Regular Adjourned Meeting
September 27, 1977
The meeting was called to order at 7:39 p.m. in the City Council Chambers,
30942 Hawthorne Boulevard, by Chairman McTaggart.
PRESENT: Bacharach, Hughes, -Rosenberg-, McTaggart'
ABSENT: None
Also present were Associate Planner Gary Weber and Assistant Planner Keith
Turner, and newly -appointed Commissioner Hinchliffe.
MINUTES APPROVAL On motion of Mrs. Bacharach, seconded
by Mr. Rosenberg, and unanimously car-
ried, the minutes of the meeting of
September 8, 1977, were approved as submitted.
Corrections to the minutes of the meeting of September 15, 1977, are as
follows: page 4, paragraph 3, the sentence should read, "Also speaking
in favor were: ..."; page 4, under OTHER MATTERS, the second sentence
reading "The concensus of the Commission ..... was appointed." should be
deleted.
On motion of Mr. Hughes, seconded by Mrs. Bacharach, and unanimously car-
ried, the minutes of the meeting of September 15, 1977, were approved as
amended above.
On motion of Mr. Rosenberg, seconded by Mr. Hughes, and unanimously car-
ried, the order of the agenda was changed so that Tentative Tract Map No.
33093 would be the first item on the agenda.
TENTATIVE TRACT 14AP NO. 33093 Mr. Weber reviewed the background of
West of intersection of Island this item and the proposal, which is
View and Ocean Crest to allow the site to be divided into

lots. The site is irregular in shape
and surrounded by multi -family struc-
tures or vacant lots. The topographic characteristics are diverse, rang-
ing from flat pads to steep slopes, and site vegetation ranges from native
species to man -induced species. He referred to the exhibits to show the
grading, which is in conformance with the criteria and restores the area
to a more natural condition. Access to the single family component is
taken from an extension of the existing roadway, which is 33 feet from
curb to curb.
Mr. Weber explained that the Environmental Assessment had been appealed;
however, the Negative Declaration was upheld by the City Council. It was
recommended that the Commission hold a review of the tentative tract, dis-
cuss the major issues and continue the item until the next regular meet-
ing, and open the hearing for the conditional use permit at that time.
Mr. Galbrith, representing the Sea Gate Homeowners Association, recommended
that the Commission consider separate access to the single dwelling units.
The Sea Gate area has private roads and the area is high density. The
roads are dead-end, and under the present recommendation, it would make
the road into a circular one. The private roads are already congested due
to parking, and access for emergency vehicles is difficult. A suggested
alternative would be to widen the road to the north of the complex and
insist on a second access to the new dwelling units.
Mr. Galbrith was asked to submit a copy of his letter at the conditional
use permit hearing.
Omer Tingle, 26846 Basswood Avenue, landowner, stated that the engineer
would be present later and asked if the item could be delayed until then.
Mr. McTaggart ordered that the matter be held over to the end of the meet-
ing.

Mr. Atkinson, 6162 Arrowroot Lane, and Mr. Theto, 6132 Arrowroot Lane,
both stated that they had checked with City Hall and found that mail con-
cerning this issue had either been returned to sender or mailed to a pre-
vious owner. They asked that they be notified on any further action so
that their concerns can be made known. They are concerned about lots 1
and 2 because their view could be restricted.
They were informed that the Planning Commission decision could be appealed
to the City Council.
It was moved by Mr. Hughes, seconded by Mr. Rosenberg, to adopt Resolution
No. 77-19 and Exhibit A, subject to the addition -of a condition that re-

It was then moved by Mr. Hughes, seconded by Mr. Rosenberg, to recommend
to the City Council that Tentative Tract Map No. 32977 be approved sub3ect
to the conditions listed in Exhibit A of the draft resolution.

TENTATIVE TRACT MAP NO. 33358 Mr. Weber gave a staff report on this
CONDITIONAL USE PERMIT NO. 25 item and reviewed the concept plans.

South and Seahill clusters of residential units ranging

It was recommended that the Commission review the revised map and unless
further changes are made, the project be given conceptual approval. At
the following meeting staff would present the resolutions.
The public hearing was reopened.
Corwin Eberting, architect of the project, stated that the problems are
minor. The ridge is the only part that intrudes on lots 13 and 14, and
if the grade is lowered it would require more grading. He also stated
that the approach taken was to minimize the amount of paving and that the
paving amounts to two residential driveways.

Ron McAlpin, South Bay Engineering, stated that he did not want to dras-
tically change the lay -out, but felt that the structures on lots 13 and
14 could be lowered with the garages staying where they are.
It was moved by Mr. Rosenberg, seconded by Mr. Hughes, and unanimously
carried to close the public hearing on Tentative Tract Map No. 33358 and
Conditional Use Permit No. 25.
The discussion was opened and Mr. Rosenberg stated that the Fire Depart-
ment's recommendation should be taken into consideration, but will not be
taken as gospel or dictate their actions. They would not like to see the
whole plan revised unnecessarily to provide turn-arounds.
On motion of Mr. Rosenberg, seconded by Mr. Hughes, conceptual approval
was granted if the structures on lots 13 and 14 are lowered to a point
where they don't project into the two -degree line and if an agreement
could be worked out with the Fire Department.

On motion of Mrs. Bacharach, seconded by Mr. Hughes, and unanimously car-
ried, Parcel Map No. 7705 was amended as per the report.

TENTATIVE TRACT MAP NO. 33093

At 9:15 p.m. a brief recess was called.
The meeting reconvened at 9:25 p.m.
with the same members present.
Russ McGuire of South Bay Engineering
stated that he felt the staff report
was a good summary of the project. He
suggested that the 16 -unit condominium
be reduced to a 15 -unit condominium. He then answered questions asked by
the Commission, concerning the grade and width of the road, parking prob-
lems, drainage, moving the gate, and vehicle storage problems. He will
work with staff to make the necessary changes and will look at different
alternative treatments of this plan.
Mr. Don Vanarsdoll, a resident of Windport Dri:ve,-asked if :there -was -any
building proposed in the area of Windport Drive. He also stated that when
one section of the apartment was built it was agreed that the canyon area
would be used for a golf course.
In answer to his question, the land next to the plan is not included in the
subdivision proposal.

On motion of Mr. Rosenberg, seconded by Mr. Hughes, and unanimously car-
ried, Tentative -Tract Map No. 33093 was continued to the next regular
meeting.
OTHER MATTERS Re the Coastal Plan, Mrs. Bacharach
said they had promised the City
Council that they would have some-
thing for them by their next meeting. It was suggested that the cluster-
ing density be reduced from the 12 units per acre, as stated in the plan.
It was moved that the Commission recommend to the City Council that on
pages U71, 74, and 77 of the Coastal Specific Plan, a maximum clustering
of 1--Zilunits be substituted forXAnits in Subregion 1, 6 units in Sub-
region 3, and 5 units in Subregion 7. All members favored the motion
except Mr. Rosenberg.
Re the Tree Trimming Ordinance, Mr. Hughes asked staff to put together a
group of appropriate sites to visit. The Commission and staff should go
to those sites and try to apply the ordinance as a group so that it can
be discussed. The trip should be coordinated by staff on whatever day
is best; however, the tentative date is scheduled for October 22, 1977,
at 11:30 a.m. Staff to confirm.
