PC MINS 198805249 MINUTES PLANNING COMMISSION MAY 24, 1988 The meeting was called to order at 7:30 p.m. by Chairman Connolly at Hesse Park Community Building, 29301 Hawthorne Boulevard. PRESENT: Connolly, McNulty, Ortolano, Von Hagen, Wike ABSENT: None Also present were Director of Environmental Services Robert Benard, Senior Planner Ann Negendank, Associate Planner Benjamin Ortega and Assistant Planner Nancy Hutar. COMMUNICATIONS Chairman Connolly indicated that no communications had been received. CONSENT CALENDAR Chairman Connolly proposed removing the minutes of March 15, 1988 from the Consent Calendar. Motion was made by Commissioner Von Hagen, seconded by Commissioner Wike and unanimously passed to approve the minutes of March 22, 1988 as presented. PUBLIC HEARINGS Coastal Permit No. 46, Grading Application No. 1102; 6410 Seacove Drive Associate Planner Benjamin Ortega presented the staff report and the staff recommendation to approve the Coastal Permit and Grading Application subject to conditions. Chairman Connolly opened the public hearing. Mr. Kurt Nelson, 22330 Hawthorne Boulevard, asked that his prior request be denied and asked to appeal the conditions. He will return to the Commission once he becomes fully aware of the applicant's wishes. Mr. Tim Racisz, 30751 Tarapaca Road,declined comment. Mr. Ray Barrett of 32859 Seagate Drive was present to discuss the objections of the neighbors within the vicinity who feel that a tennis court does not conform to the community. Director of Environmental Services Benard indicated that Mr. Barrett will receive notice before this issue is brought before the Council. Planning Commission Minutes May 24, 1988 Page Two Motion was made by Commissioner Ortolano and seconded by Commissioner Wike to adopt the staff recommendation that the Coastal Permit and Grading Application be approved subject to conditions, and that the tennis court be deleted from the Grading Plan. Appeal rights were noted by Chairman Connolly. Conditional Use Permit No. 120, Rev. "A", Grading No. 1108, Environmental Asssesment No. 545; 29519 Western Avenue Motion was made by Commissioner Von Hagen and seconded by Commissioner McNulty to waive the staff report. Motion unanimously passed. Chairman Connolly opened the public hearing. Mr. Dimitri Orloff of J West, Inc., 5855 Green Valley Circle, explained why the retaining wall was necessary.- He had no objections to the conditions of approval. Associate Planner Ortega responded to grading, drainage and parking questions. The public hearing was closed. Motion was made by Commissioner Yon Hagen and seconded by Commissioner Ortolano to adopt Staff Alternative No. 3 to approve the Negative Declaration, Grading Application and C.U.P. subject to conditions. Appeal rights were noted by Chairman Connolly. E;treme Slope Permit No. 4 3638 Coolheights Drive Motion was made by Commissioner Connolly to continue this item unanimously passed. Variance No. 204; 2035 Trudie Drive Director of Environmental Services Benard recommended to continue this item until June 14, 1988. McNulty and seconded by Chairman until June 14, 1988. Motion Assistant Planner Nancy Hutar presented the staff recommendation to grant the variance based on administrative error. Motion was made by Commissioner McNulty and seconded by Chairman Connolly to approve the staff recommendation. Appeal rights were noted by Chairman Connolly. Four Cities Planning Group ADJOURNMENT Commissioners Wike and McNulty gave a brief synopsis of the last Four Cities Planning Group meeting. They clarified that policies were not established at the meeting. The meeting was duly adjourned at 8:30 p.m. to May 31, 1988 at 7:30 p.m. at Hesse Park Community Building, 29301 Hawthorne Boulevard.
