PC MINS 19800619M I N U T E S City of Rancho Palos Verdes Planning Commission Work Session June 19, 1980 The meeting was called to order at 6:40 p.m. in the Community Room of the Palos Verdes Unified School District Building, 30942 Hawthorne Boulevard by Mr. Hinchliffe. Roll call was answered as follows: PRESENT:,'I'X Baer, Hinchliffe, McTaggart LATE ARRIVAL: Brown at 6:55 p.m. ABSENT: Hughes Also present were Acting City Manager Sharon Hightower, Acting Director of Planning Gary Weber, and Assistant Planner Sandra Lavitt. COASTAL DEVELOPMENT AND DESIGN GUIDELINES Mr. Weber introduced Tom Cooke and Mac Morikawa of Sedway/Cooke, consul- tants on the project. He also discussed the order of the agenda. Mr. Cooke and Mr. Morikawa presented background information and reviewed the Preliminary Draft Coastal Development and Design Guidelines for Sub- region 1 and Subregion 7. Mr. Cooke stated the approach of the project was to observe several "givens" such as zoning, requirement for a bluff road, land ownership patterns, Coastal Commission requirements, etc. He further said in im- portant factor in understanding and implementing the report is the defi- nition of the terms "buildable" and "developable". He defined buildable as that land which according to zoning and land use could be built upon and from which density is established. He defined developable as the land with the least constraints and, therefore, the most logical for development. He indicated this will be added to the report. Using illustrations, Mr. M6rikawa described constraints such as owner- ship, views, development/conservation framework, etc. He also described the design framework which he referred to as a "policy map." The design guidelines were also reviewed. Following the presentation by the consultants, Planning Commission discus- sion centered around issues such as alignment of the bluff road, views, implementation techniques, the school site in Subregion 7, and density bonuses. The Planning Commission unanimously voiced general consensus for the draft report and requested that a number of modifications and additions be made as discussed during the work session. It was determined that a revised report should be submitted in two weeks. ADJOURNMENT At 9:34 p.m. the work session was adjourned to the next regular meeting.
