PC MINS 19890509M I N U T E S PLANNING COMMISSION MEETING May 9, 1989 The meeting was called to order at 7:30 p.m. by Chairperson Wike at Fred Hesse Community Park, 29301 Hawthorne Boulevard, Rancho Palos Verdes. PRESENT: Von Hagen, Wike, Ortolano, Connolly, McNulty Also present were Environmental Services Director Robert Benard, Plannning Administrator Curtis Williams, Associate Planner Carolynn Petru, Associate Planner Laurie Brigham, Assistant Planner Marcia Smith and Assistant Planner Bonnie Olson. COMMUNICATIONS CONSENT CALENDAR: A. MINUTES OF MARCH 14, 1989. The minutes of this date were approved as amended. B. MINUTES OF MARCH 28, 1989. The minutes of this date were approved as submitted. C. P.C. RESOLUTION NO. 89-23 EXTREME SLOPE PERMIT NO. 13 6404 Via Colinita Assistant Planner Bonnie Olson presented the resolution requesting approval of the Extreme Slope Permit. Motion was made to approve this item as submitted. Passed unanimously. D. P.C. RESOLUTION NO. 89-24 HEIGHT VARIATION NO. 564 6536 Via Siena Associate Planner Laurie Brigham presented the resolution requesting denial of the appeal of Height Variation No. 564 thereby approving the project. Motion was made to approve this item as submitted. Passed with a 3-1 vote (Commissioner McNulty dissented with Commissioner Connolly abstaining). Planning Commission Minutes May 9, 1989 PUBLIC HEARINGS: A. CONDITIONAL USE PERMIT NO. 24 "A" Palos Verdes Panorama Owners Association Calle de Suenos Associate Planner Laurie Brigham presented the staff report recommending denial of a request to allow a gate across Calle de Suenos and approval of the open space reduction and elimination of the easement as modified subject to conditions. Motion was made to approve Staff's recommendations. Passed unanimously. B. COASTAL PERMIT NO. 69 EXTREME SLOPE NO. 12 MINOR EXCEPTION PERMIT NO. 333 92 Yacht Harbor Drive Assistant Planner Marcia Smith presented the staff report recommending approval of a deck measuring 197 sq. ft., extending a maximum of 6 ft. over an extreme slope and encroaching 3 ft. into required 15 ft. rear yard setback. Motion was made to approve Staff's recommendations subject to conditions. Passed unanimously. C. VARIANCE NO. 206 ENVIRONMENTAL ASSESSMENT NO. 553 COASTAL PERMIT NO. 55 Portuguese Bend Club Motion was made to continue this item to the May 23, 1989 meeting. Passed unanimously. D. TENTATIVE PARCEL MAP NO. 20547 ENVIRONMENTAL ASSESSMENT NO. 569 VARIANCE NO. 232, GRADING NO. 1234 46 Rockinghorse Road Motion was made to continue this item to the May 23, 1989 meeting and direct staff to prepare a resolution for approval with conditions. Passed unanimously. E. TENTATIVE PARCEL MAP NO. 18947 ENVIRONMENTAL ASSESSMENT NO. 527 GRADING NO. 1060 South End of Windport Drive Motion was made to withdraw this application upon applicant's request. Passed unanimously. HEIGHT VARIATION NO. 568 - APPEAL 6343 Villa Rosa Assistant Planner Marcia Smith presented the staff report recommending approval of the Variance and the Height Variation appeal subject to conditions. Motion was made to approve this item as submitted. Passed unanimously. CONTINUED BUSINESS NEW BUSINESS: A. HEIGHT VARIATION NO. 574 - APPEAL 4109 Lorraine Assistant Planner Marcia Smith presented the staff report recommending the appeal to be sustained, thereby approving the Height Variation with conditions. Motion was made to approve this item as submitted. Passed unanimously. B. CONDITIONAL USE PERMIT NO. 23 "EE" 2938 Vista Del Mar Associate Planner Laurie Brigham presented the staff report recommending approval of the application for the patios and spa and approve the walkways and fountain subject to conditions.
