The meeting was called to order at 7:39 p.m. by Mayor Bacharach and Chair-
man Hughes.
PRESENT: Councilpersons Dyda and Ryan, Mayor Bacharach

LATE ARRIVALS: Councilpersons Shaw (7:42 p.m.), Hein (7:50 p.m.)
ALSO PRESENT: City Manager Guluzzy, Director of Planning Hightower,
Deputy City Attorney Mary Walker
1. Height Variation Section of Code
Deputy City Attorney Walker reviewed her memo regarding concerns with
various portions of the Height Variation section of the Code.
The consensus was to refer study of any potential changes to the sec-
tion to the Planning Commission subcommittee of Hughes and McTaggart
and a City Council subcommittee of Ryan and Dyda, especially on the
issue of one property's view against another's right to build and
relative to cumulative impact.
2. Open House Directional Signs
Director Hightower summarized the staff report which outlined an alter-
native of an experimental sign program.
Council directed that staff bring a revised program back to Council.
3. Staff Projects/Schedule
Director Hightower reported on a tentative project/schedule for the
Environmental Services Department.
4. Code Enforcement
Consensus was for staff to initiate a study of using citations/fines
for certain Code violations.
5. Subregion 1
Chairman Hughes voiced some concerns on future development potential
in the Neptune Cove area.
6. Ex parte communications
Commissioner McTaggart questioned applicant communications with the
Commission prior to a meeting.
Staff was requested to get an opinion from the City Attorney on ex
parte communications.
