PC MINS 19870630M I N U T E S PLANNING COMMISSION June 30, 1987 The meeting was called to order at 7:30 PM by Commissioner Von Hagen at the Hesse Park Community Building, 29301 Hawthorne Boulevard. PRESENT: CONNOLLY, MC NULTY, ORTOLANO, VON HAGEN ABSENT: WIKE Also present were Director of Environmental Services Robert Benard, Senior Planner Ann Negendank, Associate Planner Steve Rubin and Assistant Planner Carolynn Wilker. Commissioner McNulty moved that Commissioner Von Hagen serve as Chairman in the absence of Chairperson Ortolano (who arrived at approximately 8:40 PM)and Vice Chairperson Wike. The motion was seconded by Commissioner Connolly and passed unanimously. COMMUNICATIONS Commissioner Von Hagen related: (1) a communication from the American Planning Association Planning Advisory Services and (2) information pertaining to manufactured housing. CONSENT CALENDAR PUBLIC HEARINGS Variance No. 157 and Variance No. 168 Southworth and Williford 1861 Homeworth Drive Commissioner McNulty moved approval of the Consent Calendar; seconded by Commissioner Connolly and passed unanimously. Assistant Planner Carolynn wilker presented the staff report. Commissioner Von Hagen invited interested parties to speak to the item. Minutes June 30, 1987 Page 2 Mr. Olin Williford, 1861 Homeworth, applicant, requested approval of the item and discussed the measurements of the existing structures and the setbacks. He stressed that the improvements, which were made prior to annexation of the Eastview area, were within the Los Angeles County Code at that time. Director of Environmental Services Benard explained the required setbacks as set forth in the City's existing Code. Mr. Robert Page, 2035 Via Novar, Lomita, 90717, representing Ms. Serrelde Spangler (the prospective buyer of the sub3ect property), discussed the problems associated with the improvements made to the property. Ms. Serrelde Spangler, 1627 Van Tress, Wilmington, 90744, prospective buyer of the subject property, voiced concern over the delays associated with the requests, noted the off-street parking available on the property and stressed that she has no intent to utilize the existing deck. Commissioner McNulty moved to close the public hearing; seconded by Commissioner Connolly and passed unanimously. Commissioner McNulty stated his support of staff's Alternative No. 2, as did Commissioners Connolly and Von Hagen. Director of Environmental Services Benard, in response to Commission concern, pointed out that the application could be conditioned to include that Public Works be requested to close off the existing driveway to insure that there will be only one driveway and to make a determination relevant to the curb cuts. He noted the 180 day time constraints r_unninq with the application. Commissioner McNulty moved approval of staff's Alternative No. 2 with the provision that the Public Works Department give approval with regard to the curb cuts. The motion was seconded by Commissioner Von Hagen and passed unanimously. Staff agreed to supply Ms. Spangler with a copy of the applicable resolution. Appeal rights were noted. Minutes June 30, 1987 Page 3 CUP No. 118, GR No. 1005, EA No. 514 - Wehmueller & St. Paul's Lutheran Church Associate Planner Steve Rubin presented the staff report. 31290 Palos Verdes Drive West At this time, the Commission expressed its appreciation of Associate Planner Rubin who resigned his position as of July 8. Commissioner Von Hagen invited interested parties to speak to the item. Those supporting the request were: Mr. Bruno Boval 6972 Verde Ridge Mr. Joseph Picarelli 30311 Via Borica Pro3ect Coordinator and Church- Member President of the Church Council Those supporting the request discussed: a retaining wall would prevent Church access to those who might park on the ad3acent property; the existing parking easement; and the Church's preference for the application as originally proposed. Commissioner Connolly related his concern regarding the existing parking easement. Commissioner Von Hagen voiced his concern over the Church's parking overflow with regard to the adjacent property. Commissioner McNulty moved to close the public hearing; seconded by Commissioner Connolly and passed unanimously. Commissioner McNulty discussed the idea of requiring the applicant to define the parking spaces. He related his understanding of the applicant's preference for the application as originally proposed; however, he stated his support of staff's Alternative No. 1. Staff commented that there would be no problem with rbquiring;-,' the applicant to define the parking spaces. Commissioner McNulty moved approval of staff's Alternative No. I with an addition to Condition No. 5 to Exhibit "A" to include, "...with three (3) inches of A.C. paving or other material approved 11 by the Director of Environmental Services The motion was seconded by Oomm-lsslbner Connolly,and passed unanimously. - Appeal rights were noted. • Minutes June 30, 1987 Page 4 CONTINUED BUSINESS None. Ll At approximately 8:30 PM, there was a brief recess. Commissioner McNulty departed the meeting at this time. At approximately 8:40 PM, Chairperson Ortolano arrived. The meeting reconvened in regular agenda order at approximately 8:45 PM. NEW BUSINESS Shoreline Park Manufactured Home Community Development Project - Shoreline Park Site Information Only Those opposing the concept were: Senior Planner Ann Negendank presented the staff report. She noted the item to be for information purposes only. Mr. John Beringer 3412 Seaglen Ms. Isabel Dunn 3200 W. La Rotonda Ms. Maureen Griffin± 5 Ginger Root Lane Ms. Jeannette Mucha 5538 Littlebow Ms. Naomi Phillips 2834 Calle Aventura Those opposing the concept discussed: concern over discussion of the item without an application having been made; presentation of the item to the FACT Committee without placement on that committee's agenda; concern over the lack of public noticing; concern over the instability of the site; and the County/Coastal Commission's related involvement. Director of Environmental Services Benard stressed the presentation to be for information purposes only. He related his lack of aware- ness as to the circumstances surrounding the presentation of the item to the FACT Committee. He noted that legal noticing requirements are not applicable to the item since it is not a project requiring Commission action and related City management's direction that it would be appropriate to inform the Commission of the item. The Commission discussed previous workshops which were held to review items prior to any related applications being made. Minutes June 30, 1987 Page 5 Col. John Pitchford, 2275 W. 25th Street, #56, San Pedro, 90732, General Manager of Shoreline Community Development Inc., discussed: the background of the concept; the property description; the County's related involvement; the anticipated operating costs; the proposed open space; the economic impact; the earthquake =insurance•requireme_n-ts; the. -issues -,of view impairment; _ access to the ocean, and the geology of the site; and the ideas of a leasehold improvement subdivision; landscaping, a cooperative type ownership; affordable housing; and 350 spaces (6.5 units per acre). Dr. Karl Vonder Linden, 55 Stowe Lane, Menlo Park, 94025, geologist representing Shoreline Community Development Inc., discussed the geology of the site and his familiarity with the Peninsula. Chairperson Ortolano mentioned that Mr. Pitchford could review the minutes of the Golden Cove project in order to obtain affordable housing information. She clarified that the subject property is currently owned by PacTel_ Properties - _. and that she is employed by Pacific Bell. She requested that staff obtain the City Attorney's opinion with regard to any related agreements between the City and the County and with regard to the June 198.7U-. S Supfeme Court decision related to denying the use of a property or restricting the use of a property temporarily or permanently in relationship to the idea as proposed by Shoreline Community Development Inc. Commissioner Von Hagen pointed out that information from the City Attorney, as suggested by Chairperson Ortolano, could be obtained during the presentation of the item to Council. Director of Environmental Services Benard noted a communication from inability to attend the July 15 The Satellite Information Workshop date was revised to July 23, 7:00 PM, Hesse Park.
