Joint Meeting with City Council
May 11, 1983
The meeting was called to order at 8:20 p.m. in the City Council
Chambers, 30942 Hawthorne Boulevard.
PRESENT: McNulty, McTaggart, Hughes, Hinchliffe
(Council members: Bacharach, Dyda, Hein, Ryan)
LATE ARRIVALS: None
ABSENT: Brown
Also present was Director of Environmental Services Sharon W.
Hightower, City Manager Donald Guluzzy, and Associate Planner
Sandra Lavitt.
PRIVATE STREETS Discussion then ensued regarding the
issues identfied in Director Hightower's
memorandum on private versus public
streets. Council discussed the issue of community access
and the consensus was that there should be a compelling reason
for closure of such streets. Discussion then took place on
whether or not crime was really a problem necessitating street
closures and it was agreed it was not. Additionally, the
General Plan policy was discussed---- and whether or not this
did provide a process for street closure. Generally it was
the consensus that Council policy regarding private streets
had not changed since the adoption of the General Plan policy.
ABALONE COVE ABATEMENT A brief discussion took place regarding
DISTRICT: this exemption and what criteria should
EHLENBERGER REQUEST FOR be considered by the Planning commission
EXEMPTION in reviewing the matter. It was the
consensus that the Planning Commission
should be brought up to date on the geological aspects of the
situation in the Landslide District.
Reference was made to the City Attorney's opinion regarding
some of the exemptions that have been granted by the City Council
and it was the consensus that he should report to the Council
on this at the next meeting.
At 9:15 p.m. it was moved, seconded and carried to adjourn.
