PC MINS 19921121rE. i a MINUTES PLANNING COMMISSION ADJOURNED MEETING NOVEMBER 21, 1992 The meeting was called to order by Chairman Katherman at 9 11 AM at the Forrestal site in Rancho Palos Verdes, California PRESENT. Commissioners Alberio, Hayes, Lorenzen, Mowlds, Vice Chair Byrd and Chairman Katherman. ABSENT. Commissioner Clark. Also present from staff were Director of Environmental Services Dudley Onderdonk, and Senior Planner Joel Rojas. Also present, were Bob Trapp, Mark Sikand, and Scott Kerwin representing the developer, J M Peters In addition, Rancho Palos Verdes citizens were present including Sharon Solari, Tom Schnerk, Jess Morton, and Mr and Mrs Robey After introductions by Chairman Katherman and Director Onderdonk, Senior Planner Rojas provided an overview of Grading Permit No. 1390 and FSEIR Addendum for Tentative Tract Map No 37885, (Forrestal) The Rancho Palos Verdes City Council requested that the Planning Commission consider modifications to previously denied Grading Permit No. 1390 and make recommendations to City Council as part of an out of court legal settlement Both the developer's representative, Mr Trapp, and Senior Planner Rojas provided an overview of grading on the Forrestal site The overview included site visits to the subdivision site which will be subject to considerable initial and remedial grading; the quarry slope which will be benched or stepped back to provide greater safety from rockfalls, and to the quarry bowl site which is the home to several endangered plants. The proposed grading will require considerable cut and fill earth movement but the grading is balanced on the site The cuts on the quarry slope provide greater geologic stability and the fill in the quarry bowl will provide positive drainage to prevent water infiltration into the adjacent landslide The site visit was closed at 10:37 AM on a motion by Commissioner Hayes, seconded by Commissioner Lorenzen The entire matter was continued to the next regular meeting of the Planning Commission scheduled for Nov 24, 1992 at 7.30 PM at Hesse Park.
