Distributed re -re -re -draft of grading ordinance. Confirmed draft schedule for Planning Commission for Spring. Approved memo to City Council answering Graham letter. TREE, TRIMMING ORDINANCE Rosenberg's outline of proposed con- tents. Staff's outline of ma3or issues: Issues: 1. Should City get involved in forcing tree trimming? (McTaggart - no.)` - 2. Sharing of air space concept. 3. Possibility of minimal ordinance which establishes -Arbitration Com- mittee, makes judgement, decision on cost of trimming. Try it for six months. McTaggart - 1 Opposed to mandatory tree trimming (1 if mandatory, cost should fall on complainant). Rosenberg - 1 strong mandatory (owner should pay) Shaw - 1 If going to have one should be mandatory (complainant should pay, at least initial - recurring should be owner (C.A. says can't)) Hughes - 1 Minimal ordinance to start. Need to have fair method of choosing tree surgeon and who pays. Agreed that once arbitration has happened, the Complainant should get bids from minimum of 2 from approved list. If owner wants any other, and more expensive, he has to pay difference. Leave sunlight consideration out for now. What is a view lot? Must be measured from pad level or living area of house (living room, dining room, family room, kitchen).
