Planning Commission
Work Session
January 19, 1978
The meeting was called to order at 7:40 p.m. in the Community Room,
30942 Hawthorne Boulevard.
PRESENT: Bacharach, Hinchliffe, Hughes (7:50), Rosenberg, Chairman
McTaggart
ABSENT: None
Also present was Director of Planning Sharon Hightower.
TREE TRIMMING ORDINANCE The Commission discussed the make-up
of an Arbitration Committee for recom-
mendation to the City Council. It was
decided to recommend a regular five -member committee, preferably from
different geographic areas and with some expertise.
The possibility of having some kind of staging of the ordinance in order
to test it on a small sample was discussed. A motion to stage it on one
area failed by the following roll call:
AYES: Hughes, McTaggart
NOES: Bacharach, Hinchliffe, Rosenberg
ABSENT: None
A motion to limit the number of initial applications failed.
AYES: Rosenberg
NOES: Bacharach, Hinchliffe, Hughes, Rosenberg
ABSENT: None
It was decided to ask the City Attorney if there is a way to test the
ordinance.
Staff was requested to check with the County to see if it could provide a
tree expert on contract and what the cost would be.
It was determined that the recommendation for staffing should be from the
Environmental Services Department.
There was discussion on the possibility of exempting the Miraleste area
from the ordinance. It was decided to refer materials submitted by the
Miraleste Homeowners' Association and Parks and Recreation District to
the City Attorney and to ask his opinion again on exemption. The Commis-
sion would like to meet with the City Attorney during the Council meeting
February 7.
The following revisions were made to the draft ordinance:
Section 9690,A., second sentence
...diminution in enjoyment and value and of obserbable views...
Section 9691.1,B Rewrite
All trees, shrubs, and other vegetation, the height of which do not
exceed:
1. on an upslopinq lot, a line projecting from an existing
residence ridge line to the top of the slope of the pad
elevation of the lot above,
2. on a downsloping lot, the allowable building height,
3. On any lot where no structure exists, the maximum per-
mitted building height.
and which comply with any other applicable sections of the City Code,
are also exempted from the scope of this Part.
Section 9692,A View Let Defined
Parcels located within the City having the following characteristics
shall be considered to be have a view lets for purposes of this Part:

Section 9693,A
...one or more view lets sites with a view as defined in Section
9692,A...
Section 9695,A,(1)
...or parties eenstitdtes has a view(s) letis*, as defined...
Section 9699
...determination requiring eampliamee correction of the obstruction
...five hundred dollars for each offence. (last section dealing
with violation is not necessary since it is spelled out more fully
in the Development Code.)
OTHER ITEMS The Commission discussed relationships
with the staff. It was suggested that
there be a joint meeting to discuss
problems, schedules, work load, etc., tentatively set for February 15.
