PC MINS 19781129ti M I N U T E S CITY COUNCIL/PLANNING COMMISSION MEETING NOVEMBER 29, 1978 The Council Meeting was called to order at 7:43 P.M. in the Parks and Recreation Offices at 30944 Hawthorne Boulevard. PRESENT: BUERK, HEIN, SHAW, AND MAYOR DYDA ABSENT: RYAN The Planning Commission Meeting was called to order at 7:44 P.M. PRESENT: BACHARACH, BROWN, HINCHLIFFE, McTAGGART, HUGHES ABSENT: NONE Also present were: City Manager Leonard Wood, Director of Planning Sharon Hightower, Parks & Recreation Director Maynard Law. 1. Review of Procedures & Criteria The Parks & Recreation Director outlined for Naming of Park Sites the recommendations of the P & R Committee (1201) from a memo dated November 21, 1978. It was moved, seconded, and carried to approve the recommendations of the Parks and Recreation Committee. 2. Coastal Specific Plan The Director of Planning briefly described (701) the major revisions that the Council had made to the Draft Plan. She stated that the Planning Commission had completed its review of the Revised Draft and the report would be submitted to Council. There was discussion of the Coastal Set -back Zone as revised by Council. It was moved by Councilwoman Shaw, seconded by Councilwoman Hein, and carried unanimously, that density credit would be given in the Coastal Set -back Zone for those portions of the Zone which are shown to be stable to the satisfaction of the City. 3. Slide (1801) The Planning Commission discussed ways in which it might be able to assist Council during the studies of the landslide mor- atorium. It was decided that after the geologist submits some proposals that the Planning Commission would be welcome to assist in some manner, perhaps with a subcommittee. 4. Code Enforcement There was discussion of how to get faster (1801) response time, that the City should be tougher, that fines might be imposed, and that the Code should be reviewed to determine what is important and how to enforce. It was moved by Councilman Buerk, seconded by Councilwoman Hein, and carried unanimously, that the Council subcommittee of Shaw and Hein and the Planning Commission subcommittee of Hinchliffe and McTaggart should meet together to identify concerns, use these as a basis for talking to the City Attorney, and make a recommendation at another joint meeting or at separate meetings. 5. Planning Staff Reports Chairman Hughes expressed concern about (1203) the incompleteness of the Holtzman Variance report relative to the violations. Director Hightower stated the reasons. There was additional discussion that the Staff should be more aggressive in rec- ommendations. 6. Flow Chart Procedure (1203) The desirability of using some type of master flow chart/status board was discussed. 7. Citizen Brochure There was discussion of producing some simple kind of informational materials in brochures, the City Newsletter, etc. to explain permit procedures, Code requirements, etc. It was decided that the City Manager will provide a brief scope of work to the Council. 8. Feedback on Planning Commission (1203) Adjournment ATTEST: LEONARD G.
