PC MINS 19780411M I N U T E S City of Rancho Palos Verdes Planning Commission Regular Adjourned Meeting April 11, 1978 The meeting was called to order at 7:39 p.m. in the City Council Chambers, 30942 Hawthorne Boulevard, by Chairman McTaggart. PRESENT: Hinchliffe, Hughes, Rosenberg, McTaggart ABSENT: Bacharach Also present were Associate Planner Gary Weber and Assistant Planner Keith Turner. He referred to the addendum and revision sheet to the resolutions which staff submitted to the Commission this evening and reviewed each of the recommended changes, including the deletion of condition #5 and the deletion of a portion of condition #16 of the tentative tract map resolution (which had been omitted from the addendum). Mr. Hughes proposed changing tentative map condition #33 to reflect no vehi- cular access except for necessary maintenance equipment and vehicles. Mr. Rosenberg proposed adding conditional use permit condition #13.h. to reflect that any future lighting will require a review by the homeowners and the City under prevailing ordinances. Mr. Rosenberg was concerned that condition #30 (tentative map) did not in- clude that the applicant would be correcting the drainage problem on the opposite side of Crenshaw. Mr. McTaggart agreed that the conditions should reflect that the developer would make improvements to the storm drain. The Commission directed staff to work with the Public Works Director and the City Attorney for appropriate wording on condition #30 (tentative map) to include improvement of the storm drain. Mr. Hinchliffe proposed changing the word "should" to "shall" in condition #13.c. of the conditional use permit resolution and condition #20 of the tentative map resolution. Mr. McTaggart asked if the applicant agreed with the conditions, and Mr. Burrell answered in the affirmative. On motion of Mr. Hughes, seconded by Mr. Hinchliffe, and unanimously carried, the Commission adopted Resolution 78-31, as amended, approving Conditional Use Permit No. 33, subject to the conditions in Exhibit "A", as amended in the addendum from staff and as amended this evening, including the addition of condition #13.h. On motion of Mr. Rosenberg, seconded by Mr. Hughes, and unanimously carried, the Commission recommended to the City Council approval of Tentative Tract Map No. 32110, subject to the conditions in Exhibit "A", as amended in the addendum from staff and as amended this evening, with the request that the City Attorney review conditions #22 thru #30 for advice as to the intent of the resolution. Mr. McTaggart advised the audience that the decision on the conditional use permit may be appealed to the City Council within fifteen (15) calendar days. He requested that copies of the revised resolutions and exhibits be mailed to the Planning Commission. TENTATIVE TRACT MAP NO. 33206 Mr. Weber said the draft resolutions CONDITIONAL USE PERMIT NO. 31 and conditions were included in the San Pedro Hill -Crest Road (East) agenda packet. Staff recom- mended that the Commission formally approve Conditional Use Permit No. 31 and recommend to the City Council approval of Tentative Tract Map No. 33206. Mr. Hughes recommended that condition U.C. of the conditional use permit resolution be changed to read "...unless approval is granted..." Other amendments to the resolutions were as follows: Section 5 of the conditional use permit resolution -- that the radar be specifically addressed as it was in Section 6 of the tentative map resolution. Also that both sections reflect that it was not considered hazardous "under the existing standards." Conditional use permit condition #2, line 2, should read separately sold (close of escrow) or encumbered..." Conditional use permit condition #4, line 3, should read walls/fences, lookout structure, and lighting. Bonds..." Conditional use permit condition V.A., line 1, should read "...areas including trails and lookout structure shall be iffsUred..." Conditional use permit condition #10, line 1, change "ap- praised" to "apprised"; line 3, should read "...of the radar and commercial communication facilities. This..."; line 4, should read "...use of a separate statement..."; line 5, should read "...by the buyer, a copy of which shall be held by the developer until all such lots are sold, at which time all statements shall be forwarded to the Director of Planning to be filed in the conditional use permit file." Mr. Weber made additional changes to the tentative map resolution as follows: a paragraph which was inadvertently left out (re dedications) be put in as Section 6; that the present Section 6 be changed to Section 7; that a para- graph re sewage discharge be added as Section 8; and that the present Sec- tion 8 be changed to Section 9. On motion of Mr. Hughes, seconded by Mr. Hinchliffe, and unanimously car- ried, the Commission adopted Resolution No. 78-32, thereby approving Condi- tional Use Permit No. 31, as modified this evening, subject to the condi- tions in Exhibit "A", as modified this evening. On motion of Mr. Hughes, seconded by Mr. Hinchliffe, and unanimously carried, the Commission moved to recommend to the City Council approval of Tentative Tract Map No. 33206 as modified this evening, subject to the conditions in Exhibit "A", as modified this evening. TENTATIVE PARCEL MAP NO. 6879 Mr. Weber reviewed the background of REACTIVATION this request for reactivation of a 10, 12, 14 Diamonte Lane parcel map for a lot line adjustment. Applicants: 0. Kovacs, L. & M. He explained that complications with Black, and M. & J. Rowan the County and the title company re- sulted with the expiration of the one- year time limit. He explained that the new Exhibit "All contained two additional conditions which were intended to make more clear what should be done. He said inclusion of these condi- tions is standard practice now. Staff recommendation was for approval. 4/11/78 PLANNING COMMISSION MINUTES -2- On motion of Mr. Rosenberg, seconded by Mr. Hughes, and unanimously carried, the Commission adopted Resolution No. 78-33 approving Tentative Parcel Map No. 6879, subject to the conditions in Exhibit "A". CONDITIONAL USE PERMIT NO. 12 EXTENSION 31290 Palos Verdes Drive West Applicant: St. Paul's Lutheran Church Mr. Weber said the letter from the applicant was self-explanatory. Staff recommended that the Commission grant an extension for two years or to the approval of a conditional use permit for the proposed expansion of Golden Cove Center, whichever occurs first. On motion of Mr. Hinchliffe, seconded by Mr. Hughes, and unanimously carried, the Commission moved to extend Conditional Use Permit No. 12 for two years or to the approval of a conditional use permit for the proposed expansion of Golden Cove Center, whichever occurs first. INFORMAL CONCEPT REVIEW Mr. Weber said this review would be very conceptual and that he would provide the Commission with any con- cept which was out of the ordinary. In that way, it would not be a regular- ly scheduled meeting, only upon specific request by staff. It was the consensus of the Commission to try this review and determine how effective it is. COMMISSION REPORTS Mr. McTaggart said at the last meeting he was to write a letter to the City Council re comments received concerning Otiaccess (Tentative Parcel Map No. 8744). He said he did not get the letter typed in time and, therefore, verbally expressed those concerns at the Council meeting. He said the Council and the Public Works Director were very receptive.
