PC MINS 19860729M I N U T E S PLANNING COMMISSION ADJOURNED MEETING July 29, 1986 The meeting was called to order to order at 7:30 PM by Chairman Von Hagen at 29301 Hawthorne Boulevard. PRESENT: HODGE, ORTOLANO, MC NULTY, VON HAGEN, WIKE ABSENT: NONE Also present were Director of Environmental Services Robert Benard, Senior Planner Ann Negendank, and Associate Planner Greg Fuz. COMMUNICATIONS (1) Letter from Mr. Pollitt regarding the Remax and South Coast Botanical Garden signs. (2) Specific Plan No. III corrections and clarifications. (3) Director of Environmental Services's memo regarding CUP No. 23 Revision "I" update. (4) Letter from Mr. & Mrs. Crawford regarding Specific Plan No. III/view impairment. CONSENT CALENDAR Review City Purchase of Former Mr. McNulty moved to approve the staff School District Building for recommendation. Minutes July 29, 1986 Page 2 NEW BUSINESS Specific Plan No. III Associate Planner Greg Fuz presented and Environmental the staff report and recommended the Assessment No. 492 Commission examine the crucial issues and related Specific Plan solutions, receive public testimony, direct staff to revise the plans if necessary, continue or close the public hearing, and direct staff to return the plan to the Commission for final action at a future hearing. Staff discussed: the specific plan process, possible means of linking the Western Avenue gateway to the City and the adjacent park, a new City entry sign in the Western Avenue median and consistent area landscaping, the idea that 29519 Western Avenue should be merged with one of the adjacent lots, the proposed Specific Plan No. III setbacks would be effective with any building addition, visitor serving uses such as hotels/motels/restaurants would be more desirable that professional offices/financial institutions in order to develop a vibrant street scape, and the need to redefine the require- ment of a traffic study for each CUP. The Commission discussed: possible means of linking the Western Avenue gateway to the City and the adjacent park, problems with merging 29519 Western Avenue with one of the adjacent lots, setbacks, whether visitor - serving used such as hotels/motels/restaurants would be more desirable than professional offices/financial institutions, the large number of existing restaurants in the area, whether there is sufficient need for additional hotels/motels, and the high cost associated with the requirement of a traf- fic engineering study for each CUP. Western #313 3402 Deluna 5538 Littlebow 1820 Crestwood 11440 San Vicente Los Angeles Represented property owners on Bernice Eastview Homeowners' Association La Mancha Development �f Minutes July 29, 1986 Page 3 Interested persons discussed: that area investors should be involved in guiding renovations, Specific Plan No. III Workshop participants did not receive copies of staff's Specific Plan No. III proposal, the possibility that property owners might not be able to pay mortgages should setback con- formance be required with property renovation, problems with planting Pepper and Pine trees, the City's encouragement of visitor serving uses in order to generate revenue, the City should obtain professional design consultation for the area, view impairment concerns, the Western/Summerland recent court deci- sion that the gate there should remain open, the large number of existing visitor -serving establishments in the area, the existing noise problems associated with the Tasman Sea and Jazzercise, parking problems at Eastview Townhomes resulting from Jazzercise patrons, the Jazzercise pending CUP application, the possibility that Jazzercise does not have proper child care licensing, La Mancha Development's CUP application, La Mancha Development's desire to work with the community in the development of a retail establishment at Western/Crestwood, and concern over the sale of liquor at Western/Crestwood and increased Peck Park violence as a result thereof. The Commission reviewed the circulation problem at Western and Summerland and emphasized the City's responsibility for the health and safety of its residents. The Commission requested that, in its formulation of Specific Plan No. III, staff pay particular attention to this item. The Commission stressed the importance that Specific Plan No. III Workshop participants receive copies of any existing and future related plan infor- mation. The Commission stated a licensed architect has reviewed the Specific Plan No. III proposal. The Commission noted the Specific Plan clearly addresses view envelopes. Staff asked interested parties to supply their names and addresses in order to receive public hearing notices. Staff stated Specific Plan No. III Workshop participants will receive existing and future plan information. Staff,- -said Specific Plan No. III would not change current front setback requirements, rear yard setbacks for residential property would not be changed, and Specific Plan No. III setbacks would be effective with any building additions. Mr. Hodge noted that Eastview residents may not have been adequately informed because the PV News is not distributed there. Chairman Von Hagen requested Mr. Hodge investigate the availability of the paper at Coco's and stated Eastview residents can now subscribe to the PV News. The Commission emphasized its need for further public input. Mr. McNulty moved to continue the public hearing to August 12, 1986. The motion was seconded by Mrs. Wike and passed unanimously. 1 t Minutes July 29, 1986 Page 4 QUESTIONS FROM THE AUDIENCE Jeannine Etcheverry discussed problems related to an excessive number of vehicles being parked at an operating service station. Staff voiced intent to explain the related City Code to her. REPORTS Staff Associate Planner Greg Fuz stated the Draft Environmental Impact Report for the Portuguese Bend Redevelopment Agency could be made available to Commission members upon request. Mr. Hodge requested a copy of the report. Director of Environmental Services Robert Benard mentioned that Peninsula Cities Planning Commission and staff representatives will hold quarterly meetings to discuss matters of common interest. r^M-4 e 0; -- The Commission discussed Mr. Florance's July 22, 1986 letter regarding the Wallace Ranch tree removal. The Commission requested staff to expeditiously schedule a hearing for the Jazzercise Conditional Use Permit if possible under the existing moratorium; otherwise staff was requested to notify the City Council, on behalf of the Commission, that an expeditious hearing is necessary. ADJOURNMENT Mr. McNulty moved to adjourn at 9:00 PM to August 12, 1986. The motion was seconded by Mrs. Wike and passed unanimously.
