views of the
coastline and the ocean She felt that the single pole required by the Planning
Commission was adequate for this purpose
Mr. Walter Watson 3938 Exultant Drive, asked if all of the proposed home sites
were approved in regards to height and location or if any of these homes had
relocated and changed their height modifications. Assistant City Manager Petru
replied that the pad heights and maximum building heights were established in
1992, but were slightly modified in one area when the clubhouse was relocated in
1994
Ms. Elizabeth Sax, 4022 Admirable Drive, asked if the developer could explain the
process that he used to determine the grading and the height of the proposed
homes to be developed Mr Zuckerman replied that they followed all procedures as
required by the City This included filing an Environmental Impact Report, attending
all hearings, obtaining Conditional Use Permits, and obtaining a development
agreement over a period of years from the City

Chairman Clark reminded the public that the proposed homes were not open for
discussion at this time
Mr. Bror Dahlberg 3200 La Rotunda Drive, asked if the decision to construct a
silhouette for the clubhouse would be determined at the July 14, 1998 Planning
Commission meeting Chairman Clark replied that at the regular meeting of June
23, 1998, the Commission discussed the construction of poles at the subject site to
represent the highest point of the clubhouse Chairman Clark suggested that, after
the Commission, Staff, and the public tour the perimeter of the area of the proposed
maintenance building and visit the homes of the neighbors who invited them over to
see the view towards the clubhouse, the Commission will take a vote on whether or
not to construct a silhouette
The Commission, Staff, and members of the public toured the proposed facility and
viewed the proposed golf course from the subject site
At the site of the proposed maintenance facility, Mr. Zuckerman stated that the
location of the building sat back into the slope and that the height of the building
was approximately 26' high
Mr. Herb Hyatt, 32424 Aqua Vista Drive, asked what was the height of the retaining
wall at the rear of the maintenance building and Mr Pallinger replied approximately
5' high
Mr. Raymond Green, 3200 La Rotunda Drive, asked about the hours of operation
for construction and Mr. Pallinger replied that the operation hours were governed by
the City Municipal Code Assistant City Manager stated that hours were indicated in
the Conditional Use Permit and that she would contact him after the meeting to
clarify the hours
Mr. Herb Hyatt 32424 Aqua Vista Drive, stated that although a retaining wall was
proposed at the rear of the maintenance building he asked if there would be any
noise impact from the maintenance building Commissioner Vannorsdall replied
that he did not believe that there would be noise impacts since the maintenance
building was set back into the slope and the doors faced away from the existing
residences.
Mr John Hamilton, 32214 Schooner Drive, asked if the developer anticipated
planting trees along Palos Verdes Drive South and Mr. Zuckerman replied that they
were not allowed to plant trees at that location Ms Petru confirmed that the
conditions of approval restricted the height of vegetation on the project site

Commissioner Lyon moved to not require the developer to construct a full
silhouette framing at the subject site. The motion was seconded by
Commissioner Vannorsdall and passed by a roll -call vote, (4-3) with
Commissioner Paris, Vice Chairman Cartwright, and Chairman Clark
dissenting.
Commissioner Paris suggested to require the developer to add two additional poles
depicting the visual length and width of the proposed clubhouse The motion died
due to lack of a second
Vice Chairman Cartwright moved to require the developer to add three
additional poles to depict the length of the proposed clubhouse as viewed in
the directions from the north, east, west, and south. The motion was
seconded by Chairman Clark and passed by a roll -call vote, (4-3) with
Commissioners Alberio, Lyon, and Vannorsdall dissenting.
Chairman Clark informed the public that discussion and consideration for this item
would continue at the meeting of July 14, 1998

At 3:40 P.M. Commissioner Alberio moved to adjourn the meeting to the next
regular meeting on July 14, 1998. The motion was seconded by
Commissioner Slayden and passed.
