CITY OF RANCHO PALOS VERDES
PLANNING COMMISSION
WORK SE`S_STON FEBRUARY 17, 1981
The meeting was called to order at 7:50 p.m. in the Community Room
of the City Council Chambers, 30942 Hawthorne Boulevard, by Chairman
Brown.
PRESENT: BAER, MCTAGGART, CHAIRMAN BROWN
LATE ARRIVALS: HINCHLIFFE, HUGHES
Also present were Director of Planning Sharon Hightower and Associate
Planner Gary Weber.

Upon concensus of the Commission, the order of the agenda was changed
to discuss item III (proposed Development Code Revision) following item V
(Housing Element Update).
DEVELOPMENT PROJECT PREVIEW
Associate Planner Weber presented a short description of each proposed
project. The presentation included application status, location, and
major design issues. Brief Corfim*ission discussion followed each item.
No decisions were made and no actions were taken.
HOUSING ELEMENT UPDATE
Director Hightower gave a brief overview of the proposed revision to
the Housing Element of the General Plan. She described the potential
program being contemplated and explained that October 1, 1981, was -
targeted for completion since that was the State deadline. She said
she hoped to hold joint work -sessions between the City Council and Planning
Commission to speed-up the process and eliminate duplication of effort.
No decisions were made and no actions were taken.
PROPOSED DEVELOPMENT CODE REVISIONS
The subcommittee, made up of Commissioners Hughes and McTaggart, described
their research into the matter of Recreation Vehicle (RV) parking and
distributed a chart which compares RV parking ordinances of several
cities. Commission discussion followed on the various methods of control
and perceived effectiveness. It was the consensus of the Commission that
such an ordinance should only be enacted when a significant problem
exists or when one is imminate. Therefore, since there was no sub-
stantial evidence of a significant problem, the Commission decided to
prepare a memo for the City Council explaining their position and
recommending that the Council not pursue such a Code revision. This would
also include regulation of the number of vehicles which can be kept.
The Commission discussed the matter of a possible revision to the Grading
portion of the Development Code and determined that more data was needed.
No action or recommendation was made.

At 10:25 p.m., it was moved, seconded, and carried to adjourn to
Tuesday, February 24, 1981, at 7:30 p.m.
