PLANNING COMMISSION MEETING
OCTOBER 23, 1990
The meeting was called to order at 7:32pm by Chairman McNulty
at Hesse Community Park, 29301 Hawthorne Boulevard.
PRESENT McNulty, Von Hagen, Brooks, Katherman,
Hotchkiss
ABSENT None
Also present were Planning Administrator Curtis Williams,
Senior Planner Carolynn Petru, and Assistant Planner Terry
Silverman. Mr. Williams also introduced new Assistant
Planner Donna Jerex.
COMMUNICATIONS
No communications were reported.
CONSENT CALENDAR
A. Minutes of October 9, 1990
B. CONDITIONAL USE PERMIT NO. 153 -- REVISION (Thrifty Oil)
Commissioner Von Hagen moved approval of the Consent
Calendar, Commissioner Brooks seconded, and the motion
carried without objection.
PUBLIC HEARINGS
A. VARIANCE NO. 271 Assistant Planner Silverman
GRADING NO. 1458 presented the staff report
2104 Velez regarding the applicant's
request to allow construction
of a two -car garage and new retaining wall into an extreme
slope. Staff's recommendation is to approve the application
with conditions. The public hearing was opened.
Roy Nakamura, 2104 Velez, applicant, stated that he accepted
all the conditions as proposed.
The public hearing was closed. Commissioner Brooks inquired
about the letter from a neighbor expressing concern about the
safety of the proposed retaining wall, and Mr. Williams
stated that the neighbor's concerns would be addressed
through Building and Safety requirements.
Commissioner Brooks then moved to accept the staff

recommendation, Commissioner Katherman seconded, and the
motion passed on a unanimous roll call vote.

Senior Planner Petru presented a limited staff report
regarding the applicant's request to change the current
zoning of four acres of Open Space Hazard to Single Family
Residential, two units per acre (RS -2). Staff's
recommendation zs to continue this stem pending completion of
the required environmental review. The public hearing was
then opened.
Karl Wichser, 29610 Island View, spoke against the zone
change, expressing concern about the area's uncompacted fill
dist, and claiming that a local home had suffered cracks
during geologic core sampling. He then presented petitions
opposing the zone change from the Concord Villa HOA.
Don Vannorsdall, 29513 Windport, also spoke against the zone
change, describing displacement in his garage due to settling
of the area's uncompacted fill.
Jim Crowley, 6644 Locklenna, spoke in opposition to the
proposed zone change on behalf of the Locklenna HOA.
Ara Boyajian, 6650 Locklenna, spoke against the zone change,
citing movement of the loose fall dirt and indicated that
when he bought his home the developer stated that this area
was hazardous and unsuitable for development.
Marvin Stein, 6636 Locklenna, voiced opposition to the zone
change, stating that the property was never intended for
development and expressing concern that the building would
negatively affect his property.
Tim Burrell, 4038 Exultant, applicant, noted that the geology
report had been submitted for the project, and also stated
that he would make sure the EIR addressed the concerns
brought up by the speakers.
Commissioner Brooks moved to continue the public hearing as
per the staff recommendation, Commissioner Katherman
seconded, and the motion passed without objection.

COMMISSION REPORTS
Commissioner Brooks reported that she had attended the Pre -
Conference Workshop for Planning Commissioners given by the
LOCO, and that one concern brought up in the workshop was
that City Attorneys should be present at Planning Commission
meetings. Mrs. Brooks stated she felt it was a good idea,
and asked that it be considered.
