' PLANNING COMMISSION
JULY 12, 1988
The meeting was called to order at 7:35 p.m. by Chairman Connolly
at Besse Park Community Building, 29301 Hawthorne Boulevard.
PRESENT: Ortolano, Von Hagen, Connnolly, NcNulty, Wike
ABSENT: None
Also present were Director of Environmental Services Robert
Benard, Senior Planner Ann Negendank, Assistant Planner Greg Fuz,
and Associate Planner Ben Ortega.
COMMUNICATIONS Chairman Connolly reported that
a number of communications had been
received and would be addressed at
the time the agenda item was heard.
CONSENT CALENDAR Director of Environmental Services
Benard advised the Commission that
Variance No. 189 the communication from John Vanderlip
99 Vanderlip Drive could have an impact on Item IVB and
should not be considered unless a new
hearing was scheduled and noticed.
Chairman Connolly advised Staff that a water tank should be stationed
at Green Hills Memorial Park if there were any complaints of inordinate
amounts of dust as a result of grading for crypt expansion (Item IVC.)
Motion was made by Commissioner Von Hagen and seconded by Commissioner
Wike to approve the Consent Calendar. Motion passed unanimously.
Commissioner McNulty abstained from voting on Item B.
Appeal rights were noted by Chairman Connolly.
Commissioner Wike proposed that the item under New Business follow,
since most of the audience were present to speak to the Draft Environ-
mental Impact Report under Public Hearings.
NEW BUSINESS

Associate Planner Ben Ortega presented
the Staff Report related to this item.
Mr. Ortega noted the following changes that were made to the Staff
Report to reflect as built and existing conditions.
The table on Page 3 of the Staff Report should read:

In addition, the third sentence in paragraph 2 on Page Three of the
Staff Report should read: "This would cause the rear workshop area
to be reduced in depth approximately four feet."
Valerie Marshall, 86 Rockinghorse Road, presented the Commission with
a packet of informational items, including a letter of approval from
the Homeowners Association, and soils and engineering reports. Mrs.
Marshall also reviewed the information contained in the packet, and
stressed that minimal grading will occur and the addition will meet
the existing visual conditions.
Rick Marshall, 86 Rockinghorse Road, in response to a question
*om Commissioner Ortolano, indicated that yucca plants were
moved from the front of the property.
John Hori, 23727 Hawthorne Boulevard, architect for the project, noted
that he was prepared to answer any questions about the project, if needed.
Motion was made by Commissioner McNulty and seconded by Commissioner
Von Hagen to approve Staff Alternative No. 2 which states: 'Approve
the Grading Application as submitted.'
Commissioner Ortolano proposed an amendment to the motion to include
relocating the spa from the front yard.
The original motion was withdrawn.
Motion was made by Commissioner McNulty and seconded by Commissioner
Ortolano to approve Grading Application No. 1145 with the exception of
Conditions No. 3 and 4. Motion unanimously passed.

Chairman Connolly commented on a letter that was received from John
Arand complaining that the notification period was inadequate. Asso-
ciate Planner Negendank explained that Staff had exceededthe minimum

Commissioner Wike reported that
she
was advised by the City Attorney
that she could participate in the discussions r garding the project.
Chairman Connolly opened the public hearings.
Anthony Segreto, 5677 Mistridge Drive, representing the Mesa Palos
Verdes Homeowners Association, presented a slide presentation stating
the Association's position on the Marriott Project. (A copy of that
presentation is available in the project file.) Mr. Segreto's report
primarily addressed the Association's objections to the Draft Environ-
mental Impact Report.
Bob Rockoff, 5525 Seaside Heights, also representing the Mesa Palos
Verdes Homeowners Association, discussed the detrimental effects the
Marriott project would have on the surrounding community.
Michael Riccio, 29356 Quailwood Drive, President of the Mesa Palos
Verdes Homeowners Association, noted that the Association would support
the Marriott project's general plan, but opposed any project on the
site that does not conform to the City's Building Codes.
Franklin Weiss, 30711 Via La Cresta, requested mitigation measures
on behalf of Congregation Ner Tamid. (A copy of his letter is avail-
able in the project file.)
Sunshine, 6 Limetree Lane, questioned certain issues in the Draft
Environmental Impact Report such as view impairment and increased
traffic, and addressed the negative impact the Project would have
on recreational opportunities.
Lee Argubright, 2289 Sparta Drive, withdrew his request to speak until
he has had an opportunity to review the Draft Environmental Impact
Report more closely.
Ed Novak of the Marriott Corporation, noted that he did not have a
prepared statement, but was available to answer any questions, if
needed.
Chairman Connolly thanked the public for their comments.
Notion was made by Commissioner Von Hagen and seconded by Commissioner
McNulty to continue the Public Hearing to a date certain in order to
give the Commission to review the Draft Environmental Impact Report
more closely.
Commissioner Von Hagen noted that he especially needed the opportunity
to assimilate the Draft Environmental Impact Report, since he is a
resident of the Stoneridge Tract.

Commissioner Ortolano questioned Mr. Segreto's presentation as it
relates to view protection-, view impact, institutional designations
and density limitations. Commissioner Ortolano also noted that the
City Attorney's input is needed on Item No.7 of the Mesa Palos Verdes
Homeowners Association's June 30, 1988 letter to the Planning Commis-
sion and City Council which states:". . . any project(s) proposed
for this site be restricted in potential future use upon resale for
the protection of the City and its residents."
Director of Environmental Services Benard clarified the City's efforts
in soliciting public comments on this action. Mr. Benard reported on
the Staff recommendation to re -submit this item to the Commission on
August 23, 1988, which represents the close of the public comment period
on the Draft Environmental Impact Report.
Motion to continue Draft Environmental Impact Report No. 27 to August 23,
1988 to continue the public comment period. Motion unanimously passed.
QUESTIONS FROM THE AUDIENCE
STAFF REPORT
The Commission received no questions
from the audience.
Director of Environmental Services
Benard presented the Commission
with an article by Paul Sedway
on specific plans, and with
cover sheets on upcoming confer-
ences sponsored by the League of
California Cities and the California
Chapter of the American Planning Assoc.
Mr. Benard noted that Staff has allocated funds for each Commission
member to attend at least one conference per year.
COMMISSION REPORT
Commissioner McNulty reported on the Four -Cities meeting on July 9, 1988,
and noted that the City Council has upheld Tim Burrell's Code inter-
pretation so Mr. Burrell's coastal structure setback will be handled
like any other setback.
Commissioner Von Hagen announced that Associate Planner Ann Negendank
was leaving the City's employment after seven years of being a loyal,
dedicated public servant. It was decided that the Commission would
schedule a dinner on Mrs. Negendank's behalf.
ADJOURNMENT The meeting was duly adjourned
at 10:00 p.m. to July 14, 1988,
7:30 p.m. at the Community Room
at City Hall.
