PC MINS 19870728M I N U T E S 11t PLANNING COMMISSION July 28, 1987 The meeting was called to order at 7:40 PM by Chairperson Ortolano at the Hesse Park Community Building, 29301 Hawthorne Boulevard. PRESENT: CONNOLLY, MC NULTY, ORTOLANO, VON HAGEN ABSENT: WIKE Also present were Senior Planner Ann Negendank, Associate Planner Greg Fuz, Assistant Planner Laurie Brigham and Assistant Planner Carolynn Wilker. COMMUNICATIONS CONSENT CALENDAR Resolution P.C. No. 87 - Recommending Adoption of Specific Plan IV Minutes of June 10, 1987 Minutes of June 23, 1987 Chairperson Ortolano indicated that communications would be noted during discussion of related items. Chairperson Ortolano moved to remove Item A from the Consent Calendar; seconded by Commissioner Connolly and passed unanimously. Commissioner Von Hagen modified Page 3, Paragraph 8, to read, "...of this retaining wall on the extreme slope." Commissioner Von Hagen moved approval of the Consent Calendar as amended and with the exception of Item A; seconded by Commissioner Connolly and passed unanimously. PUBLIC HEARINGS CUP No. 1 - Revision Chairperson Ortolano noted the VAR No. 153, EA No. 508, applicant's request for continuance GR No. 988, Ascension of the item to October 13, 1987. Commissioner Connolly moved to continue the public hearing to October 13, 1987; seconded by Commissioner McNulty and passed unanimously. 0 Minutes July 28, 1987 Page 2 Variance No. 165 Encroachment Permit No. 6 Wildasinn - 6348 Via Colinita 74 Assistant Planner Laurie Brigham presented the staff report. Chairperson Ortolano opened the public hearing. Mr. Donald Wildasinn, 6348 Via Colinita, applicant, requested approval of the item and discussed: other encroachments in the area; his concern over the costs related to relocating the post and the gate; the improvements he has made to the property, his dismay with the City's handling of the request; and his understanding that the area in question would conform to the Code if the posts were attached to a fence. Commissioner Connolly discussed the traffic at the location and suggested that the Fire Department be requested to investigate the emergency vehicle access. He related his concern over the arbitrary construction in the right-of-way. Commissioner Von Hagen moved to grant Variance No. 165 and Encroachment Permit No. 6. The motion was seconded by Commissioner Connolly and passed by a majority vote with Chairperson Ortolano dissenting. Appeal rights were noted. CUP No. 120, VAR No. 167 Assistant Planner Carolynn Wilker EA No. 516 - J. West, Inc. presented the staff report. 29519 Western Avenue Chairperson Ortolano opened the public hearing. Mr. Dimitri Orloff, 5855 Green Valley Circle, Suite 105, Culver City, 90230, representing the applicant, discussed: the applicant's support of the staff recommendation; parking; landscaping; the ingress and the egress to the premises; deliveries; and the design of the proposed building. Commissioner McNulty moved to close the public hearing; seconded by Commissioner Von Hagen and passed unanimously. Commissioner Von Hagen related his concern over the parking at the site. Commissioner McNulty discussed the proposed curb cuts and noted his concern over the related safety of pedestrians. He discussed the traffic at the location and pointed out that the ingress and the egress to the site could be right turn only. Commissioner Connolly discussed the traffic at the location and the possibility of the release of hydrocarbons from the proposed use. He voiced his concern over children loitering at the site. Chairperson Ortolano discussed the proposed curb cuts and her concern over the lack of room for a bus bench at the location. She stated her preference for reducing the hours of oper-atiori and suggested --:that the issue of medians along Western Avenue be addressed i'n.a workshop. Staff noted the necessity of Cal Trans' approval with regard to the proposed curb cuts and the median landscaping. Staff discussed the City's bus bench requirements. • Minutes July 28, 1987 Page 4 • The Commission modified Exhibit "A" as follows: Condition No. 3, "...between 9:00 PM and 7:00 AM." Condition No. 11, "...during peak business hours...". Condition No. 13, "...d. landscaping in the parkway." Condition No. 19, "Video games, arcade games and prepared food shall be prohibited in con3unction with the proposed use." Condition No. 20, "The property owners shall apply to Public Works and to Cal Trans within 30 days of the date of this approval for curb cuts and right turn only signage along Western Avenue." Commissioner McNulty moved approval of Alternative No. 2 subject to the Conditions of Exhibit "A" as amended. The motion was seconded by Commissioner Von Hagen and passed unanimously. Appeal rights were noted. CUP No. 124, EA No. 521 Assistant Planner Laurie Brigham San Pedro & Peninsula YMCA presented the staff report. 5500 Ironwood Chairperson Ortolano related a communication from Mr. William Allenderfer, Ms. Melba James, Jr. and Mr. & Mrs. Gordon James in support of the request. Chairperson Ortolano opened the public hearing. The proponents of the application were: Representing Mr. John Swift 1923 Mt. Those opposing the request were: Mr. Lynn Cicotte 26447 Basswood Ms. Marilyn Waller 26415 Basswood Ms. Rose Beckowitz 3943 Admirable Drive Ms. Lucy Moori-Brooks 5352 Ironwood Ms. Barbara Stepanian 5531 Shoreview Drive Those opposing the request discussed: traffic at the location; displeasure with the appearance of the portable classroom; and concern over an additional daycare facility in the area. Commissioner McNulty voiced his support of the request. He expressed his opinion that the traffic in the area would not be adversely impacted by the proposed use and emphasized the School District's obligation to protect children. Commissioner Connolly related his support of the request. He pointed out that the application could be conditioned with a trailer occupancy limitation and suggested that the item be referred to the Traffic Committee. Commissioner Von Hagen stressed the value of the proposed use and, with regard to traffic, he emphasized the importance of the safety of children. Chairperson Ortolano discussed the area traffic which she indicated is a result of the school and not the proposed use. She suggested that interested parties contact the Traffic Committee with regard to their traffic concerns. Staff provided information regarding the traffic at the site and discussed traffic conditions which could be attached to; -an dpproval of the request. Senior Planner Negendank discussed the State licensing requirements relevant to the proposed daycare facility. Commissioner Connolly moved to recommend acceptance of the staff recommendation with the provision that Condition No. 6 to Exhibit "A" be modified to include that, "Any proposal to add or expand trailers or other buildings at the location would require Planning Commission review." The motion was seconded by Commissioner McNulty and passed unanimously. Appeal rights were noted. NEW BUSINESS GR No. 896 - Revision Associate Planner Greg Fuz presented Stefan - 7433 Via Lorado the staff report. Proponents of the request were: Mr. John Stefan 1821 Harriman Lane, Redondo Beach, 90277 Applicant Mr. George Folia 4121 Mesa Street, Torrance Proponents of the request provided information regarding the background of the application and related concern over financial difficulties pertaining to solving the problem. Those opposing the request were: Mr. & Mrs. William Jackson 7405 Via Lorado Mr. Gordon Stout 7393 Via Lorado Those opposing the request discussed: concern over view impairment; the idea of a tree ordinance; and opposition to the staff recommendation. Commissioner Von Hagen discussed the difficulties involved in identifying projects on in e area and -suggested tha t -a sign with the property address be posted. He commented that the item could be continued to more fully consider the application. Commissioner McNulty related information regarding the City's building requirements and clarified the building envelope concept. Chairperson ortolano voiced her concern over the solution as recommended by staff and discussed the City Attorney's related opinion. She indicated that the application could be conditioned to include that no shrubs be higher than 16 feet. Commissioner Connolly discussed his support to continue the item. Staff discussed the background of the original application and stressed that the applicant was not authorized to modify the previously approved building footprint. Commissioner Von Hagen moved to continue the item until August 11, 1987; seconded by Commissioner McNulty and passed unanimously. Staff Staff mentioned that carport information will be provided to the Commission in the future. Commission Chairperson Ortolano moved that Consent Calendar Item A be continued to August 11, 1987.
