Work Session
July 19, 1977
The meeting was called to order at 7:35 p.m.
PRESENT: Bacharach, Hughes, McTaggart, Rosenberg
ABSENT: Blue
Also present were City Attorney Pat Coughlan, Director of Planning Sharon
Hightower, and Associate Planner Larry Davis.
MINUTES CORRECTION Re the minutes of the meeting of June
23, 1977, the Commission agreed that
Policy No. 4 for Subregion No. 8 is
to be struck rather than revised (as suggested at the July 12 meeting).
COASTAL SPECIFIC PLAN Letters received from the California
Coastal Commission (dated July 6, 1977),
George C. Shaw (dated June 23, 1977),
and Palos Verdes Bay Club (dated June 27, 1977) were discussed. The Com-
mission was of the opinion that no changes were necessary as a result of
this information.
City Attorney Coughlan reviewed with the Commission a draft of Facts and
Findings upon which the Commission is basing their recommendations. Based
on this review it was concurred that the following were necessary:
That a statement be added attesting that facts and findings
included in Exhibit "A" are summary statements and that total
facts and findings appear in Draft Coastal Plan, reports and
minutes of hearings,
Subregion 1: Clustering should be allowed for since view cor-
ridors affect much of the vacant land,
Subregion 3: Finding number 2 is weak and should be streng-
thened so that it is clear as to why lowering densities in
this area are necessary,
Subregion 7: Revise finding number 2 (....lands serves to
pro-
vide4-nq Protection for this resource.), finding number 3
should read arterials serving rather than entrance/exit roads
and reference made to Figure 9, page N-20. This figure needs
to be revised to reflect active sliding at Abalone Cove Park
entrance.
Recessed at 9:40 p.m., reconvened at 9:50 p.m.
City Attorney Coughlan discussed interpretation of Height variation sec-
tion of the Development Code. He stressed that view protection is for
community and not the sole benefit of a private individual contending
site privacy.
Mr. Rosenberg departed at 10:07 p.m.
The Commission discussed Policy and Text revisions and made the following
changes:
TEXT: Statement should appear in Infrastructure section re-
garding elimination of Point Vicente Beach Park's
stairway from the County's Master Plan.
A statement of exclusion for Subregion 6 as to public
road requirement should appear in Infrastructure sec-
tion due to existing community containing private
roads and value of maintaining private roads to pro-
tect local marine habitat.
Staff to check whether marine reserve has been es-
tablished for Abalone Cove.
Text revision for page S8-1 (July 19, 1977) should
read "...is an the undeveloped Shoreline park..."
POLICIES: U-15 #4 replace with policy which reflects text re-
vision for page U-13.
U-62 #12 include note of exemption for Subregion 6.
U-86 add policy regarding using fire retardant native
vegetation in areas of high fire hazards.
Subregion 4 #8 strike
ANTENNA AMENDMENTS Commissioner Hughes handed out informa-
tion regarding concerns raised by Com-
missioner Rosenberg. Mr. Hughes ex-
plained and responded to question from the Commission. It was decided to
schedule this item for the July 26 regular meeting.
It was the consensus on the Commission to change Section 9614, B, 2, e from
moves to sells.
The meeting was adjourned at 11:56 p.m.
