The coastline is in trust to the City. Incorporation and lawsuits were steps to prevent overdevelopment trend and gain control over one of the last prime coastal areas in the metropolitan area. It is important to recreational needs. Little thought went into planning of area before incorporation. Any density placed on it cannot be justified in light of recent action, -by -the -citizens of California with the Coastal Act and of Rancho Palos Verdes in incorporation. s Traffic impact of Palos Verdes Drive West and Hawthorne Boulevard, and Palos Verdes Drive West through Palos Verdes Drive East (nar- row). Therefore, Subregion #1, 3 and 4 density should be restricted due to peak one-way flows. Densities previously placed and development potential must be weighed against protection of environment.
