MINUTES
PLANNING COMMISSION MEETING
SEPTEMBER 11, 1990
The meeting was called to order at 7:30pm by Chairman McNulty
at Hesse Community Park, 29301 Hawthorne Boulevard.
PRESENT McNulty, Von Hagen, Hotchkiss, Katherman
(arrived 7:35pm)
ABSENT Brooks
Also present were Director of Environmental Services Robert
Benard, Associate Planner Laurie Jester and Assistant Planner
Terry Silverman.
COMMUNICATIONS -- There were no communications.
CONSENT CALENDAR
A. Minutes of August 28, 1990
B. SIGN PERMIT NO. 368 - REV. -- 28901 S. Western Ave.
Planner Jester noted that the applicant was still working on
a redesign of the signs.
Commissioner Von Hagen moved, seconded by Commissioner
Hotchkiss and carried, to approve the consent calendar.
PUBLIC HEARINGS
A. VARIANCE NO. 264 Assistant Planner Silverman
4200 PVDE presented the staff report
regarding the applicant's
request to allow construction of a circular driveway and
parking area whish would cover more than fifty percent of the
required 20 foot setback. Staff's recommendation is to
approve the application with conditions.
The public hearing was opened.
George Shaw, 23727 Hawthorne Blvd., Torrance, architect
representing the applicant, stated he was in agreement with
the conditions of approval.
The public hearing was closed.
Commissioner Katherman inquired if export material from
another site could possibly be used in this project to save
money. Director Benard said he would be able to identify
compatible projects and deliver the information to the
applicant.

Commissioner Von Hagen moved staff recommendation.
Commissioner Hotchkiss seconded the motion, which passed on a
unanimous roll call vote.
B. VARIANCE NO. 267 Associate Planner Laurie Jester
GRADING NO. 1459 presented the staff report
6925 Alta Vista regarding the applicant's
request to allow construction
of a 2500 sq.ft. addition on an extreme slope and 708 cubic
yards of grading for the addition, a pool and remedial work.
The public hearing was opened.
Dirck Kim, 30100 Avenida Esplendida, representing the
applicant, stated that they concurred with the staff
recommendation and conditions.
Commissioner Katherman noted for the record that he was
professionally acquainted with Mr. Kim, but did not perceive
any conflict of interest.
Ms. Jester noted that she had talked with the neighbors on
either side, and neither had expressed any objections to the
proposed project.
The public hearing was closed.
Commissioner Von Hagen moved to adopt the staff
recommendation, Commissioner Katherman seconded the motion,
and it passed on a unanimous roll call vote.
CONTINUED BUSINESS
A. CONDITIONAL USE PERMIT As per the applicant's request
NO. 23 - REV. "PP" to withdraw the application,
GRADING NO. 1388 Chairman McNulty ordered the
32541 Seaciiff Drive request received and filed.
QUESTIONS FROM THE AUDIENCE
Chairman McNulty called for questions from the audience, but
there were none.
APA CONFERENCE: Director Benard noted that the California
chapter of the APA is meeting in Newport and the staff will
attend and report any interesting information back to the
Commission.
LEAGUE OF CALIFORNIA CITIES: Mr. Benard stated that the
annual conference is scheduled for October, and Commissioners
Brooks and Katherman have requested approval for partial

attendance. Director Benard will also be attending.
SUBREGION 1: Mr. Benard said that dates for the pre-
screening workshop on Subregion 1 (PVDW at Hawthorne) will be
suggested to the City Council at their next meeting, and the
Commission will be advised. Mr. Benard also noted that the
application will be complete at the end of the week.
LAURIE JESTER RESIGNATION: Director Benard announced that
Associate Planner Laurie Jester has submitted her resignation
to accept a position as Senior Planner with the City of El
Segundo, and he officially thanked her for all that she had
done. The Commissioners all expressed their thanks as well.
COMMISSION REPORTS
Commissioner Katherman stated that as a Board Member of the
Southern California Planning Congress, he was cordially
inviting the other Commissioners to their 9/27 meeting at the
Golden Lotus, with featured speaker Robert Benard, Coastal
Planning expert.
