PC MINS 198211230 /497�- M I N U T E S City of Rancho Palos Verdes Planning Commission Regular Adjourned Meeting November 23, 1982 The meeting was called to order at 7:35 p.m. in the City Council Chambers, 30942 Hawthorne Boulevard, by Chairman Hinchliffe. PRESENT: Brown, Hughes, McNulty, McTaggart, Hinchliffe ABSENT: None Also present were Director of Planning Sharon W. Hightower and Associate Planner Alice Bergquist Angus. CONSENT CALENDAR By motion of Mr. Hughes, seconded by Mr. McNulty, the Consent Calendar was passed, with Dr. Brown abstaining as he had been absent, thereby approving A) the minutes of the meeting of October 26, 1982 and B) the minutes of the meeting of November 9, 1982. GENERAL PLAN DATA UPDATE Ms. Angus said the Commission should review the text and table updates as presented in the staff report and comment on completeness and accuracy. She said if the material is accept- able as presented, the Commission should recommend the updates to the City Council. Following a brief discussion, by motion of Dr. Brown, seconded by Mr. McTaggart, and unanimously carried, the Commission recommended to the City Council the update to the General Plan as contained in tonight's staff report with the following corrections/additions: 1) a total column added to Table 15; 2) a clarification of church structures; and 3) a clarifica- tion of Times-Mirror Cable's legal name. CONDITIONAL USE PERMIT 41 AMENDMENT Director Hightower said the request North side of Crestridge between was to allow construction of a lap Highridge and Crenshaw swimming pool at the site of a pre - Landowner: Canterbury Gardens viously approved residential care Applicant: Palos Verdes Pools facility for senior adults. Staff recommended approval of the amendment since the proposed project conforms to the City's Development Code criteria. In response to Commission questions, Director Hightower said the request was for an outdoor pool to be heated by gas, not solar. She said the pool would not be visible from the homes above because the adjacent building is three stories high. Mary Jane Stephenson, 30419 Rhone Drive, office manager at Canterbury Gardens, said she was representing the Episcopal Home this evening. She said the pool would be used for lap swimming for health reasons. She said they were pro- posing the pool at this time because they have been receiving requests from residents coming in for some form of exercise. She said solar heating was too expensive for a project of this size, that the project would be well insulated -and that the gas lines were already there. She said the pool would be three to four feet deep. She said the gazebo was for aesthetics since the view from that location is lovely and it seemed like a very nice place for the residents to walk to and be able to sit' -and enjoy the view. She said she remembered the gazebo being in the original plans. Mr. McTaggart wasconcerned aboutthegazebo, and Director Hightowersaid she would check the original plans in the file. Mr. McTaggart said the City has a policy of encouraging the use of solar heating and pointed out that the cost of gas will be going up. He said he understood the applicant's concern about capital costs but that the operating costs would be very high with gas. Dr. Brown concurred with Mr. McTaggart. Mr. Hughes said there is a different gas use for commercial than there is for residential. He said pool heating would be relatively small because the other costs would be so much higher than for a home. He said the pool was not much larger than for a home. Mr.McNulty proposed a motion, seconded by Mr. Hughes, to adopt Resolution No. 82-29, thereby approving the amendment to Conditional Use Permit No. 41. Dr. Brown said one of the objections when this project was originally heard was that it was nothing more than an apartment complex. He said over the last couple years there were several changes to the conditional use permit but that he could not support the need for this particular change requesting a lap pool at a facility such as this. Mr. McTaggart said the people who will reside in this facility are people who have a need for recreational activities, and he thought a lap pool would provide excellent exercise. The above motion passed, with Dr. Brown dissenting. Mr. Hinchliffe adVised.of--the-right-to appeall-this decision within fifteen calendar days. ADJOURNMENT 11/23/82 PLANNING COMMISSION MINUTES At 8:00 p.m. it was moved, seconded, and carried, to adjourn to Tuesday, December 14, 1982, at 7:30 p.m. 2
