PLANNING COMMISSION
AUGUST 27, 1985
The meeting was called to order at 7:40 p.m. by Chairman McNulty at the Hesse
Park Community Building, 29301 Hawthorne Boulevard.

PUBLIC HEARINGS
TENTATIVE PARCEL MAP 1.6748 - APPEAL A brief staff report was presented
by Associate Planner Steve Rubin in
which he reviewed the history of this application, including recent City Council
direction relating to lot configuration, etc. Also discussed were alternate lot
configurations and their associated driveway problems and, drainage.
Commission questions related to Council direction and the fact that no changes
had been made in the proposed map, drainage and easements to the Flood Control.
Chairman McNulty opened the public hearing.
William Swanson, 4227 Rousseau Lane, Rancho Palos Verdes, appellant, summarized
the letter he had submitted for this hearing and his attempts to address both
Council and neighborhood concerns.
Commission questions of Mr. Swanson concerned the existing house, the future
houses on lots B and C, 2 lots versus 3 lots, and the Flood Control Easement.
The following people spoke in opposition to the application: Anthony Sosa,
28909 Gunter Road., Rancho Palos Verdes; Robert Downing, 1914 Caddington Dr.,
Rancho Palos Verdes and Patricia Landon, 28903 Gunter Road, Rancho Palos Verdes.
Their concerns dealt with site drainage, the Flood Control easement, density, and
the fact that the application had not changed since it was first reviewed by the
Planning Commission.
There being no further requests to speak, Chairman McNulty declared the public
hearing closed.
Mr. Swanson asked permission to rebut statements made by the above residents.
Chairman McNulty consented, but asked that he keep his comments brief. Mr.
Swanson reiterated his intention to fully address the drainage situation,
Flood Control access, and believed that because of the larger size of his pro-
perty, the propsed 3 lot subdivision was appropriate for this location.

Mrs. Ortolano, moved to deny the appeal for Tentative Parcel Map 16748; Mr. Von Hagen
seconded, and passed on roll call vote as follows:

A brief staff report was given
by Assistant Planner John Roberts
describing the requested variance
and the required findings.
Commission questions dealt with impact on adjacent properties and landscape buffering.
Assistant Planner Roberts described the changes which had been made to reduce impacts
on the adjacent lot and also the existing landscaping.
David Roy, 27621 Flaming Arrow, owner of the subject house, explained why he was re-
questing the Variance. There were no Commission questions.
Mr. Von Hagen moved to close the public hearing; seconded by Mrs. Ortolan; and passed
unanimously.
Chairman McNulty moved to adopt Resolution P.C. No. 85-23 approving Variance No. 126;
seconded by Mrs. Ortolan; and passed unanimously.
Tentative Parcel Map 17161
. Assistant Planner Greg Fuz explained
Coastal Permit No. 17 that the applicants had requested
Environmental Assessment No. 472 that the public hearing for this
Palos Verdes Properties item be continued to the first meet -
Portuguese Bend Club ing of October, 1985, so that they
may meet with staff to discuss the
proposed conditions of approval.
He recommended that the Commission open the public hearing, take testimony, if members of
the public wished to speak, and then continue the public hearing to the first meeting of
October, 1985.
Chairman McNulty declared the public hearing open.
John McCarthy, 105 Spindrift Drive, Rancho Palos Verdes, representing the Portuguese
Bend Lease Holders Association spoke in favor of the application, had some conerns
regarding the Klondike Canyon drain (size and responsible parties), median landscaping,
and coordination with applicant and the Abatement District.

Mr. Von Hagen moved to continue the public hearing to October 8, 1985; seconded
by Mrs. Ortolano; and passed unanimously.
Conditional Use Permit No. 33 - Amendment The staff report was presented by
Girardi Associate Planner Steve Rubin which
#5 Burrell Lane described the proposed new house and
footprint versus the approved foot-
print, the proposed height increase, and staff's concerns regarding potential view
impacts.
Commission questions related to the height of the one-story portion of the proposed
house, the height of the existing house on_the adjacent lot (lot 6), percentage of
proposed house outside of the approved footprint, and whether all of the homes to
be built in this tract were custom homes.
Chairman McNulty opened the public hearing.
Tim Burrell, 4038 Exultant Dr., Rancho Palos Verdes),..re

Park Place Homeowners Association, and subdivider of the tract, wished to clarify
a misunderstanding relating to view corridors. He summarized the review process
undertaken during the original approvals of the tract, making reference to the
tract C.C. and R's and the approved master landscaping plan.
Commission questions of Mr. Burrell related to the tract C.C. & R's and how
those related to the City, and the language of condition #8 of the Resolution -
approving CUP No. 33.
Lengthy discussion ensued between the Commission and Mr. Burrell over differences
in opinion regarding condition #8, the Landscape Master Plan and the C.C. & R's.
John Girardi, 403 Via Gorrion, Palos Verdes Estates, owner of the subject lot
(lot 7) and project applicant deferred to his architect.
Chairman McNulty noted for the record that he was a business acquaintance of
Mr. Girardi.
Ralph Whitten, 2733 Pacific Coast Highway, Suite 307, Torrance, project architect,
described the proposed house, the reasons for locating it in its proposed location,
and his own view analysis and attempts to minimize potential impact on surrounding
properties.
The following members of the audience spoke in opposition to the proposed project:
Mary Jane McKay, #15 Oceanaire, Rancho Palos Verdes, representing
the Del Cerro Homeowner's Association and
Spencer Ballard, #3 Ambersky, Rancho Palos Verdes.
Their comments dealt -with view impact to residences on Oceanaire and Ambersky, and
negative impacts on Del Cerro Park.

When questioned by the Commission, Ms. McKay stated that she did not have a
problem with the proposed footprint change, just the height.
Mr. Von Hagen moved to close the public hearing; seconded by Mrs. Ortolano;
and passed unanimously.
Commission discussion ensued relating to the fact that error may have been made
regarding the originally approved ridgeline and the fact that more information
was needed relating to condition #8 and the Landscape Master Plan.
Mr. Von Hagen moved that his earlier motion be rescinded and to continue the public
hearing; seconded by Mrs. Ortolano, and passed on a 2-1 vote with Chairman McNulty
dissenting.
INFORMAL HEARINGS
Sign Permit No. 259 - Appeal It was moved and passed unanimously
Carriage Realty that reading of the staff report be
430 Silver Spur Road. waived.
Matt Brunning of S.P. Devco, 727 Silver Spur Road, Rolling Hills Estate, developer
of the subject building, spoke on behalf of the appellant, Carriage Realty. Mr.
Brunning's comments dealt with the limited visibility of the sign on, the- Silver Spur
frontage to west -bound traffic on Silver Spur, and indicated that a master sign
program for this building had been reviewed and approved by staff.
Commission questions of Mr. Brunning and staff related to the alleged master
sign program. Staff indicated that it had no such program in their files, and
that they had never seen such a program.
Chairman McNulty moved to continue this item to verify the alleged sign program;
seconded by Mrs. Ortolan; and passed unanimously.
AUDIENCE QUESTIONS
There were no questions from the audience.
REPORTS
Drive grading project.
Assistant Planner Greg Fuz gave a
brief update on the 3300 Crownview
The Commission chose to hold the Specific Plan No. 2 sub -committee report until
all of the Commissioners were present.
