Work Session
4/11/84
The Planning Commission meeting was called to order by Chairman Brown and
the Parks and Recreation meeting was called to order by Chairman Corcoran
at 7:00 p.m. in the Community Room, City Hall, at 30940 Hawthorne Boulevard.
Dr. Brown advised the audience that the meeting was a work session for
the Commission and Committee and not a public hearing. Thus, they were not
taking public testimony on the second item. He also advised another meeting
for the purpose of public testimony on -that item is scheduled by the Parks
and Recreation Committee on April 19 at 7:30 p.m.

Also present were Director of Environmental Services Sharon W. Hightower,
Associate Planner Alice Angus and Assistant Planner Gary Pedroni.
COMMUNICATIONS The following communications were distributed:
(1) a chart relative to the Sanitation District
parcel, (2) letters to Dr. Brown from Eastview
reisdents, (3) letter from Shirley Kline, President of Palos Verdes Horeseman's
Association, (4) Dr. Brown advised he had received several petitions relative to
the Sanitation District which would go into the file records.
TRAILS The staff report was presented by Assistant
Planner Gary Pedroni. He described the
contents of the Trails Network Plan, and said
it was a refinement of the earlier General Plan and Coastal Specific Plan; the
next step in the process of defining a network for the City. He stated that
goal/policies, standards for pedestrians, bicyclists and equestrians and signage
were all included in the Plan. He asked for discussion of implementation of the
programs. He mentioned there has been citizen input, mostly from the equestrian
community. He briefly discussed the April 2nd Peninsula Equestrian Committee
meeting. It discussed the problem areas. The main problem he felt is establishing
dedicated easements and linkages should be the major concentration. He directed
attention to page 18 and page 28 of the Trails Network Plan. The designated
routes versus the proposed linkages were discussed and the class designations were
also described. He noted an error on page 28 on the bicylce trail; #1 is in error.
It is actually a pedestrian walkway around the Preseley Tract.
He said there are two major Equestrian trails in the City, the Eastside and the
Portuguese Bend area. His concentration was on these areas for the equestrain trails.
He asked that the Commission and Committee concentrate on pages 47 and 48
which outline programs that could be effective in implementing the Plan.
After lengthy discussion, Mr. Pedroni stated the Plan was for what was
practical and could possibly be implemented. He felt the proposal did not
give citizens any unreasonable expectations.
Dr. Brown invited the audience to participate.
Sandra Williams, 12 Lariat Lane, RHE, member of NATRC. Ms. Williams felt
the linkage to the Ranch and S & S developments in Rolling Hills Estates was
the most essential issue; without the linkage, she felt valuable fiat riding
area would be lost. She said that area is currently used and has been for the
past nine years.
Mr. Pedroni advised that in order for the program to work, the trails must
be on dedicated legal easements.
Discussion ensued relative to the possibilities of a signal or stop sign on
Crest Road across from the Ranch gate.
Shirley Swartz, 6 Cayuse Lane, Rancho Palos Verdes said she has been working on
proposed trails in the Martingale area. She suggested using the Crest Road
bicycle easement for an equestrian/pedestrian trail and move bikes into the
street.
Ms. Sunshine, 6 Limetree, RPV represented the Palos Verdes Peninsula Horseman's
Association and mentioned the possibility of citizen participation, money, and
labor to develop and maintain trails. She requested the draft be corrected
to reflect Palos Verdes Peninsula Horseman's Association and to add Happy
Hoofers. She asked what is required legally to change an easement from bicycle
to equestrian trails.
Ms. Evie Hunter, Martingale Street, RPV, asked that consideration be given to
equestrians when open land is being developed. She asked about requiring
horse trails similar to bicycle trails.
Dr. Brown advised that in order to change an easement from bicycle to equestrain
100% agreement of all property owners would be required and keep in mind that
all property owners are not in favor of horses.
Ms. Ginny Smolley, 56 Limetree, RPV suggested documenting trail usage for
historic use. Prescriptive easement was discussed.
Ms. Cheryl Stuckle, PVDE, RPV, aired feelings of discontentment with the
Commission and Committee.
Comments and suggestions from the Commission and Committee were as follows:
-A Peninsula wide network should be shown; showing major existing trails in
other cities and linkages in other cities
-Priorities of trails should be established; more trails should be shown
-Extend proposed routes taken from "Horseman's Association Map"
-Cost and safety
-Crossings 2

-Alternate ways to protect trails; shrubs/screen
-Portuguese Bend to Rolling Hills Estates link should be included
Director Hightower requested a group to submit a list of priorities of trails
currently used.
The Commission and Committee's consensus was for staff to respond to these
changes and resubmit individually to the Commission and Committee.
EASTVIEW Dr. Brown advised that the Planning
Commission role was to deal with Land
Use Designation and the Parks and Recreation
role is to help identify whether park is appropriate usage for the Sanitation
District parcel.
Associate Planner Alice Angus gave a brief staff report and referred to the chart
which provided some comparisons of land uses.
Areas discussed were flexibility of the land use, commercial use as a golf
driving range regarding traffic and lighting, parkland use relative to cost,
crime and safety, possibility of donations and funding sources, possible
agricultural tree farm, a mix of uses, and decision timing regarding the Capital
Improvements Plan. The Park and Recreation Committee will report back after
its April 19., 1984 meeting.
ADJOURNMENT At 1 100 p.m. the Parks and Recreation
Committee adjourned to its next meeting
on April 19, 1983 at 7:30 p m., and
the Planning Commission adjourned to its next meeting on April 24, 1984 at
7.30 p.m.
