Planning Commission
Work Session
July 7, 1977
The meeting was called to order at 7:40 p.m. by Chairman McTaggart.
PRESENT: Bacharach, Hughes, Rosenberg, McTaggart
ABSENT: Blue
Also present were Director of -Planning -Sharon Hightower and Associate Plan-
ner Larry Davis.
The Commission discussed the length of meetings and how to reduce the length.
Some of the suggestions were not having hearings after 11:00 p.m., and no
more than one meeting per week.
The Commission requested that if the tree trimming public hearing is not
set for July 21, that it be scheduled for Thursday, August 4, 1977.
ANTENNAS Mr. Hughes distributed some material
on antenna arrays which demonstrated
loading criteria limitations on an-
tenna arrays. Mr. Rosenberg will submit some calculations on what antenna
arrays really mean in size.
COASTAL PLAN
They discussed the outline of discus-
sion of major issues between the
Coastal Commission and the city staff.
They further discussed the expansion of Marineland.

Re Subregion #3, they agreed on densities at four dwelling units per acre
and one dwelling unit per acre.
Re Subregion #7, they agreed on policy on clustering in area north of Paseo
del Mar, and policy on encouraging density transfer. Staff is to write
these. They further agreed on density of one dwelling unit per acre.
Re General Plan Amendments, they eliminated 6, A and E (all). Re 7 ----

Discussion of findings:
Coastal environment is precious asset of citizens of Southern
California and of the community. The coastline is in trust to
the City.
Incorporation and lawsuits were steps to prevent overdevelopment
trend and gain control over one of the last prime coastal areas
in the metropolitan area.
It is important to recreational needs.
Little thought went into planning of area before incorporation.
Any density placed on it cannot be justified in light of recent
action, -by -the -citizens of California with the Coastal Act and of
Rancho Palos Verdes in incorporation.

Traffic impact of Palos Verdes Drive West and Hawthorne Boulevard,
and Palos Verdes Drive West through Palos Verdes Drive East (nar-
row). Therefore, Subregion #1, 3 and 4 density should be restricted
due to peak one-way flows.
Densities previously placed and development potential must be
weighed against protection of environment.

Only area for one -acre housing (entire coastal area provides range

Density balance between traffic impacts and reality of existing
high density
One dwelling unit per acre , maintain ocean views, fragile environ-
ment with transfer will allow for open space
SR -7 Traffic impacts - boxed in by slide, Palos Verdes Drive East, and
25th Street, narrow area
Mr. Rosenberg departed at 11:30 p.m.
Fragility of marine environment -coastal ecology
Clustering to preserve historical agriculture
Need to limit number cluster in order to preserve character of
land on which clustering is located
Access down bluff - roadway & parking - need to keep density low
due to impact of people using area
Ocean Terraces already impacted density.
Staff will have revisions and draft findings for July 19 meeting.
