Work Session
June 9, 1977
The meeting was called to order at 7:43 P.M.
PRESENT: Bacharach, Hughes, Rosenberg, McTaggart
ABSENT: Blue
Also present were Director of Planning Sharon Hightower, City Attorney
Pat Coughlan, and Associate Planner Larry Davis.
City Attorney Coughlan briefed the Commission on how findings should be
made for whatever is recommended to Council. Re agriculture, recent
litigation indicates that there must be economic viability to allow use
of the land. Geologic stability is -extremely important and the City
should be very conservative. Re trails, the City should give reasonable
protection via fences and signs. Also discussed were residential planned
developments, maintenance of open space, agricultural use of open space
in Coastal area, Portuguese Bend Club, low income housing.
He said we should keep tapes of public hearings until minutes are com-
pleted or, if an absent member, until he has heard it ---City Manager
should set administrative policy.
Recessed at 9:40 p.m. Reconvened at 9:45 p.m.
Discussed addendum to Environmental Impact Report.
1. Revise one Edison comment in addendum on undergrounding.
2. Page S4-15 -- revise one policy.
Next work session June 16 -- grading and trees (maybe antennaes).
June 23 -- Coastal Plan
July 7 -- Coastal Plan
July 19 -- Antennaes (with City Attorney)
The meeting was adjourned to 9:00 a.m., Sunday, June 12, 1977, at King
Harbor Yacht Club, for work session/boat inspection of bluffs.
