PC MINS 198904116 1 - MINUTES PLANNING COMMISSION MEETING The meeting was called to order at 7:35 P.M. by Chairperson Wike at Fred Hesse Community Park, 29301 Hawthorne Boulevard, Rancho Palos Verdes. PRESENT: Von Hagen, Wike, McNulty, Ortolano ABSENT: Connolly Also present were Environmental Services Director Robert Benard, Planning Administrator Curtis Williams, Associate Planner Laurie Brigham, Associate Planner Carolyn Petru, Assistant Planner Marcia Smith, and Assistant Planner Bonnie Olson. CONDITIONAL USE PERMIT No. 23 IIBBII 3447 Palo Vista Drive Chairperson Wike stated that there were no communications received. 1989 The minutes February 28, as submitted. Chairperson Staff Report item. of the meeting held 1989, were approved Wike requested that be presented on this Carolyn Petru, Associate Planner, presented the Staff Report and the recommendation to approve the modifications with conditions. Chairperson Wike requested that under Staff's alternative No. 1A, 90% light and air fencing be included. Chairperson Wike opened the public hearing. Planning Commission Meeting Minutes April 11, 1989 Page 2 The Commission members concurred with this request, but felt that the applicant should be given time to confer with Staff regarding fencing requirements on the property before a decision was made. Commissioner Von Hagen was not in favor of continuing this item and was prepared to vote on the matter. Motion was made by Commissioner Ortolano and seconded by Commissioner McNulty to continue this item until April 25, 1989 to allow staff time to confer with the applicant regarding fencing. Motion passed. Commissioner Von Hagen dissented. V. PUBLIC HEARINGS A. VARIANCE NO. 227 49 1/2 Rockinghorse Staff report was waived. Chairperson Wike opened the public hearing. Motion was made by Commissioner Von Hagen and seconded by Commissioner McNulty to approve Staff's recommendation to continue the application until April 25, 1989. Passed unanimously. 3270 Crownview Drive Assistant Planner Marcia Smith presented the Staff Report and the recommendation that the Commission approve the application subject to conditions in exhibit A, which are as follows: 1. The deck shall not extend more than six feet over the extreme slope. 2. A landscape covenant shall be submitted to the Department of Environmental Services prior to issuance of a building permit. 3. A landscape plan shall be submitted to the Department of Environmental Services for review and approval which shall screen the deck footings from public view from Crownview. 4. The existing deck shall be removed. Planning Commission Meeting Minutes April 11, 1989 Page 3 5. The structure shall be of a color that blends with the natural landscape of the slope. 6. The planters and storage area shall be a dark brown color to match existing planters on the property. 7. This approval shall expire within 180 days unless extended by the Planning Commission. Chairperson Wike opened the Public Hearing. Mr. John Blazevich, 3270 Crownview Drive, the applicant stated that he was in concurrence with Staff' recommendation. The Public Hearing was closed. Motion was made by Commissioner McNulty and seconded by Commissioner Ortolan to approve Staff's recommendation subject to conditions. Passed unanimously. The applicant was informed of the appeal process. C. VARIANCE NO. 231 Coastal Permit No. 66 4104 Palos Verdes Dr. So. Assistant Planner Marcia Smith presented the Staff Report (with a correction to the Staff Report on page 2, Site Project Description section, second paragraph, to indicate "west" and not "east") and the recommendation to deny the application and direct the applicant to redesign the project. Chairperson Wike opened the Public Hearing. Mr. Charles Good, 7323 Via Lorado, RPV, the applicant, stated that his intent was to add to the house in a practical and attractive manner, thereby making the property an asset to the neighborhood, and further noted that by enclosing the garage, the flow of the house would conform to the immediate area. 0 Planning Commission Meeting Minutes April 11, 1989 Page 4 Opponents to the application were the following individuals: Dennis McGrew, 4113 Palos Verdes Drive South, Robert Woulk, 4040 Admirable Drive and Mary Montgomery, 4105 Maritime Road, Portuguese Bend, who, representing the residents of Tract No. 16590 submitted a written statement on their behalf. These individuals expressed concern that second story additions would impact view from their residences. The Public Hearing was closed The Commission members agreed to allow the garage conversion with no objection. Motion was made by Commissioner Ortolano and seconded by chairperson Wike to approve Staff's recommendation to deny the second story addition over the cfaracre. Discussion ensued regarding this request/motion for the addition of a second story to the garage. Commissioner Von Hagen stated that if a view situation exists, there should be an opportunity to examine a more comprehensive view analysis, and stated that he would allow the 15 ft. reductionfor the second story addition if it did not signi antly impair view per the Code. ti L Chairperson Wike indicated that she would not favor a 15 ft. encroachment. The motion to deny the second story addition was restated and a vote taken. Motion passed. Commissioner Von Hagen dissented. The applicant was informed of the appeal process. D. Conditional Use Permit No. I IIBII, Environmental Assessment No. 566 The Staff Report was waived. Ms. Brigham was commended for her work on this project. Chairperson Wike opened the Public Hearing. Mr. J. N. Wright, 19 Rollingwood Drive, RHE, stated that his main concern was the reflection of the lighting generated by the church throughout the evening hours. Koch, Senior Pastor, Ascension Lutheran Church, stated that the lights referred to by Mr. Wright are on timers currently, and come on at dusk and turn off between 11:00 P.M. and midnight. He further noted that these lights are necessary for security reasons, noting that it has been demonstrated that some exterior lighting enhances security. The public hearing was closed. It was recommended by Commissioner Ortolano and Chairperson Wike that the wording of Staff's condition No. 4 be reworded to read: "The church walkways, building and parking lot lights shall be controlled by a timer so that they would turn off no later than midnight." Further, that the language referring to the stained glass window being permitted to remain on at all hours stand. Motion was made by Commissioner McNulty and seconded by Commissioner Von Hagen to approve Staff's recommendation with condition 4 amended as noted above. Passed unanimously. The applicant was informed of the appeal process. E. CONDITIONAL USE PERMIT NO. 144 ENVIRONMENTAL ASSESSMENT NO. 563 SIGN PERMIT NO. 437 VARIANCE NO. 224 REVISION The Staff Report was waived. Motion was made by Commissioner Von Hagen and seconded by Commissioner McNulty to continue the application until April 25, 1989. Passed unanimously. VI. CONTINUED BUSINESS None Planning Commission Meeting Minutes April 11, 1989 Page 6 VII. NEW BUSINESS GRADING NO. 1217 30130 Cartier E The Staff Report was waived. Chairperson Wike opened the Public Hearing. Mr. Norman Yang, 6531 Circle Drive, RPV, stated that he was in concurrence with Staff's recommendation. The Public Hearing was closed. A brief discussion ensued regarding the possibility of the maid's quarters being converted into a second living unit, and it was determined that a covenant be added prohibiting this from happening in the future. Motion was made by Commissioner Von Hagen and seconded by Commissioner McNulty to approve Staff's recommendation Alternative No. 2 with the added covenant. Passed unanimously. The applicant was informed of the appeal process. ADJOURNMENT The meeting was duly adjourned at 10:00 P.M. to April 25, 1989.
