PLANNING COMMISSION
SEPTEMBER 24, 1985
The meeting was called to order at 7:35 P.M. by Chairman McNulty at Hesse Park
Community Building, 29301 Hawthorne Boulevard, Rancho Palos Verdes.

Also present were Director of Environmental Services Sharon Hightower and Associate
Planner Steve Rubin.

plicant to open and then continue the
public hearing to November 12, 1985 to allow the applicant to pursue an in-depth
geological review of the proposed 49 unit residential project.
The Commission concerns centered on the following issues: egress and ingress to
project from Palos Verdes Drive West, access easements, traffic circulation, af-
fordable housing, enforcement procedures, provision for storm drainage, buffering,
and private open space in the project meeting minimum requirements.
Associate Planner Rubin advised the Commission that the applicant had resolved the
issue of easements along St. Paul's Church and the commercial lots. He further ad-
vised that the storm drainage issue has been reviewed by the Public Works Department
and a proposed requirement will be detailed at the November 12th meeting. He also
advised that the other concerns,including affordable units, will be addressed at the
November 12 -meeting.
Chairman McNulty opened the public hearing.
Howard Adler, 505 N. Tustin, #246, General Partner of Rancho Palos Verdes Investors,
owners of the proposed project, requested continuance of the public hearing to
November 12, 1985 to satisfy their geologic concerns. He indicated that the ease-
ment problem has been resolved and the affordable housing requirement has been met.
He stated that the buffering issue still has to be resolved.

John Kassales, 31015 Via Rivera, wanted to know why there was no access to the
Golden Cove Shopping Center from the proposed project. Mr. Adler advised that
this was done for security and buffering reasons.
Kathy Pilot, 8 Vanderlip, requested clarification on: 1) the basis for the
Zone Change and 2) the basis for changing the requirement from 4 units/acre
to 8 units/acre. Commission McNulty advised her of the City Council's approval
of Zone Change No. 12 by introducing Ordinance No. 185 on August 7, 1985 and
at the same time, adopting Resolution No. 84-50, certifying EIR No. 22 and
adopting General Plan Amendment No. 12. He further advised that the issue of
a change in zoning designation from CN to RM -8 (8 dwelling units/acre) is still
pending approval of Conditional Use Permit No. 100, Grading Application No. 830
and Tentative Tract Map No. 44239 by the Planning Commission.
Lin Hendrich, 27915 Longhill Drive, representing the Rancho Palos Verdes Council
of Homeowners' Association read a brief statement regarding their concerns with
the proposed density of 8 units/acre. They felt 4 units/acre was more ap-
propriate. Also requested that future meetings not be scheduled on religious
holidays.
Elizabeth Kelley, Vallon Drive, wanted to know who would make the final decision
on the proposed project and where she can obtain information on a referendum.
Staff advised her that the City Council would make the final decision and that
the City Clerk would have information regarding referendums.
John Kassales wanted to know the zoning designation of the Via Rivera area
and staff informed him it was zoned RS -4, 4 units/acre.
Chairman McNulty moved to continue the public hearing to the November 12, 1985
meeting, Mr. Von Hagen seconded, and the motion passed unanimously.
REPORTS
STAFF
Specific Plan No. 2 Director of Environmental Services Sharon
Workshop of September 25, 1985 Hightower requested changing the October
16th hearing to October 28, 1985. The Com-
mission agreed -to the change.
COMMISSION Mrs. Wike commented on the appeal for
Height Variation No. 411, approved at
the last Planning Commission meeting when she was absent. She stated that the
staff should provide written notice to all homeowners located beyond the 500 feet
requirement who are affected by view impairment. Chairman McNulty stated that
this may be difficult to do due to the financial burden to the applicant if
this additional requirement were imposed; the Code does not provide for this.
