Planning Commission
Regular Adjourned meeting
July 14, 1981
The meeting was called to order at 7:32 n.m. in the City Council Chambers,
30942 Hawthorne Boulevard, by Chairman Hughes.
PRESENT: Baer, Brown, Hinchliffe, McTaggart, Hughes
ABSENT: None
Also present were Associate PlAnner'Richard Thompson.
CONSENT CALENDAR On motion of Mr. Hinchliffe, seconded
by Dr. Brown, the Consent Calendar was
unanimously passed, thereby approving
the following: A) Minutes of meeting of June 23, 1981; B) Minutes of
meeting of July 2, 1981; C) Minutes of meetinq of July 8, 1981; and D)
Grading Application No. 551.
TENTATIVE PARCEL PIAP NO. 3649 Mr. Thompson said the map was for the
500 feet east of Crest Road and division of an existing 27,831 square
Palos Verdes Drive East foot lot into two parcels. He said
Landowner: Dorothy Carr the Commission first considered this
Applicant: South Bay Engineering request alonq with a variance to permit
substandard size lots on April 28, 1981.
He said at that time the Commission
denied the variance on the grounds that permitting direct access from indi-
vidual lots to arterials is not consistent with the City's General Plan. He
said the applicant appealed that decision to the City Council and that on
June 3 the Council granted the appeal, thereby approving Variance No. 53.
He said the item, therefore, was back before the Commission for consideration
of the lot split. Staff recommended approval of the parcel map subject to
the conditions of Exhibit "A" of the draft resolution.
Dorothy Carr, 1616 W. 27th Street, San Pedro, discussed the background of
the request, explaining that initially she had planned to develop a compound
with one master kitchen to house herself and her children. She said she
later abandoned that idea as being impractical and decided instead on the
lot split.
Doug McHattie, South Bay Engineering, said he was available to answer any
questions of the Commission.
Mr. McTaggart asked if there was another configuration available which would
eliminate the driveway from Palos Verdes Drive East.
Mr. McHattie said there was not unless they went with a flag lot. He said
there are numerous access points right beside the subject site, that there
was not a great deal of traffic at that location, and that the street was
widened to four lanes at that point. He referred to the map on display
which shows the driveway locations of surrounding lots.
Mr. McTaggart said his concern was with the speed of the traffic. He said
the Drive was considered to be a major arterial in the General Plan.
Mr. Hinchliffe proposed a motion, seconded by Dr. Baer, to adopt Resolution
No. 81-50, thereby approving Tentative Parcel Map No. 3649 based on the
findings stated in the resolution and subject to the conditions in the
attached Exhibit "A".
Mr. Hinchliffe felt the request was not unreasonable in that area under
the circumstances and given the development of the properties to the east
and west of the site. He noted that the request was only for the creation
of two lots.
Roll call vote on the above motion was as follows:
AYES: Baer, Brown, Hinchliffe, McTaggart, Hughes
NOES: None
ABSENT: None
Mr. Hughes advised of the right to appeal this decision to the City Council
within fifteen calendar days.
STAFF REPORTS Mr. Thompson said a tentative joint
meeting of the Planning Commissions
of Rancho Palos Verdes and Rolling
Hills Estates regarding the Al Levitt project at Crenshaw and Silver Spur
Road has been scheduled for Wednesday, August 5, contingent on the appli-
cant's submittal of additional requested information. He said the meeting
would take place at Rolling Hills Estates and that the orobable meeting time
was 7:30 p.m. He said staff was waiting for additional information on soils,
traffic and geology. He said the staff from both cities met with the apDli-
cant and his architect about a week ago and that the project has been scaled
down.4
Mr. McTaggart did not feel the project could be considered without a model
because of the steepness of the site.
Mr. Thompson said staff asked Mr. Levitt to include the adjacent buildings
in his elevations.
Mr. Hinchliffe suggested various cross sections to give a sense of scale
without the cost of a model. He felt they would need something to visually
characterize how the project will relate to the hillside.
Mr. Hughes said he was told that not all of the sales tax goes to the city
in which the facility is located, but also to the city in which the corporate
officeis located.
Mr. Thompson said he would check that out.
Mr. 11cTaggart suggested that staff discuss the matter with the City Attorney.
Mr. Hinchliffe suggested that staff contact the Franchise Tax Board for
information on the matter.
COMMISSION REPORTS
ADJOURNMENT
Mr. McTaggart said he would not be able
to attend the Housing Committee meetings
scheduled for July 27 and July 29, 1981.

and unanimously carried to adjourn to
Monday, July 27, 1981, at 7:30 p.m.
