Regular Meeting
October 9, 1984
The meeting was called to order at 7:30 p.m. at the Hesse Park Community
Building at 29301 Hawthorne Boulevard by Chairman Brown.
PRESENT: BROWN, MCNULTY, ORTOLANO, VON HAGEN, WIKE
Also present were Associate Planner Steve Rubin, Associate Planner Alice Angus,
Assistant Planner Gary Pedroni, Assistant Planner Phyllis Parker, Secretary
Ann Brenesell, Director of Environmental Services Sharon Hightower,, City
Manager Donald Guluzzy and City Attorney Stephen Broiles.
CONSENT CALENDAR
Minutes - September 25, 1984 Corrections were as follows:
page 7, paragraph 3, should
read: It was the ' majority opinion of the Commission to eliminate 13a."
Paragraph 11, should read: ... the City does not enforceprivate CC&R's. The
last paragraph should be corrected to read: if instead of it. Page 8, first
paragraph should read: "...the applicant would be interferring with her view;
the word not was deleted. Paragraph 8 should read: "...some yard space
and bring the house within Code with front yard setback. On Page 3, paragraph
1, a typographical error sone was changed to some.
A motion was made by Mr. Von Hagen to approve the minutes of September 25,
1984 as amended; seconded by Mrs. Ortolano and passed unanimously.
OLD BUSINESS
Trails Plan Assistant Planner Gary Pedroni
presented the staff report
of October 9, 1984 which recommended
approval of Alternative B for Trail No. 17 which would allow access to Del Cerro
Park hitching posts, while minimizing equestrian traffic on the remainder of
Crenshaw Boulevard, plus provide for the utilization of existing equestrian
easements forming a recreational equestrian trail loop.
A brief discussion ensued relative to the staff recommendations: the potential
for Trail 6, the impacts of the two alternatives and the cost for the two
alternatives.
Staff replied that the alternatives were based on feasibility only and not cost.
Discussion continued regarding how much of Trail #17 is removed with each
alternative.
Commission asked for clarification of Alternative B.
Staff replied that Alternative B recommends removing the trail below Valley
View to Del Cerro with the end point at Del Cerro hitching posts. It leaves
the trail to the Park Place barrier. Valley View north to Crest would
remain with this alternative. The practicality and expense of barricade
alternatives were briefly mentioned.
In response to concerns about a possible conflict of interest on the part
of Dr. Brown, Mr. Stephen Broiles, represented the City Attorney's officeand

Association and requested a pedestrian crosswalk and/or
signal at Highridge and Crest.

The concerns centered around keeping the trails already being used, and the
re -instatement of Trail 13a to the Trails Plan.

boarding horses and those outsiders coming into the community simply for the purpose
of riding horses.
Speaking against the proposed Trail Plan were the following residents:

The Del Cerro residents expressed concerns about the community not being an equestrian
neighborhood and the question of safety also arose.
At 10:10 p.m. Chairman Brown declared a recess. At 10:25 p.m. the meeting
reconvened.
NEW BUSINESS
Conditional Use Permit #92 Mr. McNulty moved, seconded by
Mrs. Wike, and carried to open
the public hearing on this matter and continue to October 23.

Because of the late r, the majority decision was 41101d over Grading
No. 743, Sign Permit No. 220 and Grading No. 752-Appeal until the October
23, 1984 meeting at 6:30 p.m.

Trails Plan(continued)
The Commission discussed concerns over safety relative to traffic problems on
Crest Road with the potential future developments and traffic increase, the
feasibility of horses on the bike path, setting up trails in non-equestrian
districts and duplication of trails.
Opposing reinstatement of Trail 13A was Mrs. Wike and Dr. Brown because of
the above mentioned concerns.
Favoring reinstatement of 13a to connect with the border of the City was
Mrs. Ortolano, Mr. Von Hagen and Mr. McNulty. Language in support of this
trail was suggested to staff: "add that portion of 13a which touches
undeveloped land and in concept that 13a be added to the plan along Crest
next to the developed property to extend to Crenshaw and to be
implemented only if it is done voluntarily and willingly by the property
owner. "

condition they are located on the eastern side of Crenshaw without access
to Del Cerro; that Del Cerro Park should not be accessible to equestrians
(i .e. , no hitching rails, watering trough).
The majority decision was to include a crossing at Crest Road at some
point between Country Meadow Road and Highridge; to be functional for
pedestrians, bicyclists and equestrians, with Dr. Brown dissenting. He
suggested a tunnel crossing for horses, however, he was persuaded by the need
for the safety and welfare of the school children.
By consensus of the Commission, the extension of proposed trail 10 along
Forrestal Drive in Tract 37885 was included with the remainder

REDEVELOPMENT CONFORMITY
REPORT The staff report of September
25, 1984 was presented by
Associate Planner Alice Angus
which recommended that Planning Commission discuss the draft proposed
Redevelopment Plan and approve the plan as amended.
The Commission requested a map which indicated the streets.
The concerns were as follows:
Page 1 Definition of City Council should be restated so that the
definition stands on its own.
Page 4 Paragraph A is not clear.
Page 5 Paragraph B - what does "such amount" modify?
Page 10 Section 5.02 - insert the word legal . . . "such property by any available
legal means"
Page 15 Section 8.05 - add may be used for vehicular, or equestrian or
pedestrian traffic. . .

The only resident to speak to this item was Mr. Bob Smolley, 56 Limetree
who expressed two concerns: (1) loss of identity of Tract 14118 and (2) the
homes being proposed are in an unstable geological area in his opinion and
thus he questioned the accuracy of the plan.
It was moved, seconded, and passed unanimously to find that the Redevelopment
Plan conforms to the General Plan and to forward the comments to the
City Council.
