PC MINS 19911220VI -1 Ct MINUTES PLANNING COMMISSION SPECIAL MEETING DECEMBER 20, 199 1 The meeting was called to order at 3:15 pm by Robert Benard, Director of Environmental Services at the City Hall, Community Room, 30940 Hawthorne Boulevard. PRESENT Bryd, Hayes, Mowlds, Alberio ABSENT Katherman, Clark, Lorenzen Also present were the City Manager Paul Bussey, City Attorney Carol Lynch, City Clerk Jo Purcell, Director of Environmental Services Robert Benard and Senior Planner Carolynn Petru. SWEARING IN OF PLANNING COMMISSIONERS The City Clerk duly swore in Byrd, Hayes, Mowlds and Alberio as members of the Planning Commission. It was noted that Mr. Alberio will begin his service on the Commission after February 7, 1992. PRESENTATION BY CITY ATTORNEY The City Attorney presented an oral summary on the requirements of the Brown Act and the Fair Political Practices Commission and answered general questions from the commission. A copy of the Brown Act was distributed to each member present. PRESENTATION BY ENVIRONMENTAL SERVICES STAFF The Director of Environmental Services presented an oral summary of the three major coastal projects which are currently pending before the Planning Commission: Subregion 1, Transamerica and Subregion 7 & 8. Commissioner,- Hayes asked staff to determine the distance of her property from Subregion 1 and the eligibility requirements to vote on this project. Commissioner Byrd asked staff to determine the distance of his property from Subregion 7 and the eligibility requirements to vote on this particular project. Copies of the previous staff report, minutes and environmental impact reports for the three major projects were distributed to each member present. The Director of Environmental Services and the Senior Planner presented an oral summary of the Environmental Services Department procedures and the Planning Commission meeting schedule. Copies of the General Plan and Coastal Specific Plan were distributed to each member present. ADJOURNMENT The meeting was adjourned at 4:40 pm.
