PLANNING COMMISSION
ADJOURNED REGULAR MEETING
March 15, 1988
The meeting was called to order at 7:35 p.m. by Chairman Connolly
at the Hesse Park Community Building, 29301 Hawthorne Boulevard.
PRESENT: Connolly, McNulty, Ortolano, Von Hagen, Wike
ABSENT: None
Also present was Senior Planner Ann Negendank.
CONSENT CALENDAR The Commission adopted P.C.
Resolution No. 88-13, amending
P.C. Resolution No. 88-1 nunc pro
tunc, by revising Section 1 to
read, "That the proposed structure is not designed and situated in
such a manner as to minimize view obstruction in that there are
other design options to build outward along the sides and front or
build down towards the street, creating a downsloping building
configuration, and thereby altering the height measuring
criteria."
WORK SESSION

REVIEW provided information on topics
requested at the previous work
session - maximum height allowed for residential construction
under County zoning was 35 feet, the exclusion of portions of
residences was apparently based on a doctrine of fairness and
equal treatement of properties, and definitions of "cumulative"
from CEQA and the Coastal Act were distributed. Commission
discussion on "cumulative" then ensued.
The Planning Commission identified the following topics for
discussion with the City Council:
In the notice of filing, clearly indicate the need for a letter to
assure notification of the decision.
Leave as is the Finding that the project is not located on a ridge
or promontory.
Leave as is the Finding that the views(s) from public property is
not significantly impaired.
Revise the Finding on Cumulative impact to include a reference to

"...incremental impacts..." in 17.02.040B1f(b) to clarify the
intent.
Add no further criteria to evaluate in the decision process.
In the decision process, develop a policy for foliage as it
affects existing conditions.
Leave as is the present process for notice of decision.
As a condition of approval, develop administrative guidelines for
evaluating and regulating the effect of a project on a neighbor's
privacy.
As a condition of approval, require the removal of foliage, not
dust trees; and require removal to be funded by applicant.
As a condition of approval, leave as is the prohibition of outside
stairs to second story additions.
As a condition of approval, leave as is the review of other Code
requirements as part of the same application process.
As a condition of approval, leave as is the 180 day period of
approval.
Leave as is the process of filing an appeal.
Leave as is the 15 day appeal period.
Extend from 10 to 15 days the notice period prior to Planning
Commission or City Council appeal hearing.
Change the Planning Commission and City Council procedure on
hearing appeals to delete dismissal of the appeal without first
holding a hearing.
Leave as is the adoption of a resolution when acting on an appeal.
Clarify the definition of principal view to refer to construction
over 16 feet in 17.02.04001.
Expand the definition of viewing areas so that kitchens and
bedrooms may be considered as such.
Leave as is the method of measuring uphill lots.
Leave as is the method of measuring downhill lots.
Leave as is the method of measuring pad (and other) lots.
Leave as is the method of measuring height on sloping lots.
