PC MINS 19970722CITY OF RANCHO PALOS VERDES PLANNING COMMISSION REGULAR MEETING JULY 22, 1997 CALL TO ORDER { APPROVED 8/12/97 The meeting was called to order at 7.04 P M by Chairman Vannorsdall at the Hesse Park Community Building, 29310 Hawthorne Boulevard FLAG SALUTE The Pledge of Allegiance was led by Principal Planner Rotas ROLL CALL Present Commissioners Alberio, Cartwright, Clark, Slayden, Vice Chairman Whiteneck, and Chairman Vannorsdall Absent Commissioner Ng (excused) Also present were Principal Planner Rous, Associate Planner Pfost, Assistant Planner Ward, and Recording Secretary Atuatasi APPROVAL OF AGENDA Commissioner Alberio moved to approve the agenda as presented. The motion was seconded by Vice Chairman Whiteneck and passed, (6-0). COMMUNICATIONS Staff Principal Planner Rotas distributed copies of the revised Staff Report regarding Agenda Item No 3 (Variance No 426 and Site Plan Review No. 8040) Commission Chairman Vannorsdall informed the Commission and Staff that he had contacted Managing Editor Michelle Fisher at Palos Verdes Peninsula News regarding coverage for the upcoming Planning Commission meetings. He suggested that Staff facsimile copies of the Planning Commission agendas to the attention of Chris Boyd at Palos Verdes Peninsula News CONSENT CALENDAR Minutes of June 24, 1997 Commissioner Cartwright requested that an insertion be made on page 3, paragraph 2, line 1 to read as, 'Commissioner Cartwright agreed with Commissioner Ng's remarks and stated that...'. Vice Chairman Whiteneck moved to approve the Minutes as amended. The motion was seconded by Commissioner Clark and passed, (3-0-3) with Commissioners Alberio and Slayden and Chairman Vannorsdall abstaining since they were not present at the June 24, 1997 meeting. 2 Minutes of July 8, 1997 Vice Chairman Whiteneck moved to approve the Minutes as presented. The motion was seconded by Commissioner Alberio, (5-0-1) with Commissioner Clark abstaining since he was not present at the July 8, 1997 meeting. PUBLIC HEARINGS 3 Variance No 426 and Site Plan Review No. 8040; Tony Adair, 2029 Trudie Drive. Chairman Vannnorsdall read aloud the requested action and Staffs recommendation for this item. Commissioner Alberio moved to waive the reading of the Staff Report, seconded by Commissioner Slayden and passed, (6-0). Chairman Vannorsdall declared the Public Hearing opened with no objection from the Commission and then asked if there were any speakers for this item. Mr. Will Basilio. (applicant's architect), 4825 Torrance Boulevard, #6, Torrance, CA, 90503, stated that he was present that evening to answer any questions that the Commission might have. With no objection from the Commission, Chairman Vannorsdall declared the Public Hearing closed. Chairman Vannorsdall asked the Commissioners if they desired to discuss this item PLANNING, COMMISSION MINUTES July 22, 1997 Page 2 Commissioner Slayden stated that this case was a good example of physical constraints that are present in the annexed area in the City The Commission would have to accept the existing conditions and attempt to making the situation better Mr. Slayden supported Staffs recommendation Commissioner Cartwright agreed with Commissioner Slayden's remarks and stated that the requested action would be an enhancement to the property and improvement to the community He too, supported Staffs recommendation Commissioner Clark had no further comments Commissioner Albeno concurred with the comments from Commissioners Slayden and Cartwright Vice Chairman Whiteneck had no further comments, but did inquire if this area was ever considered for an overlay district Principal Planner Rous stated that the Eastview Area was previously discussed as a potential overlay district, however, he mentioned that there was no such project moving forward at that time Chairman Vannorsdall had no comments regarding the proposed project and asked the Commission for a motion regarding this item Commissioner Whiteneck moved to accept Staffs recommendation to adopt P.C. Resolution No. 97-36, thereby approving Variance No. 426, subject to conditions and approved Site Plan Review No. 8040, via Minute Order. The motion was seconded by Commissioner Alberio and passed, (6-0). Chairman Vannorsdall noted the 15 -day appeal period 4. Tentative Parcel Map No. 24235 and Grading Permit No. 1974; Doug Maupin, 24235 Palos Verdes Drive East. Associate Planner Pfost presented the Staff Report and stated that the applicant requested the subdivision of an existing lot into two lots and also requested grading on the subject site for a new driveway and retaining wall. Mr. Pfost stated that the proposed subdivision and grading were consistent with General Plan and Development Code findings and criteria, as indicated in the Staff Report, and believed that there would be no significant impacts in the surrounding neighborhood Therefore, Staff recommended approval of the proposed project PLANNING COMMISSION MINUTES July 22, 1997 Page 3 Commissioner Slayden moved to open the Public Hearing, seconded and declared opened by Chairman Vannorsdall. Chairman Vannorsdall asked if there were any speakers for this item. Mr. Douglas Maupin, (applicant), 27601 Palos Verdes Drive East, stated that he had been working on the plans for the proposed project since 1995 He mentioned that he worked together with the adjacent residents towards an agreement regarding the proposed project. Mr Maupin indicated that his neighbors supported his request and that he was present that evening to answer any questions that the Commission might have With no objections from the Commission, Chairman Vannorsdall declared the Public Hearing closed. Chairman Vannorsdall asked the Commissioners if they desired to discuss this item. Commissioner Slayden had no comments pertaining to this item Commissioner Cartwright indicated that he had observed the property and stated that the proposal of the applicant was an enhancement and benefit to the neighborhood. Therefore, he supported Staffs recommendation. Commissioners Clark and Alberio had no comments regarding the proposed project. Neither Vice Chairman Whiteneck nor Chairman Vannorsdall had further comments regarding this item. Commissioner Alberio moved to accept Staffs recommendation to adopt P.C. Resolution No. 97-37, thereby approving Tentative Parcel Map No. 24235 and Grading Permit No. 1974, subject to conditions. The motion was seconded by Commissioner Slayden and passed, (6-0). ITEMS TO BE PLACED ON FUTURE AGENDAS Staff 5 Pre -Agenda for the Planning Commission Meeting of August 12, 1997. PLANNING COMMISSION MINUTES July 22,1997 Page 4 The Commission requested that Staff investigate the potential of creating overlay control districts for the Portuguese Bend Club and Eastview areas of the City to deal with the unique residential development patterns in these areas and agendize this item for the August 12, 1997 meeting. COMMENTS FROM THE AUDIENCE Ms, Lois Latue, 3136 Barkentine Road, distributed Los Angeles Times newspaper articles to the Commission regarding Councilman Marvin Braude`s fight for public access to the beaches Lois stated that she opposed construction on the ancient landslide area and then noted typographical errors in the July 8, 1997 Planning Commission Minutes ADJOURNMENT At 7:54 P.M. Vice Chairman Whiteneck moved to adjourn the meeting, seconded by Commissioner Alberio. There being no objection, the meeting was adjourned by Chairman Vannorsdall.
