PC MINS 19960312APPROVED 3/26/96 CITY OF RANCHO PALOS VERDES PLANNING COMMISSION REGULAR MEETING MARCH 12, 1996 The meeting was called to order at 7 02 P M by Vice Chair Vannorsdall at the Hesse Park Community Building, 29301 Hawthorne Boulevard. The Pledge of Allegiance followed, led by Commissioner Franklin PRESENT Commissioners Alberio, Cartwright, Franklin, Ng, Whiteneck, Vice Chair Vannorsdall ABSENT. Chairman Clark (excused) Also present were. Planning Administrator Petru and Recording Secretary Drasco APPROVAL OF AGENDA Commissioner Alberio moved to accept the agenda, as presented, seconded by Commissioner Whiteneck. Approved, (6-0). COMMUNICATIONS Staff Planning Administrator Petru noted that a memo from Staff had been placed before the Commission regarding Agenda Item No 5 (Grading Permit No 1834), clarifying the approved ridgeline for the accompanying Height Variation No 820 for this property, which was previously approved by Staff Commission. Commissioner Cartwright reported on the landslide tour on Friday, February 23, 1996, led by Dr Perry Ehlig, Charles Abbott, and Senior Planner Rous Commissioner Ng reported on the tour of the residential properties surrounding Wayfarers Chapel on Sunday, February 25, 1996 led by Joan Wright and Bill Griffin, property owners in the area. She suggested that Staff provide the entire Commission with a copy of the landslide map which Mr Griffin had given to her r APPROVAL OF CONSENT CALENDAR MINUTES OF JANUARY 23, 1996 2 MINUTES OF FEBRUARY 3, 1996 3 MINUTES OF FEBRUARY 13, 1996 4 MINUTES OF FEBRUARY 15. 1996 Commissioner Alberio moved to approve all four sets of minutes, with amendments to the Minutes of January 23, 1996 and February 13, 1996, seconded by Commissioner Cartwright. Approved, (6-0). 5 GRADING PERMIT NO. 1834, Jimmy and Nikolina Naumovski, 7420 Alida Place (KK) Commissioner Franklin moved to approve Grading Permit No. 1834, seconded by Commissioner Whiteneck. Approved, (6-0). CONTINUED BUSINESS 6 CONDITIONAL USE PERMIT NO. 185, VARIANCE NO. 388, GRADING PERMIT NO. 1793, AND ENVIRONMENTAL ASSESSMENT NO. 676; Wayfarers Chapel, 5755 Palos Verdes South. (TS) Planning Administrator Petru provided a brief Staff Report, stating that the Chapel was working with Eric Wright, son of the original architect, and that the Chapel would be preparing revised plans. There were also concerns raised by the Planning Commission and the residential neighbors surrounding the subject property which required additional time for analysis by the applicant Therefore, the applicant has requested the item be continued to the meeting of April 23, 1996 Commissioner Franklin expressed concern regarding the level of detail presented to him regarding the stability of the land and requested that more information be provided A discussion ensued among the Commissioners regarding documents furnished in the past and the Commission's role in analyzing geology reports. Planning Administrator Petru stated that all geology reports submitted to the Commission in the past could be made available to any Commissioner who did not keep their original copies PLANNING COMMISSION MINUTES MARCH 12,1996 PAGE 2 Commissioner Franklin moved to have the City Geologist make a presentation to the Commission on the stability of the property at the continued public hearing on April 23, 1996, seconded by Commissioner Ng. The motion passed (4-0-2) on the following roll call vote: AYES: Commissioners Alberio, Ng, Franklin, and Vice Chair Vannorsdall. NOES: None ABSTENTIONS: Commissioners Cartwright and Whiteneck Vice Chair Vannorsdall asked if the applicant was present. Several representative from Wayfarers Chapel were present, but stated that they did not wish to speak at that time Lois Larue, 3136 Barkentine Road, Rancho Palos Verdes, stated that she was encouraged by Commissioner Franklin's questioning of the stability of the land at Wayfarers Chapel and stated that her geologist son did not believe that there should be any development on the Chapel property Commissioner Alberio moved to continue the public hearing to April 23, 1996, seconded by Commissioner Ng. Approved (6-0). PUBLIC HEARINGS 7 ZONE CHANGE NO. 24, Mr and Mrs Murthy, 27 Marguerite Drive (FF) Planning Administrator Petru stated that this item actually should have been placed on the agenda under the heading of Continued Business, as a continued public hearing. She explained that, as anticipated, the landowner had requested that this application be withdrawn Staff was asking the Commission to direct Staff to formally process the request and return the application to the property owner, which would close the matter Commissioner Whiteneck moved to direct Staff to withdraw the application, seconded by Commissioner Cartwright. Approved, (6-0). PLANNING COMMISSION MINUTES MARCH 12,1996 PAGE 3 NEW BUSINESS 8 P C RULES AND PROCEDURES, P C RESOLUTION 92-37 (CP) Commissioner Alberio moved to continue this item to the meeting on March 26, 1996, until after the Commission's attendance at the League of California Cities Planners Institute, anticipating that information will be obtained which will helpful to the review and possible revision of the Rules and Procedures, seconded by Commissioner Whiteneck. Approved, (6-0). STAFF REPORTS • CITY COUNCILi #• REVIEW OF PROPOSED DEVELOPMENT •D The Commission determined that a representative from the Planning Commission should be present to answer questions at each City Council meeting when the Development Code Revisions were being heard. ITEMS TO BE PLACED ON FUTURE AGENDAS Staff* 10. Pre -Agenda for the regular Planning Commission meeting of Tuesday, March 26, 1996 Commissioner Cartwright suggested that the Commission provide information to Staff in reference to the geology presentation for Wayfarers Chapel for the meeting on March 26, 1996. Vice Chair Vannorsdall asked Commissioner Franklin if he would provide a written request to Staff describing his concerns. Commissioner Franklin asked Staff by what date he should submit this information. The motion carried, (6-0), and the meeting was duly adjourned at 7:50 P.M.
