PC MINS 19780110i M I N U T E S City of Rancho Palos Verdes Planning Commission Regular Adjourned Meeting January 10, 1978 The meeting was called to order at 7:45 p.m. in the City Council Chambers, 30942 Hawthorne Boulevard, by Chairman McTaggart. PRESENT: Bacharach, Hinchliffe, Hughes, Rosenberg, McTaggart ABSENT: None Also present were Director of Planning Sharon Hightower and Associate Planner Gary Weber. Mr. McTaggart announced that the appeal of Height Variation No. 77 has been withdrawn by the appellant and, therefore, will not be heard. APPROVAL OF MINUTES On motion of Mrs. Bacharach, seconded by Mr. Hinchliffe, and unanimously carried, the minutes of the meeting of December 13, 1977, were approved with the following amendments - Page 1, paragraph 10, line 2, should read "...of the Tree Committee of Rancho Palos Verdes..."; line 4, should read "...the arbitration committee make-up..." Page 2, paragraph 12, line 1, should read "...review the entire Tree Trim Ordinance prior to the..." Page 4, paragraph 7, line 2, should read "...that exposure to waves greater than ten mill-watts/cm2..." COMMUNICATIONS Director Hightower referred the Com- mission to the two letters from the City Attorney re common driveways and the Tree Trim Ordinance, both of which were included in their agenda packets. Mrs. Bacharach said she received a phone call from Paula Horn, 3235 Barken- tine, who dictated a letter to her re concern over the development of the Salvation Army site. Mrs. Bacharach read the letter and submitted it to staff. Mr. Rosenberg requested that this item be placed on the agenda for discus- sion. He also requested that discussion of the cars being advertised for sale on Palos Verdes Drive East be placed on the agenda. As there were no objections, Mr. McTaggart so ordered. TENTATIVE TRACT MAP NO. 33093 Mr. Weber said at the last meeting the CONDITIONAL USE PERMIT NO. 29 Commission reached a consensus of ap- West of Ocean Crest & Island View proval on various issues and expressed Applicant: South Bay Engineering concern over the following issues: the Landowner: 0. K. Tingle arrangement of the units on the western portion of the development, potential view obstruction, available parking spaces for the condominium unit, and the steepness of the driveway to Lot 25. He said the revised site design incorporates the cul-de-sac road con- figuration, new unit arrangement, and refinement of the condominium unit. He discussed access to the units, the refinement of the condominium struc- ture on Lot 25, the Commission's concern for safety barriers, and emergency access. The public hearing was re -opened. Russ McGuire, South Bay Engineering, discussed the plans submitted by the architect. He said he reviewed the plans and said there are some minor technical errors in the drawings which do not alter the plan. He said these changes can be made in the final map. Jack Remington, architect, answered questions of the Commission. He said that shortening the cul-de-sac seems to help cluster the buildings. He discussed the driveway, rotating the buildings, the subterranean garage, and guest parking. Frances Marks, Seagate resident, read two letters to the Commission: one concerning existing health and safety problems in Building D, including flooding, the potential problems with the increased traffic, noise, etc.; and the second letter concerning the issuance of permits and asking for better control over planning. Gus Serros asked questions re the emergency access and discussed alterna- tive access routes. Mr. Rosenberg proposed a motion, seconded by Mr. Hughes, to close the public hearing. Roll call vote was as follows: AYES: Bacharach, Hinchliffe, Hughes, Rosenberg, McTaggart NOES: None ABSENT: None The Commission reached a consensus on the following: (1) to allow some en- croachment of the subterranean garage into the setback area, provided it does not extend all the way to the property line and provided the entire garage is completely subterranean; (2) that there be no tandem parking; and (3) that 38 parking spaces be provided. The Commission felt the garage entrance should be constructed in such a way as to allow accessibility for vans. They were concerned about the grade of the driveway, and discussed moving the building, adjusting the property line, and perhaps eliminating one of the units. The Commission reached a consensus on the following: (1) to allow the applicant to explore moving the building up to ten feet and determine what changes this would cause; (2) on elevations of the condominium unit; and (3) for the shortened cul-de-sac with adequate width for emergency access. Mr. Hughes requested that the Director of Public Works check the road again to be sure that the surface run-off will not be increased into Building D. RECESS At 9:50 p.m. a brief recess was called. The meeting reconvened at 10:03 p.m. with the same members present. CONDITIONAL USE PERMIT NO. 37 Mr. Weber reviewed the background of 6610 Palos Verdes Drive South the request which was first heard at Applicant: Hanna -Barbera Marineland the meeting of December 21, 1977, at Landowner: Hollywood Park, Inc. which time the project was continued with a request for further information. He said the applicant has submitted refined plans for all structures as well as more detailed site plans. He discussed the design of the maintenance building and said the grading plan calls for a more balanced operation. He discussed plans for landscaping and screening, the proposed use of the Texaco station, and signing. He said attendance projections and marketing program would be presented by the applicant. He referred to the map showing traffic directions, and said the greenhouse type of entrance would be of an open nature. Matt Fouratt, Director of Planning, Rolling Hills Estates, said he was present to monitor the meeting and did not have a presentation. The public hearing was re -opened. Michael Downs, 30138 Avenida Tranquilla, general manager, Marineland, said the maintenance building on previous plans was shown incorrectly, but the recent submittal was correct. He said the tower would remain and the flags would be relocated from the old main entrance. He discussed the 1/10/78 Planning Commission Minutes -2- marketing plan, said there were five primary routes, and discussed the attendance projections. He said"Ae parking lot would be attended by Marineland staff, and the employee parking would be separate. He said the playground has been relocated and scaled down. Mr. Hughes asked if he would be agreeable to letting different organiza- tions use the theater facility. Mr. Downs said the seating capacity was 149-150, and that he would be agreeable to renting the facility to organizations providing it was not during showtime. Hans Engel, 3213 Barkentine, discussed the access situation, and expressed concern about the left turn land on Palos Verdes Drive South. On motion of Mr. Rosenberg, seconded by Mr. Hughes, and unanimously carried, the public hearing was closed. The Commission reached a consensus to retain the berm and the proposed grading for the maintenance building. The Commission was concerned that enough on-site parking be provided to accommodate the guests. Mr. Hughes requested feedback from the Director of Public Works re the entrance and left turn lane. Mr. Rosenberg felt the directional sign on Palos Verdes Drive South should be moved to allow people more time to move over into the left lane and require modification to the left turn lane. Mr. Downs said if that were made a condition, he would have no objection. Director Hightower explained that this would not have to be a condition which is met prior to opening in the Spring. Mrs. Bacharach proposed a motion, seconded by Mr. Hinchliffe, to grant conceptual approval to this plan. Roll call vote was as follows: AYES: Bacharach, Hinchliffe, Hughes, Rosenberg, McTaggart NOES: None ABSENT: None Mrs. Bacharach suggested that information concerning environmental assess- ment processing be made available to the public. SALVATION ARMY Mr. Rosenberg asked if the construction has been checked to be sure it is per the approved plan. Mr. Weber said he inspected the site and it appears to be conforming to the plan. He said he has also talked with the County and that they said that the grading is being done according to plan. Mr. McTaggart felt the slope appeared to be 1:1 rather than 12:1. The other Commissioners expressed the same concern. On motion of Mr. Rosenberg, seconded by Mr. Hinchliffe, and unanimously carried, the Commission recommended to the City Council that funds be made available for an independent survey to verify compliance with the approved plans for the Salvation Army project which is presently under construction. PARKED CARS WITH FOR -SALE SIGNS Mr. Rosenberg was concerned that on Palos Verdes Drive East there were still from three to five cars parked on the vacant area with for -sale signs on them. Director Hightower said it was illegal and was the City's responsibility to enforce. She said this matter was being handled by the Code Inspector. 1/10/78 Planning Commission Minutes -3- I OF The Commission felt that e,pforcement should be .done on a regular basis. OTHER MATTERS Mrs. Bacharach said she received a phone call from Barbara Gleghorn re the Coastal Commission meeting con- cerning the City's Coastal Plan. Mrs. Gleghorn expressed concern that the testimony from that meeting would not be sent to the State. Director Hightower said she did not get the impression that the testimony would not be passed on,, Director Hightower reminded the Commission of the registration deadline to attend the Planning Commissioners Institute in Oakland.
