Work Session
May 19, 1977
The meeting was called to order at 7:53 p.m. in the City Council Chambers,
30942 Hawthorne Boulevard.
PRESENT: Bacharach, Blue (arrived at 8:15 p.m.), Hughes,
Rosenberg, McTaggart
ABSENT: None
Also present were Director of Planning Sharon Hightower (arrived at
8:30 p.m.) and Code Inspector David Rosso.
Agenda order changed as follows:

A. Changes to Draft Refinements
1. Unanimous decision to change all notification and appeal time
periods to 15 calendar days
2. P. 22, 9166 D - Change to "where there is opposition—an
application will be denied unless appealed to the Planning
Commission within 30 days...""
3. P. 36, 9264 - Change 120 days to 180 days
4. P. 55, 9612, E, 2 - Eliminate alternative and staff to work on
noise standards
Byron Blue arrived at 8:15 p.m.
5. P. 55, 9614, A - Chimneys can be staff approval where applica-
tion is not a Height Variation, but when part of a Height
Variation, the chimney must be considered as an integral part
of the Height Variation, and on appeal considered by Commis-
sion. Add "for antennae refer to Section (Antennae Ordi-
nance)..."
6. P. 56, 9621, C - (Add) change provision to add fences and walls
over 42 in. may be permitted on front or street -side property
line with Minor Exception Permit, possibly not to 5 ft. but
some "inbetween" height?
7. P. 60, 9634, B - Would like explanation of change from 80 to
1, 50 percent
8. P. 76, 9674 - (Add) one sign per major street access
Director of Planning Sharon Hightower arrived at 8:30 p.m.
9. P. 88, 9734, C - Discussion of 40 day time period, remain
present 40/40 time
10. P. 90, 9744 - Change 20 to 30 days except that "an applica-
tion of longer review time will prevail when a M.E.P. is part
of the longer time application." i.e. not require a 30 day
period

Appeals procedure - Council shall require public hearing if same was
required for Commission hearing of original application.
Discussion of Commission notification on Minor Exception Permits, not
being done in the past, should be kept up.
Also, Commissioner Bacharach requests a list of all permit fees.
A short break occurred at 9:30 p.m.
B. Antenna
Written comments from the City Council on the revised draft
Antenna Ordinance were reviewed and commented on as follows:
Temporary arrays - City should be notified of temporary arrays,
and if proposed to exist for more than one (1)
year, should require approval and meet limita-
tions of Ordinance.
Crank downs ------ should lower below 45 feet to mitigate view
fwy impairment and for repair.
Section X, B. 2, C, 1 - eliminate reference to City Council.
Byron Blue and Lou Rosenberg left at approximately 10:30 p.m.
Include section for maintenance of all existing antenna, and no wind
noise, etc: , =due to loose__coax al"da:ble.,or other` poor maintenance.
Section 9614, B, 1 - Array areas of less than 16 square feet

The meeting adjourned at 11:40 p.m.
The next work session is May 26 if there is a quorum available.
The May 31 public hearing on Antenna issue will take place as scheduled.
