PLANNING COMMISSION
ADJOURNED REGULAR MEETING
MARCH 7, 1988
The meeting was called to order at 7:55 p.m. by Chairman Connolly
at the Hesse Park Community Building, 29301 Hawthorne Boulevard.
PRESENT: CONNOLLY, MC NULTY, ORTOLANO, VON HAGEN, WIKE
ABSENT: NONE
Also present were Director of Environmental Services Robert Benard
and Senior Planner Ann Negendank.
WORK SESSION
HEIGHT VARIATION ORDINANCE Senior Planner Ann Negendank
REVIEW distributed and gave overview
of the Alternatives worksheet.
The Commission made the following determinations:
Include a Statement of Intent at the beginning of the section.
Leave as is the applicability of this section to construction over
16 feet.
Leave as is the maximum allowable height of 30 feet.
Increase the minimum advance notice before a decision from 10 to
15 days to provide consistency in noticing and adequate time for
residents to respond.
Leave as is the 500 foot mailing radius.
Leave as is the procedure that includes all properties with a
potential view impact, _Vregardless of proximity to project or
interest of property owner in the view analysis.
Leave as is the Finding that the project is designed to minimize
view obstruction.
Leave as is the Finding that the primary view will not be
significantly impaired.
Expand definition of principal view to include canyon view and
mountains, mentioned as part of a scene.
Leave as is the use of buildable area on lot as a viewing area, as
opposed to existing structure only.

The Commission discussed cumulative impacts and agreed to meet on
March 15 to continue review of alternatives.
The Commission requested information on the County height
limitations prior to incorporation, the reason why areas of a
residence requiring a Height Variation or Variance are not
considered as viewing areas, and the reason that average elevation
is used on downhill lots and highest point covered on uphill lots.
