PC MINS 19841205MINUTES Planning Commission Meeting Work Session December 5, 1984 The meeting was called to order at 7:30 p.m. in the Administration Building at City Hall, 30940 Hawthorne Bouelvard. PRESENT: MCNULTY, ORTOLANO, VON HAGEN, BROWN WIKE (late) Also present were Director of Environmental Services Sharon Hightower, Senior Planner Ann Negendank, Associate Planners Alice Angus and Steve Rubin and Assistant Planner Greg Fuz. Director Hightower briefly explained the purpose of the work session and discussesd the miscellaneous code amendments. Associate Planner Alice Angus opened the presentation and expanded on the Director's statements and stated the topic for discussion was on construction on slopes greater than 35%. Discussion ensued relative to the language in the General Plan and Development Code, staff's interpretation and actions of same. The staff report included a history of policy; the recent changes and proposed solutions. Senior Planner Ann Negendank presented a video taping of examples taken in the field with Associate Planner Alice Angus giving a narration. Both Ann Negendank and Alice Angus presented a detailed analysis of alternative solutions as outlined in the staff report. Commission general discussion centered on whether any construction on slopes was warranted and the pros and cons. Discussion then ensued relative to what types of accessory structures should be allowed; no garages, guest houses, recreation rooms, etc., and also no pools and spas. The process would be intended to decks, gazebos, satellite dish antennaes; and larger structures (houses and garages) would require a Variance application. Staff was requested to create a list and bring it back to the Planning Commission for review prior to miscellaneous code amendments.
