PLANNING COMMISSION MEETING
JUNE 11, 1991
The meeting was called to order at 7:33 p.m. by Chairman Von
Hagen at Hesse Community Park, 29301 Hawthorne Boulevard.
PRESENT Commissioners Brooks, Hotchkiss (arrived at 7:40
p.m.), Katherman, McNulty, Chairman Von Hagen
ABSENT None
Also present were Director of Environmental Services Robert
Benard, Associate Planner Terry Silverman, and Assistant Planner
Fabio de Freitas.
COMMUNICATIONS
Commissioner Brooks acknowledged a letter from Sheila Hoff
regarding the status of the Ambergate issue.
CONSENT CALENDAR
A. Minutes of May 14, 1991.
B. P.C. Resolution No. 91-24 approving Variance No. 260 and
Coastal Permit No. 97 located at 6470 and 6450 Seacove.
Commissioner Brooks moved approval of the consent calendar,
Chairman Von Hagen seconded and the motion passed without
objection. (Commissioners Katherman and McNulty abstained from
voting on the minutes as they were not present at the May 14,
1991 meeting.)
PUBLIC HEARINGS
A. VARIANCE NO. 289; Mr. The staff report was waived
and Mrs. Layton Carr, regarding the applicant's
2612 Colt Road request to allow a portion of
a deck to exceed the maximum
allowable projection of 6' over an extreme slope. Staff's
recommendation is to approve the request with conditions.

Assistant Planner Fabio de Freitas indicated the applicant has
agreed to the conditions and no written opposition has been
received. The public hearing was opened.
Applicant Layton Carr, 2612 Colt Road, introduced himself to the
Commission but made no other statement. The public hearing was
closed.
Commissioner McNulty moved the staff recommendation, seconded by
Commissioner Brooks and passed without objection.
B. VARIANCE NO. 295; The staff report was waived
Ms. Stevie Beitsher, regarding the applicant's
28866 Crestridge request to allow construction
into an extreme slope for
additions to an existing residence. Staff's recommendation is to
approve the request with conditions. The public hearing was
opened.
Robert Schulz, 4137 E. 7th, Long Beach, introduced Dr. Joseph
Ford and Ms. Stevie Beitsher and stated they had no objections to
the conditions. The public hearing was closed.
Commissioner McNulty moved the staff recommendation, seconded by
Commissioner Katherman and passed without objection.
CONTINUED BUSINESS

REPORTS
A. STAFF
Director Benard reviewed his memorandum regarding 1991-1992
Planning Conferences, noting that the City Council may establish
a conference attendance policy. He asked that Commissioners let
him know as soon as possible which conference(s) they would like
to attend, and indicated that if a portion of the expenses are
paid by the individuals they may be able to attend two
conferences instead of one.
Director Benard reported that Commissioner Katherman had
asked him to contact Stefanos Polyzoides, who had made a
presentation at the Monterey conference on neotraditional
planning. Consideration was given to scheduling a special
workshop for the City Council and Planning Commission on a

Saturday or an evening during the week, or at 6:00 p.m. on a
Monday or Tuesday evening before the City Council or Planning
Commission meeting.
Commissioner Katherman moved that Mr. Polyzoides be invited
to speak to a joint workshop of the Planning commission and the
City Council to talk about urban design issues, with the date and
time to be at the convenience of the City Council. Commissioner
Brooks seconded and Staff was so directed.
NEW BUSINESS
A. GRADING NO. 1151 - Associate Planner Terry
REVISION 11C11; Tract No. Silverman presented the staff
46422, E.S. Development report regarding the
applicant's request to allow
after -the -fact modification to the previously approved tract
grading plan. Staff's recommendation is to approve the request
with conditions. Ms. Silverman pointed out that inaccuracies in
the original topographic map resulted in adjustments being made
by the contractor to the approved grading plan. Additionally, a
new resolution has been prepared which will correct an error in
the methodology used in creating the original resolutions and
conditions of approval. Ms. Silverman indicated the applicants
are in agreement with the conditions.
Victor Piai, 2615 Pacific coast Highway #217, Hermosa Beach (for
Piai Engineering, representing E.S. Development) offered to
answer any questions.
There was a discussion of a bridal trail easement along the
southern edge of the property, connecting with PV Drive West.
Commissioners Katherman and Brooks expressed concerns about the
easement not being graded out to accommodate the trail, and the
trail not going anywhere.
Kenneth Creal, 220 S. Pacific Coast Highway #109, Redondo Beach,
stated he was one of the developers and owners of the property
and the easement was left for future use once the Trails
Committee and the City complete their design of the whole trail
system.
Commissioner McNulty moved approval of the staff recommendation
to approve the request with conditions. commissioner Hotchkiss
seconded and the motion carried 3-2, with Commissioners Brooks
and Katherman dissenting.
